The May 19, 2020 Virtual Board Meeting was called to order at 7:30 P.M. by President Keneipp. The Meeting was conducted electronically with video and audio public access available pursuant to the Governor’s Executive Orders 2020-07 and 2020-33

Trustees virtually present: Schultz, Dial, Swartzendruber, Williams, Richards, Frazier.

Trustees absent: None.

Also virtually present: Chief Daryl Weseloh, Supt. of Public Works Schopp, Clerk Heidi Mugler, John Hooks with JPH Tech Services, Attorney Mike Gifford with Howard and Howard.

A motion was made by Williams and seconded by Frazier to approve the 05.05.2020 Board Meeting Minutes. Approved by roll call vote. Ayes: Schultz, Swartzendruber, Richards, Williams, Frazier. Nays: None.

Chief Weseloh addressed the board. The department has been working as much as possible via phone and email. Social distancing has been a priority. Many businesses are not requiring residents to wear masks. No police action has been required about this to date. Many webinars have been attended. Schopp and Weseloh have continued researching the traffic complaint at North Maple, approximately two blocks from 122. Officers are monitoring the need for additional signage. Many questions have been fielded from the community in regards to what residents can and can’t do. Sales and gaming taxes have been reviewed for upcoming budget preparations. It’s hard to gauge based on the current situation with Covid-19. There was discussion regarding the dates for planning and budgeting. Hooks will look into the software capabilities for executive session should virtual meetings still be necessary during employee evaluations. Animal Control procedures will remain as they are. The new squad car is waiting for the laptop mount.

Schopp addressed the board. Social distancing is still a top priority for the department. Mowing has been getting done as well as prepping for the upcoming MFT seal coat. The project will be up for bid upon acceptance of the resolution through the state department. A leak was fixed in the Village Hall roof and repairs were made to the police department bathroom. Water/sewer samples were done for the month. The extension of the culvert on Stringtown Road has been completed and backfilled at the crosswalk. There were some issues at the lift station with the heavy rain but they have been improving. Pump #1 might need a new motor starter and relay. Monitoring closely and will order one when we know for sure. Schopp has completed the Consumer Confidence Report and the link will appear on the next water bill. Schopp also looked into the ongoing issue behind South Eastern regarding the tile that was put in. It was determined that this tile was not tied into the Village storm sewer. The tile was brought from Stringtown, North, and curls toward the basin. A 12” tie was brought down to try to ease the pressure and surface water from flowing into the town and the cemetery tied an 8” tile into the 12” tile and everything flows south toward Stringtown, not to the Village. Schopp is looking into a grant for slip lining.

A motion was made by Williams and seconded by Frazier to Approve Ordinance #863 “An Ordinance of the Village of Minier, Illinois Amending Chapter 9, Section I to Amend Provisions of Article I, Water Systems for Water Rates.” Ayes: Schultz, Swartzendruber, Richards, Williams, Frazier. Nays: None.

A motion was made by Williams and seconded by Frazier to Approve Ordinance #864 “An Ordinance of the Village of Minier, Illinois Amending Various Provisions of Chapter 9, Section II, Articles 8, 10 of the Sewage Systems for Sewer Rates.” Approved by roll call vote. Ayes: Schultz, Swartzendruber, Richards, Williams, Frazier. Nays: None.

Attorney Gifford addressed the board and had nothing to report.

The Clerk addressed the board. Property taxes are estimated to be on time this year, to spite the economic impacts of the virus, according to the county office. The Village will receive a recycling grant in the amount of $4399.87 from Tazewell County. Minier Christian Church will be orchestrating “The Church Has Left The Building” on July 15. Schopp will be providing a list of items for the Village. The first installment for motor fuel tax was received from the Restore Illinois infrastructure stimulus in the amount of $13,751.95.

President Kenneipp briefly reviewed the phase three portion of Pritzker’s Reopen Illinois plan. School is set to open August 20. Smart Council will be providing school supplies.

A motion to adjourn at 8:24 pm was made by Williams and seconded by Frazier. Approved by roll call vote. Ayes: Schultz, Richards, Swartzendruber, Williams, Frazier.
