Lead sponsor is Representative George Miller (CA), Chairman, House Education and Labor Committee. There are currently 112 cosponsors.
The U.S. Department of Labor would administer the program.
The bill would provide $75 billion over two years ($37.5 billion in year one, and $37.5 billion in year two).
The distribution mechanism is based on the Community Development Block Grant (CDBG) ? with every city with a population of 50,000 or more receiving DIRECT FUNDING. Also like CDBG, cities below 50,000 would be eligible to receive funding, passed through the states.
Like CDBG, 70 percent would be for direct entitlement cities, and 30 percent would be for state pass-through.
The formula is not the same as CDBG. This formula is based on the number of unemployed (50 percent), poverty (25 percent), and population (25 percent).
Each city could use up to 50 percent to retain employees that might otherwise have to be let go because of budget shortfalls.
Up to 25 percent can be given by a city to local community based organizations that help provide needed services to hire people.
Up to 25 percent can be for hiring new city employees, or rehiring those recently let go if desired by a city. However, there is no requirement that a city use this part of the program if it does not wish to hire or rehire employees.
A city can use 5 percent of funding for administration of the program.
This program has NO LOCAL MATCH requirement.
There is no requirement to keep employees once the money ends. There would be two years of funding, and then it would be up to the city to either keep or not keep the new employees based on need and local budgets.
Employees would have to be hired full time with benefits, under existing contracts or agreements. The federal funding can be used to cover all costs, including salaries and benefits.
There is no cap on per-employee costs, however no more than 20 percent of the funds can be used for management employees.
The bill also provides $23 billion to help states support an estimated 250,000 education jobs; and provides $1.18 billion to put 5,500 law enforcement officers on the beat; and $500 million to hire and retain fire fighters.
And, the bill provides $500 million for approximately 50,000 additional on-the-job training positions slots to help private business expand employment.
Understanding local job creation estimates for the Local Jobs for America Act.
The numbers provided for cities, counties, states and Congressional Districts are estimates based on a number of assumptions. The actual number of jobs created and retained in each locality will be somewhat higher or lower than these numbers based on the following factors:
1) Wage and benefit rates. Our job creation estimates are based on the assumption that total compensation for retained employees in local government will average $60,000 per year; that for new hires in local government will average $50,000 per year; and that for new hires in community-based non-profit organizations will average $40,000 per year. These figures were calculated based on national average data. Actual wages and benefits will vary by location. In addition, the number of jobs funded in any locality will depend on what positions a mayor, county official or governor chooses to fund. Where local officials choose to fund higher-paying positions, fewer jobs will be created than if they chose to fund lower-wage jobs.
2) Our estimates assume that 50% of funds will be used to retain current employees who would otherwise have to be laid off; 25% will be used for new hires in local government; and 25% will be used for new hires in community-based nonprofits. The numbers here are the total of retention and new hires. The actual distribution of how funds are used will vary from one locality to another, which will also impact the total number of jobs.
3) Statewide projections for education jobs will vary depending on governor's decisions regarding how to distribute available funds between higher education and K-12, and which types of jobs the governor deems most important to fund.
4) Funding for local government and community-based nonprofit jobs is set by a formula based on population, poverty and unemployment. The population and poverty data used to generate these estimates is from 2000 Census data, while unemployment is from October 2009 data. When funds actually go out, they will be based on updated data that will yield slightly different results than the estimates.
It is important to note that while many cities and counties straddle more than one Congressional District, since the money will go in one lump sum to the mayor or county executive, the jobs numbers projected here are for the city or county as a whole ? not for the portion of the city or county that lies in a particular District.
Finally, the education jobs supported by this bill will be funded for one year. The local government and community nonprofit jobs will be funded for two years.
