Electric Boat SPARS Registration Process

Welcome!

In case you are wondering; SPARS stands for “Shipbuilding PARtners and Suppliers” and is an E-Commerce Platform developed for the Shipbuilding Industry under the oversight of the National Shipbuilding Research Program (NSRP). This platform is a secure environment to exchange non classified technical data up to and including U-NNPI.

There are currently 3 SPARS Platforms in production. Northrop Grumman (NGSS/NGNN) as well as General Dynamics Bath Iron Works (BIW) also have platforms that are very similar however require a separate registration.

In order to have received the ability to register with the SPARS E-Commerce Platform an EB buyer would have recommended your company as a “valued supplier” to Electric Boat. The SPARS Shipyard Administrator then sends an “invitation to register” to the supplier representative the buyer identified. It is at this point you received an email invitation with a temporary ID and password embedded allowing you to register your company.

The individual that registers the company will become the SPARS Administrator (for their company). This individual will have the capability to add additional users to their SPARS Company Directory as well as provide access to any SPARS applications their company has been enabled. Currently there are 4 applications in production:

VBID – An Electronic RFQ/Bid Application

This application provides EB the ability to create RFQs electronically with all the necessary technical data the supplier needs in order to bid. Suppliers are required to respond to the RFQ electronically and all the necessary fields and field edits are provided within the application for them to do so.

After your company has been enabled for VBID you will need to go into the User Services link on your SPARS desktop and click the Configure VBID link to identify those people in your company that are authorized to supply qutations to EB. These people will be given the role of “Sales Representative”. Note: Until you complete this step, the buyers will be unable to send RFQs to your company.

VIR2 – Vendor Information Request Application

The VIR process is a formal way for the supplier to ask a question in regards to the technical nomenclature associated with the line item, identify a non-conformance, specification issues or issues concerning EB supplied material. The question gets submitted to EB routed electronically to the appropriate EB personnel and the shipyard’s response is returned electronically to the supplier.

VPA - Vendor Payment Authorization Application

The VPA application is used to authorize payment for invoices associated with goods or services which, because of their nature do not cause a receiving report to be generated. Examples of when the VPA document/invoice is required includes: Vendor Services (Time and Material), Independent Contractors, Milestones, Progress Payment, Rentals

and Vendor Drawings.

VTDX – Vendor Technical Data eXchange

The VTDX application can be seen as a secure email system that supports the exchange of technical data between the shipyard and its suppliers. Either Shipbuilder or Supplier can initiate a dialog.

TO REGISTER:

Your will need the following information in order to complete the registration form:

Company Information: (* Required)

*Sales Address

*Remit to Address

*Mfg Address

Web Site

Duns Number(s)

Cage Code (Strongly Recommended)

*ISO Certification

*Minority Status

In addition you will be required to answer the following questions:

• Is your company a Domestic Concern (NOT submit to foreign ownership, control or influence)?

• Does your company employ Foreign Nationals?

• Does your company have an ACP/TCP (Access or Technology Control Plan)?

In order for EB to provide our supplier technical data which is associated with much of the material we procure, the supplier is required to have a technology control plan in place. To learn more about technology control plans and to view a sample plan you can check out this Defense Security Service website:

• Is your company JCP/DLIS Certified?

If YES you will be required to supply the JCP/DLIS Certification Number and the date of expiration.

JCP/DLIS stands for the United States and Canada Joint Certification Program sponsored by the Defense Logistics Information Service. EB is required to ensure any supplier receiving submarine technology data is certified.

To get certified is pretty easy and is available to the supplier at NO COST.

Print out and complete the DD form 2345 and mail it to:

U.S./CANADA JOINT CERTIFICATION OFFICE DEFENSE LOGISTICS INFORMATION SERVICE FEDERAL CENTER,

74 WASHINGTON AVE.,

NORTH BATTLE CREEK, MI USA 49017-3084.

In approximately 4 days after receipt the DLIS will email the supplier their certification number.

Once you complete and submit your registration, an automated email notification will tell you that your submittal was successful and another email notification will go out to the EB SPARS Shipyard Administrator (SSA). The EB Administrator will review your request and validate the information supplied against our internal supplier management systems. If a match can be made a vendor number will be applied to your registration and your company will be enabled for all applications that the buyer identified as being applicable to your company. Once the SSA enables your company you will receive an email notification. Login to the SPARS site using the user ID the system has provided along with the password you identified at time of registration. Passwords will expire every 90 days at which time you will be prompted to create a new password. If you forget your password there is a link on the login screen to reset it.

As administrator you can add other employees to your company directory provided you can confirm them as US citizens with a “Need to Know”. If an employee should retire or leave your company, it is your responsibility to delete the user from your company’s directory.
