Kansas English Language Proficiency Assessment for Placement (KELPA)

The Kansas English Language Proficiency Assessment for Placement (KELPA-P) is now available. It is one of the approved assessments* for determining whether a student has limited English proficiency in listening, speaking, reading or writing. Districts determine which English language proficiency assessment to use for identification and placement.

KELPA-P is available on the website for the Center for Educational Testing and Evaluation (CETE) at cete.us. Building administrators have log-in information. After logging on, select KELPA in the menu at the left; then choose the option labeled KELPA-P. The files needed for administering the KELPA-P are available to download and print by grade level. Each zip file contains the relevant testing manual, test booklet, student answer sheet, answer key and audio files. The audio files are for second grade and above. Instructions for creating an audio CD are also available.

KELPA-P is provided for the following grade levels:

• Kindergarten

• Grade 1

• Grade 2

• Grade 3

• Grades 4-5

• Grades 6-8 and

• Grades 9-12

Schools using the KELPA-P will administer, score, and interpret the results themselves. One must be careful to keep assessment records secure. Guidelines and directions for scoring the KELPA-P are at the end of each grade level manual. The training needed for administering the test is the same as for the KELPA. All English Language Learners in the state will continue to take the Kansas English Language Proficiency Assessment (KELPA) each spring as required by No Child Left Behind Title I and Title III to determine progress in attaining English proficiency.

* If the Home Language Survey indicates that a language other than English is used in the home, the student must be assessed for his/her English proficiency using one of the following assessments for grades Pre-K through 12.

• Language Assessment Scales (LAS)/LAS LINKS and Pre-LAS

• Idea Proficiency Test (IPT) and Pres-IPT

• Language Proficiency Test Series (LPTS)

• Kansas English Language Proficiency Assessment (KELPA)

• KELPA-P (for placement)
