This booklet has been developed as a public service to provide you with important information regarding the 2019 Municipal Elections. Please take the time to read the booklet so that you will be a well-informed voter. Be sure to register and exercise your right to vote.

In the following pages, information has been provided related to the city's Legislative body including appointed and elected officials; voter registration and your voter registration card; absentee/mail balloting; early voting and designated sites; voting on Election Day; and notable election deadlines. Additionally, we have included important dates for city of Las Vegas voters. Further information may be obtained by visiting our Election 2019 website at lasvegasnevada. gov/Elections.

Vote At Any Municipal Vote Center

Starting with the 2019 Municipal Elections, city of Las Vegas voters will be able to vote at any early vote site or on Election Day at any Vote Center located in the city of Las Vegas, North Las Vegas, city of Henderson, or Boulder City jurisdictions. This voting model allows a Las Vegas resident to vote at the Galleria Mall, at North Las Vegas City Hall, at a Boulder City Vote Center, or at their favorite Las Vegas Vote Center.

Sample Ballots By E-Mail

Sample ballots are available in both electronic and paper form. Thanks to a recent change in state law, voters can now choose to receive their sample ballot via email instead of through the regular mail. Voters wishing to receive their ballots electronically must submit an online request. To do so, log into Registered Voter Services at election, select Request My Sample Ballot Electronically (Go Green) from the Voter Services dropdown menu, enter your e-mail address and click "Save." You will immediately receive a confirmation e-mail indicating that you will no longer receive paper sample ballots. E-mail addresses are confidential and will not be given to third parties. (NRS 293C.558(2)(4)).

LAS VEGAS CITY GOVERNMENT

The city of Las Vegas was incorporated on March 16, 1911, and until 1944, operated under a commission form of government with each Commissioner having administrative control over certain operating departments of the city. Since January. 1, 1944, the city of Las Vegas has operated under what is commonly known as a council/manager form of government. This form of government was approved by a vote of the people with subsequent Las Vegas City Charter adoption by the Legislature.

Until 1975, the voters of the city elected the Mayor and four City Councilmembers. A vote of the people in June of 1973 approved a City Charter amendment dividing the city into four wards. This allowed the Mayor to be elected at large and each Councilmember to be elected by the voters of his or her own ward. The City Charter amendment was subsequently adopted by the Legislature with the first election by ward held in 1975. The elected officials chose to use the title Commissioner until 1983 when a new City Charter approved by the Legislature changed their title to Councilmember.

A vote of the people in 1999 approved a controversial ballot question to divide the city into six wards. Anticipating a favorable vote, the State Legislature and City Council had previously passed enabling legislation permitting the expansion to six wards. The change to six wards became effective January 1, 2000.

The citizens elect the Mayor and six council members who comprise the City Council. Their terms are four years, with elections staggered every two years.

The Mayor

The Mayor serves as a member of the City Council, presides as chair over its meetings, performs ceremonial duties and is the Chief Executive Officer of the city. The Mayor serves as the official representative of the people in all matters and officially signs enactments of the City Council. One of the council members is elected by the City Council to serve as Mayor Pro Tempore to act in the absence of the Mayor.

The City Council

The City Council, including the Mayor, is the governing body of the city and exercises legislative power by enacting ordinances, resolutions, orders and other policies necessary for the management and execution of the powers vested in the city through the City Charter. Among other things, the City Council is empowered to:

? Appoint the City Manager and approve the appointment by the City Manager of the department heads, their assistants and other city staff.

? Adopt an annual budget. ? Act as the Redevelopment Agency. ? Enact and provide for the enforcement of all laws and ordinances. ? May acquire, sell and lease buildings and property. ? Enter into contracts, agreements, franchises, etc. ? License and regulate all businesses, trades and professions. ? Organize, regulate and maintain a fire department. ? Protect the public health. ? Enact and enforce building and safety codes. ? Provide for the zoning, subdivision and use of private land and buildings.
