Systems Analyst

Main Purpose of Job

To be responsible for delivering key elements of the ICT service, reporting directly to the Senior Systems Analyst. Developing, implementing and maintaining appropriate solutions for the Council's goals.

Main Duties

1. Responsible for the implementation, maintenance and support of secure and reliable ICT systems and services – including servers, applications, networks, telephony and other associated infrastructure.

2. Maintain and support on a day to day basis existing ICT systems that underpin service delivery. Analyse, research and resolve complex problems to support efficient and effective working to meet the requirements of the business.

3. Act as the nominated Officer for contact with other service areas, suppliers and other ICT teams, working proactively with them to analyse complex business requirements. Design and specify appropriate ICT solutions for the Council’s priority goals and aspirations.

4. Liaise with, advise and assist customers and suppliers, ensuring that appropriate support, analysis and resolution of problems, documentation and training is delivered when required.

5. Provide an escalation path for the service Desk, for specialist technical support and assistance to the resolution of complex issues.

6. Responsible for Continuous Professional Development (CPD) in own specialist/professional area in order to remain abreast of technological developments, local and national issues and relevant legislation.

7. Deputise as required for the Senior Systems Analyst in their absence.

8. Such variations as may be required from time to time without changing the general character of the duties shown above or the level of responsibility entailed.

ICT

ICT is seen by Ipswich Borough Council (IBC) as business critical and central to its operations. ICT is not only used to support basic operational processes, but it is also used as a lever for strategic change and evolution. ICT encompasses all aspects of IBC work. Our vision is that everybody will have access to the information they need to do their jobs and to innovate.

The ICT department is currently structured into 5 areas, each reporting to the ICT Operations Manager.

Applications

The Applications team is responsible for developing, implementing and supporting the major software applications that underpin Service Area delivery. It is responsible for maintaining the relationship with Service Managers and external suppliers, regarding specific Service Area led applications development activities, both planned and urgent. The Applications section plays a major role analysing and evaluating Service Area requirements and ICT system functionality, providing advice and recommendations on the latest technologies and integration/interfacing with existing and future systems.

Infrastructure

The ICT Infrastructure team is responsible for providing a reliable fit-for-purpose ICT infrastructure, including networks, servers (virtual and physical), data-storage, email, desktop PC’s, Laptops, tablets etc. and associated office software which form the core of IBC’s ICT provision. It is responsible for providing flexible working solutions, data backups and archiving, business continuity and disaster recovery procedures. This section is also responsible for providing advice (costs, specification) on, and procurement of specific ICT hardware.

Services

The ICT Services team is responsible for providing and administering the corporate telephony solution (including the contact centre) and mobile device fleet provision and support, also for the commissioning of voice and data networks. It is responsible for supporting the Council’s website technologies and other applications that have a corporate nature. Within the team is the ICT Service desk – this team is responsible for the first-level support of all of ICT’s functions and acts as a single point of contact, allowing incidents to be recorded, prioritised and allocated to the most appropriate member of the specialised ICT teams.

Service Desk

The ICT Service Desk (within the Services team) is the single point of contact for our customers who need assistance or help with any ICT related enquiry.

Aims:

• To improve the level of first line investigation and diagnosis

• To resolve a higher number of incoming calls without any escalation to other teams

• To improve customer satisfaction significantly.

• To manage and monitor calls to ensure that they remain within agreed timescales

Geographic Information

Ipswich Borough Council’s GIS Officer is responsible for managing geographic information (GI), developing and supporting the corporate Geographic Information System (GIS) and providing advice and support in all aspects of GI and mapping across the Council. The post also ensures compliance with our commitments required by the Public Sector Mapping Agreement (PSMA) and Government initiatives (e.g. INSPIRE)
