Job Summary

Oversees the maintenance of wastewater treatment mechanical equipment. Serves as the primary contact for plant mechanical equipment maintenance and repairs. Plans and allocates resources to align with plant operational, maintenance, financial, and strategic objectives. Directs and supervises the work of related maintenance employees. Performs other duties of a similar nature as may be required.

Essential Functions

▪ Manages personnel to achieve wastewater treatment plant related maintenance goals. Ensures effective health, safety, environmental, and preventive maintenance programs are in place to achieve plant and organizational goals and compliance with all related requirements. Oversees plant mechanical maintenance. Develops and manages related budget and expenditures. Consults with the Preventive Maintenance Manager to establish preventive maintenance procedures and schedules.

▪ Promotes and drives the mechanical maintenance program using asset management techniques. Schedules, assigns, and supervises in the installation, maintenance and repair of equipment. Communicates technical and mechanical information for problem diagnosis and problem resolution to staff and contractors. Reads and interprets complex information from manuals, diagrams and schematics to perform maintenance repair and replacement activities for plant equipment, and facilities.

▪ Provides leadership and coaching for setting and achieving plant mechanical maintenance expectations and team and individual goals that are aligned with the plant and business strategy. Trains maintenance personnel as to methods and procedures, standards of performance, and other factors affecting work.

▪ Manages department personnel. Conducts formal hiring interviews. Makes selection and promotion recommendations. Coaches, mentors, and manages performance of subordinates. Evaluates personnel performance. Identifies and ensures appropriate and timely training and development. Resolves disputes and maintains discipline and morale. Initiates and recommends disciplinary actions.

▪ Develops and implements process improvement projects. Brainstorms for ideas that can solve problems, improve efficiency, reduce cost and improve safety. Manages continuous change and adapts business processes as necessary.

▪ Reviews, evaluates, and analyzes trends in data to make project and process decisions that satisfy operational, maintenance, safety, and engineering guidelines.

▪ Plans, schedules, and monitors the work of staff engaged in the wastewater plant’s maintenance and repair activities; prioritizes and distributes assignments; prepares daily work schedules; monitors productivity, efficiency and quality of work; provides standard maintenance procedures for operating and maintenance staff.

▪ Coordinates maintenance and repair work with plant operations. Inspects plant equipment at regular intervals to determine necessary repairs. Reviews operating reports and inspection records to identify faulty equipment. Recommends methods for improving plant equipment efficiency and performance, design and installation.

▪ Assists with the development of specifications for equipment purchases. Provides input on design of new equipment. Initiates requisitions for supplies, parts and materials. Communicates with various vendors, Operation & Maintenance, and Engineering personnel regarding equipment specifications and purchases.

▪ Monitors contracted upgrades, and construction and maintenance operation. Develops and prepares project status and performance reports. Prepares reports, forms, correspondence and related documentation regarding assigned operations; ensures that all required forms and reports are properly completed and filed in a timely manner.

▪ Maintains records of mechanical maintenance, repair and inspection activities. Plans the mechanical maintenance program activities including preparing job plan specifications and cost estimates. Plans layout and design of new mechanical systems; modifies existing mechanical systems.

▪ Orders and maintains inventory of mechanical parts, materials and equipment. Initiates requisitions for supplies, parts, materials and services. Communicates with various vendors, Operation & Maintenance, and Engineering personnel regarding equipment specifications and purchases.

▪ Participates in the development and implementation of the annual budget for equipment expenditures and contract services. Monitors the budget expenses throughout the year and provides recommendations to Assistant Superintendent.

▪ Plays an active role in team meetings regarding design changes, inspections and progress of projects. Communicates regularly with maintenance technicians and other District employees to ensure good two-way communication concerning maintenance issues.

▪ Ensures proper usage of emergency response plans and actively participates in crisis management response drills.

▪ Performs skilled maintenance work in emergency situations.

▪ Keeps informed of new technology, trends, and techniques in the maintenance industries.

▪ Performs other duties of a similar nature as may be required.

Qualifications

Knowledges, Certifications, Licenses, etc.

1. Knowledge of the principles of operation, maintenance, and repair of pumps, valves, and related mechanical and electrical equipment – Typically acquired through formal coursework while achieving an Associate’s degree in Engineering, Maintenance or a related field, OR completion of a formalized training program.

2. Understanding of management principles and practices is preferred, but not required – Typically acquired through formal coursework and/or previous work experience in a supervisory or team leader capacity.

3. Troubleshooting and repair of pumps, valves, and related electrical and mechanical equipment – Typically acquired through five (5) years of progressively responsible work experience in a maintenance environment. Three (3) years of wastewater experience is preferred.

4. Managing and supervisory, delegation, teamwork and quality techniques. Ability to manage processes, people, deadlines, goals and objectives, and develop individuals – Typically acquired through previous supervisory work experience or through on the-job-experience within one (1) year. Experience working with Collective Bargaining Union workforce and contractors preferred but not required.

5. Safety, security, and environmental policies and initiatives as it relates to District business processes – Typically acquired through on-the-job-experience in approximately one (1) year.

6. Delivery of high quality service. Principles and processes for stellar customer service including meeting quality standards for service – Typically acquired through formal coursework and work experience providing a high level of service to all levels within the organization, and to external organizations, partners, and customers. Will be refined in this position.

7. Department programs and processes, policies and procedures, compliance issues, tools, and budget processes (including developing cost estimates for equipment and materials, performance management system and resource allocation – Typically acquired through on-the-job-experience in approximately one (1) year.

8. Applicable standard District computer software and operating systems (e.g. MS Office). Knowledge of a computerized maintenance management system preferred – Typically acquired through formal training and work experience. Will be refined in this position.

Job Requirements

Education

The successful candidate must have one of the following to qualify:

• Associate degree in Engineering, Maintenance or a related field,

OR

• Must have completed sufficient coursework within a Bachelor’s degree program in declared major within a related field,

OR

• Completion of a formalized maintenance training program.



Knowledge of the principles of operation, maintenance, and repair of pumps, valves, and related mechanical and electrical equipment is required.

Experience

Five (5) years of progressively responsible work experience in a maintenance environment troubleshooting and repairing pumps, valves, and performing tasks related to electrical and mechanical equipment. Three (3) of the five (5) years experience in a wastewater plant environment is preferred. Experience working with Collective Bargaining Union workforce and contractors is preferred.

Candidate must have experience involving others in identifying needs and in gaining agreement/approval to systematically solve problems, and successfully managing to deadlines. The ability to instruct, train, and coach others, to include District processes and maintenance operating systems is required. Candidate must be able to work independently and make decisions relative to mechanical maintenance and work methods.

Candidate must possess good communication skills (oral, written and verbal), as well as a superior commitment to high quality service to all levels within the organization and to external organizations, partners, and customers. Must be able to establish and maintain effective working relationships with supervisors, co-workers, other employees throughout the District, and Consultants.

Candidate must be able to read and interpret schematic diagrams, blueprints, and technical specifications manuals, operating and maintenance instructions, procedure manuals, and to understand and apply technical instructions in text, mathematical, or diagram form.

Attention to detail and organizational skills, time management, multi-tasking skills to work on multiple tasks simultaneously, and the ability to perform related tasks, including but not limited to participating in the development and implementation of the annual budget. Using Microsoft Office Excel and Word software is required and must have the ability to work effectively with Computerized Maintenance Management Systems (CMMS) and instruct others on its operation.

Must be able to spend up to 50% of time outdoors in potentially hazardous, noisy, dirty, dark and/or restricted space wearing eye and ear protection, and breathing respirators.

Candidate may be expected to work at heights greater than 4 feet, climb ladders and utilize lifts on a regular basis, within the scope of the position, to inspect work performed by others (including subordinates and outside contractors) or carry out other related duties.

Candidate must possess a valid driver’s license with a driving record in accordance with the District’s acceptable policies and procedures.
