Must possess a thorough knowledge of state and federal employment laws to include EEO, ADA and FLSA regulations. Must possess excellent interpersonal, communication and organizational skills. Must be proficient in Microsoft Word, Excel and Access. Must possess the ability to establish and maintain effective working relationships with all employee groups, executive staff, Board members, and the public.Managerial or professional experiences involving supervision of others, policy development and administration, and interpreting and applying labor contract provisions and state and federal laws and regulations.Ability to work with detailed information and frequent interruptions; and to prioritize and execute tasks in a high-pressure environment.Ability to extract, analyze and organize data and anecdotal information.--continued on reverse--RESPONSIBILITIESUnder the supervision of the Director of Human Resources and Employee Relations, the HR Specialist II will:Supervise Human Resources staff assigned to the Office of Employee Relations, Records and Publications and coordinate the daily operations.Work with administrators to resolve employment disputes, complaints, grievances, and other employment litigation.Serve as a member of the Administrators and Supervisors collective bargaining team.Assist the Director of Human Resources in compiling data and developing responses to employee grievances and EEOC charges.Support the Director in the administration of the labor relations functions of the department – negotiations, contract administration, grievances, etc.Investigate, document, report and make recommendations as required, on grievances, employee issues, discipline appeals, EEOC and other regulatory agency filings.Provide guidance to employees in accessing the Employee Assistance Program.Coordinate the publication and distribution of employee handbooks, policy manuals, negotiated agreements, and the Human Resource Department newsletter.
