Chairman Sherman Townsend called the meeting to order at 4:10 p.m.

Dr. John Forest made a motion to accept the February 20, 2008 meeting minutes and March 12, 2008 telephone conference call meeting summary. Dr. Brian Little seconded the motion. There was a voice vote. Motion carried.

ACTION: LOAN REPAYMENT PROGRAM RECOMMENDATIONS

Leah Jones reported that the Loan Repayment Committee met on Thursday, May 1, 2008 and made the following recommendations for funding:

- $18,714 available in State DIMER funds (through June 30, 2008)

- $53,000 available in Federal matching funds (through June 30, 2008)

Dr. Seiff is currently a pediatrician with the Bayside Medical Group, Berkeley, CA. She attended New Jersey Medical School, Newark, NJ and completed her residency training in the Department of Pediatrics at Mount Sinai Medical Center, New York, NY in 2005. If Dr. Seiff accepts the position, we need a completed health professional application.

II. Site: Nanticoke Women’s Health Center, Seaford

• This site, located at 613 High St., Seaford, DE 19973, (302) 629-6611, treats 1,415 patients per year. Of those, 33.8% are Medicaid or S-CHIP enrollees, 8.1% are Medicare, and 20.5% are uninsured. The practice site is open 40 hours per week and the hours of operation are as follows:

• Ian Michael Baxter, DO, FACOG (Obstetrician & Gynecologist) – (Recruitment)

Dr. Baxter graduated from the Philadelphia College of Osteopathic Medicine, Philadelphia, PA in 2001. He is a board certified OB/GYN currently in the United States Air Force (USAF) with a service commitment ending July 1, 2008. Dr. Baxter was born and raised in a small town outside of Pittsburgh, PA. The USAF awarded Dr. Baxter a health profession scholarship in which they paid for 3 out of 4 years of medical school. Dr. Baxter completed his residency training in Dayton, OH, a joint civilian-military program with Wright State University and Wright-Patterson Air Force Base. In addition to his military service, Dr. Baxter is also presently working with Creighton University in Omaha, NE as a clinical instructor and supervises residents in the care of inner-city, low socioeconomic patients, where most speak Spanish and Sudanese. He recently accepted a position with Nanticoke Health Services in Seaford, DE. Dr. Baxter has about $206,000 in loans

III. Site: Family Practice Associates, PA

• This site, located at 1100 South Broom Street, Wilmington, DE 19805, treats 7904 patients per year. Of those, 13% are Medicaid or S-CHIP enrollees, 15% are Medicare, and about 15% are uninsured. The practice site is open 51 hours per week and the hours of operation are as follows:

Dr. Goodman graduated from Jefferson Medical College at Thomas Jefferson University, Philadelphia, PA in 2005 and will complete her residency training at Abington Memorial Hospital’s Family Medicine Residency Program in Jenkintown, PA in July 2008. Dr. Goodman has about $190,000 (verified) in loans and is interested in three year service commitment and contract.

i. This facility has already been approved as a loan repayment site and qualifies for federal matching funds.

Ms. Wayman graduated from Delaware State University in 1998 with a BSN degree in Nursing. In 2003, she graduated from Wesley College in Dover, DE where she received her M.S.N. degree as a Clinical Nurse Specialist. She also graduated from the University of Medicine and Dentistry of New Jersey, where she received her certificate in midwifery in 2006. She is certified by the American Midwifery Certification Board. Ms. Wayman currently works for Dedicated to Women in Dover, a private for profit practice. She has about $114,000 in loans (verified) and is interested in a two year service commitment and contract.

VI. Site: Mid-Atlantic Family Practice, Lewes

• This site, located at 20251 John J. Williams Highway, Lewes, DE 19958, (302) 644-6860, treats 7,101 patients per year. Of those, 12% are Medicaid or S-CHIP enrollees, about 31% are Medicare, and 3% are uninsured. The practice site is open about 50 hours per week and the hours of operation are as follows:

Dr. DiSalvo graduated from American University of the Caribbean, Cupecoy, St. Maarten with his Doctor of Medicine in 2004 and will complete his residency training at Drexel University’s Family Medicine Program, Philadelphia, PA in June 2008. During his residency training, he was recently selected Chief Resident. Dr. DiSalvo is bilingual (English/Italian). He is being recruited by Mid-Atlantic Family Practice, Lewes, DE and is interested in a three year service commitment and contract. Dr. DiSalvo has about $166,000 in loans (verified).

VII. Site: Ocean View Family Medicine, Millville

• This site, located at 142 Atlantic Ave., Suite 3, Millville, DE 19967, (410) 912-6386, treats 2,341 patients per year. Of those, 30% are Medicaid or S-CHIP enrollees, about 50% are Medicare, 1 % are uninsured, and about 10% are identified as below 200% of the federal poverty level. The practice site is open 43 hours per week and the hours of operation are as follows:

• Danielle Giddins, MD – (Recruitment)

Dr. Giddins is a 2002 graduate of Jefferson Medical College of Thomas Jefferson University, Philadelphia, PA and completed her residency training in 2005 at Malcolm Grow Medical Center, Andrews Air Force Base, MD, in Family Medicine. She is currently working at a primary care clinic at Pope Air Force Base located in North Carolina, and will begin her position at Ocean View Family Medicine in September 2008. Dr. Giddins is interested in a two year service commitment and contract. She has about $21,600 in loans (verified).

VIII. Joseph Kim, D.O. (Family Practice) - Extension

• In a letter dated 1/22/08, Dr. Joseph Kim is requesting an extension for one additional year on his 2 year contract, which he was awarded $35,000 (State-only) and expires on 8/31/08. Dr. Kim is a graduate of Philadelphia College of Osteopathic Medicine and he completed a residency at St. Francis Hospital- Family Practice Center, Wilmington, DE. Dr. Kim currently works with Dr. Curtis Smith, D.O. in Laurel, DE. In addition to his primary employment, he also provides inpatient services to Nanticoke Memorial Hospital to assist and joined their Pediatric and Medical Call rotation groups offering inpatient care to uninsured individuals. When Dr. Kim entered his loan repayment contract, his total outstanding education loans were $90,284.

Action

Dr. Brian Little made a motion that the DIMER Board accept the Loan Repayment Committee’s recommendations for funding. Wayne Smith seconded the motion. There was a voice vote. Motion carried.

DISCUSSION & ACTION: DR. BRIAN MCGILLEN’S REQUEST FOR DEFERMENT OF DIMER LOAN

Dr. Brian McGillen submitted a letter requesting a deferment on his DIMER loan repayment while he completes a Chief Residency in the Department of Internal Medicine at Christiana Hospital. He also requested that he not be required to make “good faith payments” to pay down his principal. Dr. McGillen has signed a contract to work with Christiana Medical Group starting in July 2008.

Action

Dr. John Forest made a motion that Dr. McGillen be granted a deferment on his DIMER loan repayment while he completes a Chief Residency at Christiana Hospital, and that the “good faith payments” be waived. Dr. Vincent Lobo seconded the motion. There was a voice vote. Motion carried.

UPDATE: STUDENTS ACCEPTED TO DATE FOR 2008 ENTERING CLASS AT JEFFERSON MEDICAL COLLEGE & PHILADELPHIA COLLEGE OF OSTEOPATHIC MEDICINE

A total of 62 Delawareans applied to Jefferson Medical College for the 2008 entering class. Of those, 29 have been accepted to date.

Of the 29 accepts, 7 have withdrawn and 2 have deferred their matriculation until the 2009 entering class. It is anticipated that the remaining 20 will matriculate in the fall of 2008.

A total of 23 Delawareans applied to PCOM for the 2008 entering class. Of those, 7 have been accepted to date and it is anticipated that all 7 will matriculate in the fall of 2008.

UPDATE: AHEC & PRECEPTOR PROGRAM POTENTIAL

Mr. Townsend explained that a few years back Delaware was invited to join the state of Pennsylvania with an Area Health Education Center (AHEC) program. Rather than attempting to start a separate Delaware program, a program was started in cooperation with Pennsylvania and Delaware became the eighth region of Pennsylvania. The name of the organization was changed to the Pennsylvania/Delaware AHEC. Delaware received funding from Pennsylvania and hired an executive director and health educator. Just as the program was about to be launched the funding was cut by 50 percent, and it was necessary to close the doors. The former AHEC is currently in the process of being dissolved.

Paul Lakeman, President of the Bayhealth Foundation, has been working with the Pennsylvania AHEC to continue the mission of the Delaware AHEC under the Delmarva Rural Health Initiative. Two primary missions of the former AHEC were to provide a health educator and create a preceptor program. The Delmarva Rural Health Initiative will serve as an agent for the Penn State Hershey/Jefferson Medical College AHEC for Delaware, and plans to move forward with a preceptor program.

It is necessary for Delaware to go through Jefferson Medical College to Penn State Hershey, and everyone must agree on the plan. Penn State Hershey will not develop a contract for a new AHEC until the former one is officially dissolved. Mr. Townsend has been working closely with them to assure them that Delaware is moving forward with dissolving the former corporation. In the meantime, everything is on hold.

UPDATE: UNIVERSITY OF DELAWARE/JEFFERSON SCHOOL OF PHARMACY PROGRAM AGREEMENT

Dr. James Richards reported that the University of Delaware and Jefferson School of Pharmacy have entered an agreement to begin a program that combines a Bachelor of Arts Degree in Bio Sciences with a Doctor of Pharmacy (Pharm. D) Degree.

Students will complete three years at the University of Delaware, and four years at the Thomas Jefferson University School of Pharmacy, for a total of seven years. It is anticipated that five students per year will be admitted to the program.

OTHER BUSINESS

2007-2008 Jefferson Medical College Report

One provision of the Memorandum of Understanding (MOU) between DIMER and Jefferson Medical College is that Jefferson provide an annual report with a review of the expenditure of the funds appropriated and progress toward achieving the goals outlined in the MOU. The Board members reviewed the 2007-2008 report submitted by Jefferson.

The same provision is included in the Memorandums of Understanding with Christiana Care Health Services, Philadelphia College of Osteopathic Medicine, and the University of Delaware. These reports will also be reviewed by the Board when they are received.

Increased Funding for Medical Education

Mr. Townsend explained that DIMER requested additional funds for medical education in Fiscal Year 2009. The request was included in the Governor’s Recommended Budget; however, it has been necessary to reduce the budget request to comply with necessary budget reductions.

Paula Roy added that, given the current budget shortfall, any requested increase in funding will most likely be eliminated.

Mr. Townsend submitted a letter to the Joint Finance Committee summarizing the DIMER program and illustrating that there has been no increase in funding for the past 19 years.

Tracking Where Delaware Physicians Attended Medical School and Where They Are From

Dr. Lobo reported that the University of Delaware is conducting a survey of physicians in Delaware to learn what medical school they attended, where they are from, and what type of practice they have.

The Board of Medical Practice has also begun tracking where Delaware Physicians attended medical school and where they are from. The information is being entered in the computer system.

Christiana Care Residency Program

Dr. Little reported that Christiana Care has accepted 70 physicians into its Allopathic and Osteopathic Residency Program. Of those, 13 are from Jefferson Medical College, and 7 are from Philadelphia College of Osteopathic Medicine. Christiana Care normally accepts 12 new residents into its Emergency Medicine Residency Program. This year it has accepted 7 and they are all from Jefferson.
