NATIONAL GEOSPATIAL INTELLIGENCE AGENCYAERONAUTICAL NAVIGATION OFFICEQUALITY MANAGEMENT SYSTEM REGISTRATIONInternational Standardization Organization (ISO) 9001:2015*Note that this sample has been revised from the source document on the Government Point of Entry as necessary to align formatting and applicable FAR procedures.* Statement of WorkINTRODUCTIONThe National Geospatial-Intelligence Agency (NGA) delivers Geospatial Intelligence (GEOINT) and Aeronautical Safety of Navigation information that provides a decisive advantage to policymakers, warfighters, intelligence professionals, humanitarian efforts, and first responders. NGA supports the National System for Geospatial Intelligence, which supports the U.S. Department of Defense, Department of Homeland Security, and the Intelligence Community. NGA is a unique combination of intelligence agency and combat support agency and leads the world in providing timely, relevant, accurate and actionable GEOINT.SCOPENGA’s Aeronautical Navigation Office (SFA) requires auditing services from an independent, primary audit firm (contractor) recognized as a Certification Body (CB) to certify that the NGA Aeronautical Safety of Navigation Office, including all business activities, conforms to ISO 9001:2015 standards. A Certification Body (CB) must be accredited by one of the following: American National Standards Institute (ANSI), American Society of Quality (ASQ), National Accreditation Board (ANAB), or an equivalent U.S. based Accreditation Body that is a signatory to the International Accreditation Forum (IAF) Multilateral Recognition Agreement (MLA) for Quality Management Systems (QMS) (ISO 9001:2015). A CB's scope of accreditation must include ISO 9001:2015 and the applicable industry code(s) in order for a CB to issue an accredited certificate. Codes from IAF ID 1:2014, Issue 2 of the attached “IAF Informative Document for QMS and EMS Scopes of Accreditation” that apply to the Aeronautical Navigation Office are IAF Codes 31, 33, and 36. (31 = Transport, storage, and communication; 33 = Information and communication; 36 = Public administration). These are found in the Annex of the IAF ID 1:2014, in a table entitled “Models for EMS and QMS Accreditation Scopes.” The following codes are used to define the types of activities performed by the Aeronautical Navigation Office. These codes are from a system called the Statistical Classification of Economic Activities in the European Community (NACE). The ones selected are those that auditors are to have some experience in, that relevant skillsets can be employed for the contracted work.IAF Code 31 = Transport, storage, and communication:52.29 = Other transportation support activities;IAF Code 33 = Information and communication:63.11 = Data processing, hosting, and related activities;IAF Code 36 = Public administration:84.22 = Defense activitiesNote: The IAF and NACE Code descriptors are attached at the end of the SOW.The primary service of the CB, also referred to as “Registrar,” is to provide a team of certified auditors, including a certified lead auditor, with demonstrable experience auditing aeronautical data systems to conduct assessments that will determine the continued worthiness of Aero to maintain its ISO 9001 (International Standards Organization) registration. The prime contractor providing this auditing function is expected to comply with the standard found in ISO/IEC 17021-1:2015 (Conformity Assessment – Requirements for bodies providing audit and certification of management systems).AUDITING REQUIREMENTSThe NGA Aeronautical Navigation Office has been registered with ISO 9001 since April 2007 and possesses a current Certificate of Conformance. The Quality Management System covers activities at two sites in the St Louis area: National Geospatial-Intelligence AgencyAeronautical Navigation Office (SFA)3200 South Second StreetSt Louis, MO 63118SFA personnel: ~275 individualsNational Geospatial-Intelligence AgencyAeronautical Navigation Office (SFA)3838 Vogel RoadArnold, MO 63010SFA personnel: ~25 individualsExclusions to ISO 9001:2015 are claimed for the following clauses: para 7.1.5.2, Measurement traceability; and para 8.3, Design and development of products and services.A transfer of certification is the preferred option during the base period. The NGA Aeronautical Navigation Office is ISO 9001:2015 compliant, effective 15 Sep 2018 from a Transfer/Recertification Audit, with an expiration date of Sep 2021. The transfer of certifications shall be accomplished virtually. NGA will electronically provide the following information no later than XX: Previous certification, copies of audit reports, copies of NGA correction actions for major nonconformities and previous auditors acceptance, and other NGA documents.(added) The current Certification is for a single site at the Second Street location. The intent is that this contract be a multi-site Certification for the Second Street and Arnold locations. The activities at Arnold (also NGA) use the same Quality Management System and are a part of the Airfield Infrastructure Division and under the same management as at Second Street.The last audit activity was a Surveillance Audit on 13 June 2019, the next required activity would be a Surveillance Audit in June of 2020. However, according to IAF COVID-19 FAQs (, Question 10, See Appendix A), if it is not possible to perform evaluation activities, then conformity assessment activities may be postponed up to 6 months. This would change the timing for a Surveillance Audit to no later than 31 December 2020. The Aeronautical Safety of Navigation Office can supply copies of the previous three years of audit reports and their respective corrective action records upon request. Each of the last two audits had a major nonconformity identified.The St. Louis, MO Aeronautical Navigation Office and associated sites operate as one shift.Should a new version of the ISO 9001 standard be released, NGA will take the required steps to realign to the requirements of the new version. This may include scheduling additional audit activities in order to retain the registration granted by the auditing agency.Upon exercise of each option period, coordination with the auditor will occur to schedule the next audit activity. The COR, auditor, and the Aeronautical Navigation Office are to be included in the coordination.Upon completion of any audit activity, the auditor will provide an audit report and will update the certificate of registration, if required. Proof of the deliverables will be given to the COR to demonstrate completed tasks prior to payment.Audit ActivitiesThe Contractor MUST be an independent, ISO 9001:2015 certified Registrar and primary audit firm. The subcontracting of auditing services is not authorized.Audit scheduling will be coordinated between the contractor and NGA through the Contracting Officer Representative (COR) at times meeting ISO 9001 requirements.After successful completion of the assessment and completion of any corrective actions, the Registrar shall provide a signed “Certificate of Conformance.” The Registrar shall also provide appropriate marketing tools to include banners, certificates, plaques, logo use, press releases, and include instructions on the use of its marks. Base YearThe Certification Body shall audit the Aeronautical Navigation Office according to the ISO 9001:2015 Standard. The first action upon selection should be a Transfer Audit for the facilities identified by NGA in the St Louis, MO region (See addresses listed above in section 3.1). This will be accomplished by an offsite document review of NGA provided documents. The process, including possible limitations, is described in Attachment 2 (Attach2_IAF_Transfer_Instructions). Paragraph 2.3 of the attachment gives details of how the coordination between certifying body and transferring client is to occur. Upon completion of the transfer audit, the auditor will provide an audit report and perform the actions required to transfer the registration so that a certificate of registration can be issued by the new Certifying Body. Proof of this deliverable will be given to the COR to demonstrate completed tasks prior to payment. A Surveillance Audit will be required within the base calendar year. This audit is to be completed by 31 December 2020. Option Year 1A Recertification Audit shall be conducted during the calendar year of Option Year 1. This audit is to involve 2 auditors for at least 2 days (4 audit days) and requires visits to both facilities in the St Louis, MO region identified by NGA as a part of the Quality Management System (i.e. 2nd St and Arnold – See above listed addresses in Section 3.1). Option Year 2A Surveillance Audit shall be conducted on an annual basis at any facility in the St Louis, MO region identified by NGA as a part of the Quality Management System. Option Year 3A Surveillance Audit shall be conducted on an annual basis at any facility in the St Louis, MO region identified by NGA as a part of the Quality Management System. Auditor QualificationsThe Certification Body (Audit Firm) must have credentials recognized by the ANSI-ASQ National Accreditation Board (ANAB) or an equivalent U.S. based Accreditation Body that is a signatory to the International Accreditation Forum (IAF) Multilateral Cooperative Arrangement (MLA) for QMS (ISO 9001:2015) Management Systems.The Certification Body must possess experience with Professional, Scientific, and Technical Services: Surveying and Mapping (except Geospatial Services).The Certification Body must have a process to determine competence of its auditors. ISO 17021 Annex lays out the knowledge and skill set for specific functions. Of particular interest is Annex A, para A.2.6 “Knowledge of client products, processes, and organization.” The Aeronautical Navigation Office has a unique mission of providing worldwide aeronautical data to a wide-ranging community of users (DoD). The requirement is that the auditors possess a basis of aeronautical knowledge and data management, which the NACE Codes delineates.The contractor will assign a certified lead auditor to lead all audit activities accompanied by certified audit team members (as needed). As described in paragraph 2.2 in this document, the auditor is to have experience in the use or generation of defense related aeronautical data. The Lead Auditor shall have a minimum of three years of experience as a certified lead auditor and be identified by name in the proposal. Each audit team member assigned to this contract shall have a minimum of one year of experience as a certified auditor. Because of the complexity of products and services provided by Aeronautical Safety of Navigation Office, it is in the best interest of Government to have the contractor provide continuity and consistency of audit personnel in order to maintain process familiarity. Any proposed change of key personnel and the reasons for the change must be coordinated with the Contracting Officer prior to execution of all audits. Changes to the audit team must be coordinated with the COR at least 21 calendar days prior to all audits.The Aeronautical Navigation Office is a supplier of aeronautical data to the Department of Defense aviation community, compliant with RTCA DO-200B, “Standards for Processing Aeronautical Data.” The DO-200B is the standard used to develop, assess change, and support implementation of data quality management. Experience with aeronautical data such as that used for navigation, flight planning, flight simulators, terrain awareness, and airport mapping is desired.Arbitration ProcessThe auditor shall have a process for handling appeals by the Government arising from the audits. Appeals are to be filed with the auditor within 30 days of receipt of audit report. A review is to be accomplished by an individual not involved in the subject of the appeal. Auditors will not be replaced more than twice during the period of performance.For each audit activity listed in 5.1, 5.2, 5.3 provide Lead auditor and audit team REPORTINGCommunication between NGA and the Contractor is essential to achieving success in meeting our mission, conducting business, and advancing our abilities. To achieve this success, the following requirements are included in this SOW:The Contractor shall submit an audit plan to the designated Contracting Officer’s Representative (COR) 14 days prior to audit activities.The Contractor shall provide a draft copy of the audit report prior to exiting the audit location.As specified in ISO 19001:2011, within 30 days after successful completion of an audit, a report of the audit findings shall be sent to the COR. The audit activities performed are to be under the guidance supplied by an ANSI –ASQ, IAS, ANSI-ASQ ANAB or an equivalent U.S. based Accreditation Body that is a signatory to the IAF MLA for QMS (ISO 9001) Management Systems. Instructions on the uses of the organization’s mark will be given and a certificate shall be issued.SECURITYContractors must abide by all applicable security policies and regulations.Work associated with this contract is limited to UNCLASSIFIED or UNCLASSIFIED//FOUO.Only United States personnel (foreign nationals are prohibited from working on this contract) are authorized to perform work on this contract.Auditors may have access to information of a sensitive nature. Therefore, it will be a requirement that auditors shall sign an NGA Form 5210-18, Nondisclosure Agreement prior to audit activities. It is expected that auditors will observe the principle of Confidentiality, as described in ISO 17021-1:2015 para 4.6. To gain access to privileged information requires that information be protected and not be disclosed to outside entities. All Contractor visits to Government facilities for onsite audits must be coordinated in advance with the COR. Work hours will be planned in advance and notification to NGA will be accomplished by a Visit Request according to NGA guidelines. Work areas, including walking paths, will be sanitized from classified material prior to the auditor’s arrival. Expect that auditors will have to be escorted at all times.The Contractor shall inform the Government when their employees no longer support the contract.All government furnished information released to the contractor or created in the performance of this contract (Unclassified//FOUO) will be destroyed by the contractor or returned to the NGA upon termination of the contract or when no longer required in the performance of the contract.Contractor personnel are forbidden from bringing in prohibited, unauthorized, and/or Portable Electronic Devices (PEDs) items into any NGA installation or any office/working location covered under this contract. A list of PEDs includes, but is not limited to, cell phones, cameras, two-way pagers, laptops, recorders (digital, tape, etc.), flash drives, or any other kind of removable media. See NGA instructions/regulations/policy for a full list of prohibited and unauthorized items. Security violations will be determined based on the severity of the violation.Contractor employees shall comply with all applicable rules and regulations while on NGA premises and handling NGA information/material, which includes providing proper identification for entrance and vehicle passes, obeying posted signs, displaying the issued badge, and observing smoking restrictions. The Contractor shall not possess weapons, firearms, or ammunition on themselves or within their Contractor-owned vehicle or privately-owned vehicle while on any NGA installation or any office/working location covered under this contract. Possession of weapons, firearms, or ammunitions while on an installation is considered a major security violation.Note: While Contractor employees will be provided viewing access to controlled workstations for document and Quality Management System component viewing, it is the responsibility of the Aeronautical Safety of Navigation Office personnel to ensure that only the appropriate documents are displayed (no document that is classified higher than UNCLASSIFIED//FOUO). Documents may be printed for auditor reference, but review of any document will include the assurance that no classified portion will be made available without the proper clearance and need to know.TRAVELTravel may be required by the contractor in support of NGA requirements. All travel will be priced on a cost reimbursable (NTE) basis (no profit/fee). All travel shall be pre-approved by the NGA CO and COR.Base YearThe agency will authorize one round trip to the locations listed above for the base year for a length of two days for one auditor. The travel must occur during the base period of performance. This plan is on the assumption that the initial activity is a Transfer Certification, in which the travel required would be for a Surveillance Audit.Option Year 1The agency will authorize one round trip to the sole location listed above for Option Year 1 for a length of two days for two auditors (4 audit days). The travel must occur during the Option Year One period of performance. This activity is planned to be a Recertification Audit, which has the requirement to review all process areas,Option Year 2The agency will authorize one round trip to the locations listed above for Option Year 2 for a length of two days for one auditor. The travel must occur during the Option Year Two period of performance. This travel would be to perform a Surveillance Audit.Option Year 3The agency will authorize one round trip to the locations listed above for Option Year 3 for a length of two days for one auditor. The travel must occur during the Option Year Three period of performance.
