Delete and substitute as follows:

703.4 Automatic sprinklers. Under the prescriptive fire-resistance requirements of this code, the fire-resistance rating of a building element, component or assembly shall be established without the use of automatic sprinklers or any other fire suppression system being incorporated as part of the assembly tested in accordance with the fire exposure, procedures and acceptance criteria specified in ASTM E 119 or UL 263. However, this section shall not prohibit or limit the duties and powers of the building official allowed by Sections 104.10 and 104.11.

703.4 Automatic Sprinklers Assemblies utilizing fire sprinklers as an alternative to complying with a required fire resistance rating for a building element, component or assembly shall only be permitted where approved by the Building Official in accordance with Sections 104.10 and 104.11.

Reason: This propos al is bas ed on text that was agreed to by major parties on both s ides of the s prinklered-protected as s embly is s ue during the las t NFPA code cycle. At the s econd revis ion meeting of the NFPA Technical Committee on Fire Protection Features , a great deal of effort went into gaining this agreement, and it was s upported by a majority of the committee members in attendance. Following the meeting, NFPA dis tributed the recommendation to the full committee for balloting, and it fell s hort of the required majority to advance in the proces s . Nevertheles s , the propos ed text provides a cleaner way of conveying the intent of this s ection, and it warrants cons ideration by ICC, recognizing that previous efforts to delete the s ection or argue that it is not needed have not been s ucces s ful.

This text will make it clear that a s prinkler-protected as s embly is an alternative to a fire-res is tive as s embly that requires approval of the building official, as oppos ed to being a fire-res is tive as s embly. This "alternative to" approach is cons is tent with terminology approved by ICC-ES for inclus ion AC385 as a bas is for evaluating as s emblies that us e window s prinklers .

2015 International Building Code

703.2 Fire-resistance ratings. The fire-resistance rating of building elements, components or assemblies shall be determined in accordance with the test procedures set forth in ASTM E 119 or UL 263, without the use of automatic sprinklers or any other fire suppression system being incorporated as part of the test, or in accordance with Section 703.3. The fire-resistance rating of penetrations and fire-resistant joint systems shall be determined in accordance Sections 714 and 715, respectively. 703.3 Methods for determining fire resistance. The application of any of the methods listed in this section shall be based on the fire exposure and acceptance criteria specified in ASTM E 119 or UL 263. The required fire resistance of a building element, component or assembly shall be permitted to be established by any of the following methods or procedures:

1. Fire-resistance designs documented in approved sources. 2. Prescriptive designs of fire-resistance-rated building elements,

components or assemblies as prescribed in Section 721. 3. Calculations in accordance with Section 722. 4. Engineering analysis based on a comparison of building element,

component or assemblies designs having fire-resistance ratings as determined by the test procedures set forth in ASTM E 119 or UL 263. 5. Alternative protection methods as allowed by Section 104.11. 6. Fire-resistance designs certified by an approved agency.

Commenter's Reason: This comment attempts to capture dis cus s ion points from Memphis and previous meetings and provide a s impler approach to dealing with limiting the E119 tes t protocol to not include fire s uppres s ion s ys tems . Although E119 does n't allow this , it is unders tood that s ome interes t groups want the point

emphas ized in the IBC. Technical res trictions in 703.4 have been relocated to Section 703.2, s ince this is where compliance with E119 is es tablis hed in the IBC. It's a more s uitable place for the fire-s uppres s ion s ys tem limitation to res ide. Alternatives to E119, including the reference to alternative methods per Section 104.11, will once again be cons olidated in 703.3 without having to rely on a s eparate s ection (703.4) that is redundant with res pect to performance bas ed alternatives . If you compare the text of the public comment with the current text in 703.4, you will s ee that it is clos ely aligned s o as to maintain the intent of current provis ions while eliminating the ongoing confus ion and concern as s ociated with Section 703.4. Note that exis ting s ubs ections of Section 703.2 are to be retained without change.
