POLICY FOR ACCEPTING PRIVATE ROADS INTO THE

COUNTY ROAD INVENTORY SYSTEM

Roads constructed before 1967

If the original roadway was constructed before 1967, the County¡¯s procedures for accepting these roads into the County

Road Inventory System include the following:

a)

The road is visually inspected for conditions, width, drainage, etc.

b)

Staff submits a report to the County Engineer indicating recommendations and cost to upgrade the road.

c)

Greenville County must be deeded a 50-foot right-of-way.

Note: In the past, these roads may have been accepted by the Director of Public Services and Facilities in accordance with

the provisions of Ordinance No. 3342 of the 1976 Code as amended. However, effective March 7, 2000, the provisions of

Ordinance No. 3342 and other previous ordinances amending Sections 18-21 through 18-27 of the Code of the County of

Greenville are repealed under new Ordinance No. 3342.

Roads constructed after 1967

The policy for accepting private roads into the county road inventory system begins with the road being upgraded to the

current subdivision standards, if the original roadway was constructed after 1967, as required by Sections 18-11 through

18-17 of the Greenville County Code. As for the process of upgrading a private road, all design, testing and construction

cost are to be borne by the owner(s).

Key requirements for upgrading the road to current standards include:

a)

Roadway geometry must comply with minimum subdivision regulation standards.

b)

A minimum paving thickness of 3¡± asphalt binder and 2¡± asphalt surface, or 6¡± stone, 2 ?¡± binder, and 1 ?¡± surface.

c)

Shoulders must be 5¡¯ wide minimum with 18¡± deep ditches.

d)

Crossline pipes, outfalls and other drainage system elements must meet minimum design capacity and erosion control

requirements of County Stormwater Design Manual.

e)

Greenville County must be deeded a 50 foot right-of-way.

f)

A minimum road width of 20 feet.

The Engineering Division of the Department of Public Services and Facilities will conduct a formal inspection of the roadway

design, alignment, drainage system and pavement condition. The division will prepare a punch list for necessary work.

The owner(s) must provide pavement cores and field penetrometer test at 200¡¯ intervals. The owner(s) must submit a

schedule for performing the necessary work, and must perform the work with regular inspection by the county. The county

may require supplemental inspection/testing by an engineer/testing firm for areas of special concern. The county, to verify

the completion of all punch list items, must perform a final inspection. If all improvements are complete, the road is accepted

into the public inventory for permanent maintenance.
