r KING'S STANLEY PARISH COUNCILParish Clerk – Carmel PonsfordTel: 07498066697 email clerk@.uk MINUTES OF THE PARISH COUNCIL MEETING OF KING’S STANLEY PARISH COUNCIL held online via zoom on WEDNESDAY 25th November 7.00pm Present: Cllr Lawrie Hall, Cllr John Graham, Cllr Wendy McNamee, Cllr Wendy Weaver, Cllr Colin Vigar, Cllr Symon Parsley, Cllr Carol Bell-Pearce, Cllr Lesley Williams.In Attendance: District Councillor Lydon, County Councillor Robinson and Parish Clerk Carmel Ponsford.Public Particpation SessionThe public session was attended by 1 member of the public who is the chief executive of The Door youth project. The council were informed of youth projects that have taken place in surrounding parishes, how the process’ work and what generally works for the youth. The member of public was thanked for her time and knowledge and the council agreed to discuss further in item 14.ApologiesAccepted absence from District Councillor Nigel Studdert-Kennendy.To receive any declarations of interest from Members- None received4.To approve the minutes of the meeting held on WEDNESDAY 21st October 2020 at 7pmReceived and approved5.To receive updates/reports from the County and District Councillors A joint report was received from District councillors Nigel Studdert-Knendy and Steve Lydon which was accepted. Main points included information on white paper project, Covid Numbers/ Plans and how SDC services were continuing as ‘normal’ as they could.County councillor Robinson confirmed communication with PC Lindsey and confirmed he had been patrolling Kings Stanley and in particular the area around Marling Close Fields.The County council will continue to issue ‘free school meal’ vouchers throughout the Christmas holidays Kings Stanley school have requested that County Councillor Robinson ratify a Parent Governor to a County Council Governor. Councillors Hall and Parsley supported this action and full council agreed.Awaiting action from Highways in reference to fencing for Selsley but did confirm the shrubs between the ‘Bell’ Public house and the bus stop had been done. 6.Financial IssuesAll payments agreed, clerk to set up payments and Signatories will authorise.It was agreed Cllr bell-Pearce will conduct bank reconciliations every 3 months.Councillors requested to be sent the working spreadsheet every 3 months.7.To receive the Clerk's Report and any correspondence received.Accepted and agreed actions.The AGAR was accepted by Councillors and can now go online. All grants were accepted and the clerk will contact them to get BACS details for recipients to organise payments.Cllr Bell-Pearce to get details of gentleman who cleans bus stop as we have no record.The Clerk to organise thank you cards for several volunteers in the village.8.Planning: S20.2095/FULRemoval of existing defective garage and construction of an enlarged garage with a store at upper ground floor level. Change of use of land from agricultural to domestic use and improved vehicular entrance?This application is to a building which is not visible from the lane and appears not to be controversial. The changes to the access from the lane appear to improve sighting. Recommend ‘no comment’S20/2145/HHOLDSide extension to ground floor and lower ground floor?4 Hillside Villas Selsley West Stroud Gloucestershire GL5 5LJThere are two issues here. The materials proposed for the extension do not appear to be compatible with the surrounding structures. (Local Plan policy HC8 states ‘....the design of the extension ...is in keeping with the scale and character of the original dwelling’. ES12 asks that design quality is reflective of ‘a thorough understanding of the site context.’There is the potential for significant disruption with the adjoining properties whilst building materials are moved to site, and we suggest that there should be a condition imposed to minimise this disruption.S20/2162/TPOFell trees in Penn WoodWhilst KSPC has no objection to this application, we note that the Forestry Commission will require a felling licence to be obtained.S20.2373/HHOLDHideaway The Green KS.Single Storey front extension.As the name might suggest, this property is well back from the Green down a short lane.Suggest No CommentS20/2390/HHOLD 33 Selsley West Ground floor extensionThis one is a little baffling as it is identical with S20/0411, which received permission on 24th April 2020. The only issue is that the original may not have been advised to KSPC.9.To discuss the erection of a Christmas tree in the village. Council Agreed to the erection of 2 trees (one in Kings Stanley and one in Selsley) to brighten up the village in these dark days. The Clerk will source the trees and decorations, once this has been completed she will communicate details with councillors once confirmed.10. To discuss proposals for a bench and agree actions It was agreed that council would create a ‘guideline paper’ for bench requests as well as statutory maintenance requirements.11. To discuss opening of the phone box and agree actions.It was agreed that due to essential guidelines the phone box would remain closed until guidance allowed opening. The Clerk will post information on the website and social media.12. To discuss the problem of dog waste on Marling Close.It was agreed that Cllr Hall would take comments forward to The Marling Trust 13. To discuss a Selsley Common advisory group and agree actions.Nothing to report but it was agreed to add this item to Januarys agenda.14.To receive an update on ‘youth projects’It was accepted that there was a rising problem within anti-social behaviour in the village.After the public session council agreed to move forward with The Door’s suggestion of a 4 -5-week engagement program with the youth in Kings Stanley and Selsley. Once we have some data to address, we will engage Leonard Stanley PC to create a joint task force to move the project forward. Cllr Hall to organise engagement with The Door.County Councillor Robinson agreed to release some funding for the project and will forward the clerk the forms required.It was also acknowledged that PC Lindsey had been in correspondence with Cllr Hall and visits had been made.15.Councillors' Submissions (for notice of forthcoming events or reminders, not for discussion)Items for Januarys agenda-War memorials- Cllr Hall posted a paper and sent it to Councillors and it will be discussed at the next meeting.It was brought up that the pedestrian gate off Selsley Broad Street junction, should have 3 bolts but currently only has one. Cllr graham agreed to find out whether its owned by Woodland trust or Rights of Way. He will chase up accordingly and report back at the next meeting.16.To confirm date of the next meeting and location inline with COVID guidelinesThe Date of the next meeting will be Wednesday 27th January at 7pm, venue to be confirmed and be inline with COVID guidelines.Meeting closed at 21.09 ................
