MINUTES OF THE SPECIAL MEETING OF THE MAYOR AND CITY COUNCIL OF THE CITY OF YOUNGSVILLE, LOUISIANA HELD ON MONDAY, MARCH 2, 2015 AT 6:00 PM AT YOUNGSVILLE CITY HALLPRESENT: Mayor Ken Ritter and Councilmembers: Jamison Abshire (Division A); Lauren Michel (Division B), Matt Romero (Division C), Kenneth Stansbury (Division D); Dianne McClelland (Division E)ABSENT: None STAFF: Simone Champagne (CAO), Sally Angers (City Clerk), Ashley Sexton (City Treasurer), George Knox (City Attorney)GUESTS: Pamela Gonzales-Granger (City Engineer), Rickey Boudreaux (Police Chief), Nick Latiolais (Assistant Police Chief), Gary P. Williams, Joyce & Gene Hamilton, Hunter ClantonMayor Ritter called upon Councilwoman Lauren Michel to lead the Invocation and Pledge of Allegiance.AGENDA ITEM 1. Chemin Metairie Parkway Phase I Emergency Repairs Bid Award. Mayor Ritter called upon City Engineer Pamela Granger to report on the bids received.Ms. Granger reported that bids were open on Thursday, February 2, 2015 at 10:00 am at City Hall. She stated that three bids were received as follows:Diamond B Construction Co., LLC - $624,999Elliot Construction, LLC - $581,754Glenn Lege Construction, Inc. - $456,161Ms. Granger stated that the engineers estimate was $600,000 and recommended award to the low bidder Glenn Lege Construction, Inc. in the amount of $456,161. She also requested that $25,000 be included in the budget to cover any additional inspection and materials testing that may be needed for a total budget of $481,161. Ms. Granger stated that, depending on the weather, the project should take approximately 30 days once the contractor is mobilized.A motion was offered by Mr. Abshire, seconded by Ms. McClelland, to award the bid for the Chemin Metairie Parkway Phase I Emergency Repairs to the low bidder Glenn Lege Construction, Inc. in the amount of $456,161 and include $25,000 for inspection and testing for a total budget of $481,161 all to be funded from the 3.5 million dollar bond issue, and the vote was as follows:YEAS: Jamison Abshire, Lauren Michel, Matt Romero, Kenneth Stansbury, Dianne McClellandNAYS: NoneABSENT: NoneMotion was approved.AGENDA ITEM 2. Consider approving a three (3) year lease for (5) Police Vehicles previously approved by the Council for a one (1) year lease at the Special Council Meeting of January 20, 2015. Chief Boudreaux stated that the lease agreement for four (4) vehicles that was sent from the dealer was for three (3) years instead of the one year that was approved. He said that he is requesting that the Council approve the lease agreement for the three (3) term which will cost from $514.09 - $576.16 per month per unit. He said that the cost for a new unit would be $896.27 per month for 36 months should the Council choose this option.After much discussion on leasing versus purchase of new vehicles, a motion was offered by Mr. Abshire, seconded by Ms. Michel, to approve the purchase of three (3) new Ford Explorer Interceptor vehicles off of State Contract, and the motion was as follows:YEAS: Jamison Abshire, Lauren Michel, Matt Romero, Kenneth Stansbury, Dianne McClellandNAYS: NoneABSENT: NoneMotion was approved.There being no further business to come before the Council, a motion to adjourn was offered by Ms. McClelland, seconded by Mr. Abshire, and unanimously carried. /s/ Ken Ritter Ken Ritter, Mayor /s/ Sally AngersSally M.
