HELD ON THURSDAY 4 FEBRUARY 2016 IN CHILTHORNE DOMER VILLAGE HALL

126. APOLOGIES FOR ABSENCE – Mr K Woodman

127. DECLARATIONS OF INTEREST – None

128. MINUTES OF THE PREVIOUS MEETING: These were agreed and signed as a true record. Some discussion took place regarding the school bus and where it is currently stopping. It was agreed that Mr. Batstone would speak to the school to see whether they would be happy for the bus to pull into the bus stop bay.

129. COMMUNITY SAFETY & POLICE MATTERS.

PCSO Ceara Sturt has updated the Council via e-mail with regard to speed enforcement at Halfway. The Police are investigating as to whether they can site a car or motor bike in the area to monitor speeding. Mr Rowsell reported that there had been another accident involving a vehicle emerging from Vagg Lane onto the A37. It was agreed to write to Somerset Highways regarding the hedge alongside the A37 which seems to create a blind spot.

130. DISTRICT COUNCILLOR’S REPORT

Mrs Roundell Greene told the meeting that SSDC have today been discussing their budget proposal which will go to full council on 25 February. They are trying to save money at the same time as retaining all current services. It has been confirmed that they will receive no Government grant in the coming years. The Government is also pushing hard for devolution to an area which would cover all of Devon and Somerset. There are many meetings and discussions taking place regarding these worrying proposals and their impact on South Somerset. Somerset Rivers Authority have been given permission to precept in order to raise some £2.7m ring-fenced income for rivers and flood defences. This will lead to an increase of some 1.25%. In reply to a question Mrs Roundell Greene will speak to other members of the Council regarding the current parking problems at Yeovil District Hospital. In response to another question Mrs Roundell Greene told the council that the outcome of talks regarding Westland Sports & Social Club should be known within the next two weeks.

131. FINANCIAL MATTERS

a) Receipts

b) Payments – Clerks Salary, HMRC.

c) New bank mandate. The Clerk reported that she had received yet another letter addressed to Mr Perryman from Nat West. She will visit the bank again in an effort to try and resolve the matter. Mr Hinds reported that he had completed his part of the mandate and lodged it with Nat West. Mr Preston has yet to complete his and Mr Woodman did not attend the meeting.

d) Church request for extra funding – the Clerk confirmed that this had been taken into account when preparing the 2016/17 budget.

132. PLANNING MATTERS

Applications:

Decisions: 1515/05360/LBC The Manor House, Main Street, Chilthorne Domer – Demolition of existing wall and the construction of new access pillars and walls (part implemented) and the erection of gates – Refused permission.

15/05191/LBC The Manor House, Main Street, Chilthorne Domer – The erection of a porch to the north elevation of dwelling – Refused permission.

15/05239/LBC The Manor House, Main Street, Chilthorne Domer – Erection of a garden wall – Grant Consent.

15/05461/FUL Land OS8412 Chilthorne Hill, Chilthorne Domer – Erection of a steel framed agricultural building to store hay and straw and agricultural machinery – Grant permission

Enforcement:

The Clerk confirmed that the barn erected alongside Tintinhull Road had received planning permission in March 2015.

133. CLERKS REPORT & CORRESPONDENCE

a) War Memorial. The Clerk told the Council she had received correspondence regarding the war memorial. Upon inspection the Council agreed the information was correct.

b) Queen’s 90th Birthday. The Clerk told the Council she had received advice regarding street parties should anyone require it.

c) Yeovil Area Cemetery Project – The Council completed the attached questionnaire which will be returned by the Clerk.

134. HIGHWAY MATTERS

a) Mr Batstone told the Council that the T junction sign on the north side of Tintinhull Road approaching Chilthorne Hill was badly overgrown. Clerk to contact Somerset Highways.

b) Horse warning sign – clerk to contact Somerset Highways and ask for it to be moved to cover horse riders emerging from the Leland Trail.

c) Site meeting at Halfway to discuss traffic speed – Clerk to contact Somerset Highways again.

d) Chilthorne Hill sunken trench. Clerk to give Somerset Highways Mrs Ferguson’s e-mail address so she can meet them on site.

e) Works to Kings Hill. Mr Hinds told the Council that although some works have taken place but they are insufficient to both widen the road and remove the encroaching soil from the highway drains. Clerk to contact Somerset Highways again.

f) Location of school bus stop. Deferred until Mr Batstone has spoken to the school.

g) Un-roadworthy trailer currently parked on Main Street – Clerk to bring this to the attention of the PCSO.

h) Parking on pavement outside ‘Pentire’, Main Street – Clerk to bring this to the attention of the PCSO.

135. COUNTY COUNCILLOR’S REPORT

Mr Crabb apologised for his late arrival. He outlined the forthcoming Council Tax increases for 2016/17 which include 1¼% Somerset Rivers Authority, 2% Care Home crisis (due to pending increase in living wage) and 1.99% to maintain current services and not be capped, making a total of 5¼%. Mr Crabb told the council that the current finances of SCC were dire with a projected overspend on Childrens Services alone of £7m. There is a cabinet meeting next week which will discuss the £7.5m savings needed. All subsidised Sunday, and probably Saturday, bus services are likely to be cut.

With regard to the small improvement scheme for Tintinhull Road, this is ongoing and in the design stage.

Mr Crabb asked to be copied in to the Council’s e-mail to Somerset Highways regarding the various matters raised during the meeting.

136. VILLAGE HALL – Mr Hinds told the Council that he would be attending his first meeting on 14 March.

137. RECREATION TRUST – Nothing to report

138. ANY OTHER URGENT MATTERS

Mr Melvin confirmed that the repair materials for the bus shelters has been ordered.

The meeting was closed to members of the public.

Following advice from the Clerk this item was deferred from the Open Session.

139. Mr Hinds questioned Mrs Ferguson regarding the e-mail she had sent to members of the Parish Council following his co-option. He asked why he had not been sent a copy and questioned its content. Mrs Ferguson explained that her comments regarding his election were to those members who had voted. At that time Mr Hinds was not a councillor. She explained that she had felt strongly that the Council should be more demographic and had been disappointed by the other Councillors’ decision. Following further discussion the Chairman stated that the matter was now closed and closed the meeting.

NEXT MEETINGS – 3 March 2016, 7 April 2016 (Annual Parish Assembly), 19 May 2016 (due to elections on 5 May 2016 and Clerk’s Annual Leave) (Election of Officers and Annual General Meeting).
