|Under this agenda item, the group is expected to consider the: |

|summary of the management report; |

|list of SADIS focal points; |

|replies received from SADIS users concerning the operational efficacy of the SADIS during the past year; |

|SADIS inventory; and |

|implementation of the SADIS. |

1. INTRODUCTION

In accordance with conclusions of earlier SADISOPSG meetings, the group will consider the following items:

a) the summary of the complete management report, to be presented by the member for the SADIS Provider State;

b) the list of SADIS focal points;

c) replies received by the Secretariat from SADIS users concerning the operational efficacy of the SADIS during the past year (in response to Conclusions 3/1 and 3/2 and Decision 4/3). Based on this information, the group will develop the annual statement of the SADIS operational efficacy, to be forwarded to the SADIS Cost Recovery Administrative Group (SCRAG);

d) the SADIS inventory, updated by the SADIS Provider State, to be reviewed and amended, as necessary, by the meeting, before its submission to the SCRAG; and

e) the implementation of the SADIS, in the light of the updated list of SADIS users (relying on the SADIS broadcast and/or on the SADIS FTP service), provided by the Secretary.

2. DISCUSSION

1. SADIS management report

2.1.1 The group may wish to note that, in accordance with Conclusion 7/1, the SADIS Provider State has prepared a management report which was placed on the ICAO SADISOPSG website two months prior to this meeting. The group may wish to express its compliments to the SADIS Provider State for providing a detailed and informative report on the web. The group will be pleased to noted that the complete management report includes annual statistics on the non-scheduled OPMET messages received at the SADIS uplink station, compiled in response to Conclusion 8/8. Furthermore, a list of aerodromes, corresponding to Annex 1 to the SADIS User Guide, whose OPMET data has not been received at the SADIS uplink station, as called for by Conclusion 8/7 b), has been included in the addendum to the management report. Since both of the foregoing statistics may be considered useful from the operational point of view, they would continue to be included in the annual management report.

2.1.2 A concise summary of the management report highlighting the main issues and developments that have taken place during the previous 12-month period is given in SADISOPSG/10–WP/8. The group is invited to note the key highlights of the SADIS programme between April 2005 and March 2006.

2. SADIS focal points

2.2.1 The group will recall that the PIRGs endorsed the SADISOPSG/4 draft conclusion concerning the nomination by SADIS user States of SADIS operational focal points; such a list was considered to provide useful contacts for the SADIS Provider State and the ICAO regional offices to resolve issues regarding, inter alia, missing or incorrectly formatted messages and headers. The current list of focal points, updated by the Secretary based on a consultation with all SADIS user States in response to Conclusion 10/3, is given in Appendix A. The group may wish to review this list, as necessary.

2.2.2 In view of the importance of the list of SADIS focal points, it may be agreed that ICAO should consult all the SADIS user States to ensure that the information is current and that the e-mail addresses are included, if available. The group may wish to formulate the following conclusion:

3. States’/users’ views on SADIS efficacy

Results of the consultation

The group will recall that, in accordance with SADISOPSG Conclusions 1/4 and 2/3, the group agreed to provide an annual statement of SADIS operational efficacy to the SCRAG, based on the views of States/users on the subject, solicited by ICAO prior to each meeting. The Secretariat has circulated the questionnaire to all States under the SADIS “footprint” and to the Agence pour la Sécurité de la Navigation Aérienne en Afrique et à Madagascar (ASECNA). To improve the response rate of the annual SADIS questionnaire, the questionnaire was placed on the SADISOPSG website and sent, in addition to users and States, to the SADIS focal points, in response to Conclusion 6/2. The group will be pleased to note that, the number of replies has slightly increased from the past year (from 52 to 54).

A tabulated summary was compiled by the Secretariat based on the completed questionnaires returned by States. Specific comments provided by States have also been included under the remarks column for ease of reference. The summary is shown in Appendix B. In accordance with Decision 9/3, the summary was subsequently forwarded to the SADIS Provider State which have prepared, on behalf of the SADISOPSG Operational Efficacy Assessment Team, a report on the operational efficacy (WP/9 refers), as called for by Decision 4/4.

An analysis of the completed questionnaires indicate the following (the statistics for year 2004-2005 in brackets, in accordance with Conclusion 6/3):

a) concerning the need for repairs:

1) 13 (12) receivers had to be returned for repairs; and

2) 4 (6) cases of shipping problems were reported;

b) 4 (3) States considered that the administrative messages were not adequate;

c) concerning the data:

1) 43 (49) States reported good availability of T4 charts;

2) 41(43) States reported good availability of upper-air data in the GRIB code form;

3) 25 (22) States reported good availability of SIGWX data in the BUFR code form; and

4) 45 (44) States reported good availability of OPMET messages;

f) concerning the occurrence of signal quality problems with the VSAT, 7 (6) cases were reported;

g) concerning the availability of WAFS SIGWX forecasts:

1) 25 (no figures for the past year, new question) States were in a position to covert the BUFR-coded SIGWX forecasts into WAFS charts; and

2) 5 (no figures for the past year, new question) States expressed a requirement for WAFS forecasts in the PNG format beyond 30 November 2006; and

h) 41 (41) States reported that they did not use the 24-hour help desk.

The group may wish to note that the figures are comparable to those received last year and reiterate its satisfaction with the responses received; they indicate that the quality of data is considered good by a clear majority of users and that the number of States with serious difficulties with their SADIS VSAT has remained small. The group will be pleased to note that the SADIS Provider State has been in contact with two users adversely affected by the SADIS FTP service outages towards the end of 2005. Furthermore, operators of the 24-hour helpdesk facility have been provided with additional training to assist them in responding to SADIS-related incidents raised by users.

The group may, however, wish to express some concern related to the low-level of implementation of the BUFR-decoding software amongst the SADIS users (of the order of 50 per cent). The slow implementation may be attributed to a number of factors; e.g. the poor quality of some visualisation software, costs involved in maintaining up-to-date software etc. Since the slower than expected implementation of the BUFR visualisation software is a global issue, the group may wish to agree that the WAFSOPSG should be invited to consider adopting action, as necessary to ensure the effective reception of SIGWX forecasts by users after 30 November 2006. In this regard, the group may wish to formulate the conclusion as drafted in WP/9.

Format of the questionnaire

The group will recall that the questionnaire on SADIS efficacy was developed by the Secretariat in consultation with the Chairman of the SADISOPSG and the SADIS Provider State and last revised at the SADISOPSG/10 Meeting (Decision 10/5 refers) to include:

a) a question related to the usefulness of the PNG format; and

i) the level of implementation of the SADIS 2G reception.

It was also agreed that the questionnaire should be available in an interactive mode. However, due to an oversight, the interactive mode was not introduced. The group may wish to reiterate that, in order to increase the number of replies received, the Secretariat should implement an interactive alternative form for the hard copy format in time for the questionnaire for the year 2006/2007.

The group is invited to make its customary review of the format/content of the questionnaire, given in Appendix C. Since the replies received did not indicate any misunderstanding related to the questions posed, the group may wish to agree that the format should continue to be used with one change: the question related to T.4 charts should be deleted in view of their expected discontinuation on 30 November 2006 (the one related to the PNG format would be retained, subject to an agreement to be reached at the WAFSOPSG/3 Meeting). The group may wish to formulate the following conclusion:

Annual statement

4. SADIS inventory

The latest inventory which formed the basis for SADIS cost recovery purposes was developed by the SADISOPSG/10 Meeting and used by SCRAG at its sixth meeting held in Paris in November 2005. In order to ensure the currency of the SADIS inventory, proposals for amendments to the inventory have been made by the SADIS Provider State. In addition to minor editorial changes, these amendments would take account of minor changes in the proportions of resource usage. The draft inventory is in the Appendix to WP/10 with changes highlighted using the red-line/strike-out markings. The group is invited to review these draft amendments and formulate conclusion as proposed in WP/10.

5. SADIS implementation

The latest situation in respect of VSAT installations and authorized access is provided in Appendix D. The group may wish to note that the number of States and users has slightly increased during 2005/2006 with eighty-eight (eighty-five in 2004/2005) Contracting States relying on a total of 135 (129 in 2004/2005) SADIS VSAT receivers and six (two in 2004/2005) FTP servers. A further fifteen (thirteen in 2004/2005) Contracting States have received authorized access, some of which are in the process of installing SADIS VSAT receivers or FTP servers. It may be noted that after a few years of stagnation, the number of systems has started to increase, inter alia, due to the growing interest in the SADIS FTP service.

With regard to the format of the information, the group may wish to agree that it would be useful if the deployment of SADIS 2G VSATs would also be included in the SADIS implementation table. The SADIS Provider State has indicated that this information would be readily available. In this regard, the group may wish to formulate the following conclusion:

3. ACTION BY THE SADISOPSG

2) list of SADIS focal points in Appendix A to this paper;

3) format of the SADIS efficacy questionnaire in Appendix C to this paper; and

4) draft amendments to the SADIS inventory in Appendix A to WP/10; and

c) decide on the draft decisions and conclusions proposed for the group’s consideration.
