SUBJECT: Award Recommendation for Notice of Funding Availability RFP-LC-2011-002

GENERAL:

The Michigan Department of Corrections (MDOC) issued this Notice of Funding Availability for certain business enterprises hiring parolees. The contract period is four and one-half months with four one-year options.

BIDDERS:

The Notice of Funding Availability was posted on Bid4Michigan on March 29, 2011 and one Grantee responded by the due date of 3:00 p.m. on April 15, 2011.

JOINT EVALUATION COMMITTEE:

The Joint Evaluation Committee consisted of the following members:

1. Laura Campbell, Contracts Manager, Chair, Non-Voting Member

2. Marilyn Peterson, Contracts and Grants Manager, Voting Member

3. Kevin Weissenborn, Manager, Voting Member

4. Laura Atteberry, Departmental Specialist, Voting Member

EVALUATION PROCESS:

Bids were evaluated based upon the following factors:

3.023 Price Evaluation

Only those proposals receiving a score of 80 points or more in the technical proposal evaluation will have their pricing evaluated to be considered for award. This Grantee scored a 42 in their technical proposal. Their pricing was evaluated since it was included as one of the evaluation weights. Their total score, including the price evaluation was 46, which is below the required 80 points for award.

• Did not include adequate proof of having a public utility asset recovery recycling program operating as of October 1, 2010.

• Lacked documentation for employment opportunities for parolees.

• Did not state a detailed description or explanation of their experience or program design.

• Lacked information for business models consistent with Public Act 188 of 2010, Section 426.

• Lacked information of a detailed description of experience required by Public Act 188 of 2010.

• Did not state a detailed description of the program’s design and implementation, including goals and objectives and how they will be achieved.

• Did not state how parolees will be referred or recruited.

• Did not state how to get COMPAS results on ex-offenders.

• Did not state how offender’s needs will be met.

• Did not mention potential employers.

• Lacked detail for any plan for placement of parolees in unsubsidized employment.

• Did not respond with a total detailed project budget in a spreadsheet.

• Did not respond with a budget narrative.

• Did not include all of the required budgetary items.

• Only responded to capital equipment costs.

• Included resumes but did not state what individuals’ roles would be as assigned to this project.

Prior Experience (Article 4, Section 4.012) - The vendor did not include any of the requested information in this section.

Price Proposal (Attachment A) – The vendor did not respond to any of the price proposal items, with the exception of capital equipment costs.
