OFFICE OF THE PRESIDENTVACANCY OP 06/2020Position Title : OFFICIAL SECRETARY TO THE PRESIDENTCorporate Information:Salary Band : LSalary Range : $67,830.20 - $86,961.80Duty Station: SuvaUnit/Division : Executive Support UnitReporting Responsibilities:Reports to: The President on a daily basis; and the Prime Minister through the Permanent Secretary in the Office of the Prime MinisterLiaises with: Cabinet Ministers, Permanent Secretaries, Diplomatic Corps, Chief Executive Officers, Agency staff, among other relevant stakeholdersSubordinates: Agency Staff – 42 staff membersPosition Purpose:The Office of the President is established under Section 81(1) of the Constitution of the Republic of Fiji 2013 (Fijian Constitution). The Official Secretary to the President is responsible for providing immediate and direct support services to His Excellency the President to enable His Excellency to fulfill his Constitutional, ceremonial and administrative roles as Fiji’s Head of State, Chancellor of the Order of Fiji and Commander-in-Chief of the Republic of Fiji Military Forces. The Official Secretary ensures that all advise tendered to His Excellency the President is consistent with Fiji’s Constitution. To facilitate this specific responsibility, the Official Secretary liaises with the Honourable Prime Minister and Cabinet Ministers through their respective Permanent Secretaries. As the Head of Department, the Official Secretary oversees the daily operations of the Office of the President. Key Responsibilities:The position will achieve its purpose through the following key duties:Oversee the daily provision of a timely and high standard of professional administrative, protocol and ancillary support services to the President of the Republic of Fiji to enable the successful fulfillment of the President’s Constitutional, statutory, ceremonial and public duties;Provides direct support to the President through management, planning and implementation of the President’s public engagements programmes through liaising with external stakeholders; providing policy advice; Efficiently and effectively writing and finalising the President’s speeches and briefs, reports, and where necessary Cabinet Papers;Oversees the implementation of the Civil Service reforms guided by its appropriate legislations;Ensures that the Office of the President’s operations are within the ambit of the relevant legislations, including but not limited to financial and administrative guidelines and principles, among others;Ensures the highest protocol, procedures and security measures are in place for His Excellency at all times;Oversees the management of the Presidential properties in Suva, Deuba and Lautoka;Initiates and Oversees the implementation of Capital Projects; Oversees the effective functioning of Fiji’s College of Honour; andActively contribute to all corporate requirements of the Ministry, including planning, budgeting and selection activities where required.Key Performance Indicators:Performance will be measured through the following indicators:Effective formulation and implementation of all planning documents in accordance with the whole-of-Government approach through the 2013 Constitution of the Republic of Fiji, the National Development Plans and related reforms coordinated by Government’s central agencies;Efficient and effective management of human and financial resources and intellectual assets of the Presidential properties; Application of relevant information technology to improve the internal systems and processes and assist with management decision- making; andContinuous quarterly monitoring, evaluation and review of staff performance and upgrading of staff skills against established targets within the Annual Operation Plans.Person Specification:In addition to University Post Graduate Degree qualifications in good governance, public/business administration, or similar, the following knowledge, experience, skills and abilities are required to successfully undertake this role:Knowledge and Experience:The applicant should have the following knowledge and experience:At least 6 years’ experience at Senior Management level and must have an academic degree in the relevant field;Manages contracts judiciously and actively ensures relevant professional input from others is obtained and intellectually shares own experiences;Nurtures talent and engages in succession planning and facilitates information accessibly and sharing;Monitors and manages resourcing pressure for optimum outcomes and focuses on activities that supports organizational sustainability;Creates a flexible and conducive environment that enables others to meet changing demands and knows and addresses breaches of protocol and probity;Operates professionally and within the boundaries of organizational processes and legal and public constraints;Very competent communication skills that is structured and presented with precision and confidence whilst harnessing the most appropriate methods of communication;Approaches negotiations with a strong grasp of the key issues, anticipates the position of the other party, and is aware of the extent of potential to compromise;Has the experience to identifies key stakeholders and engages their support, focusing on the desired objectives and ensures negotiations remain on track;Adheres to and promote the Public Service Values and Code of Conduct and aligns business processes accordingly; andAcknowledges and addresses disagreements to facilitate mutually beneficial solutions.Personal Character and Eligibility:Applicants for employment in the Office of the President must be Fijian Citizens, under the age of 55, in sound health and has a clear police record.
