Engineer Coin

• Coin Polling supports new coin design

• Coin is same size as existing

• Cog shape can get caught in pants pocket

• Agency logos is an option for engineering discipline

• Functional areas within engineering is a possibility

• If Engineering discipline logos are used, then get buy in from engineers within discipline on the logo that best represents the discipline

• New design has the following disciplines from the 12:00 position going clockwise: Mechanical, Industrial, Environmental, Civil, Chemical, Electrical, and Bioengineering

• LCDR Matthew Hunt will compile feedback on coin design options

Awards

• February 10, 2018 is Engineer Award submission deadline

• Plan is focuses on ways to increase nominations and make people more aware of award nominations

• Planning on how to handle non-agency awards through EPAC

Career Development

• Developing a document to streamline Permanent Change of Station

• Mentoring is brought online Career Development

o Revitalize and create additional environments and Individual Development Plans

o Focus on different activities with mentoring mid career officers

• Develop a list of officers looking to relocate

o Add reason for leaving current job, which can eliminate backlash for officer searching for opportunity

• Officer Basic Course (OBC) Open house and Graduation not included in work plan

• LT Mike Simpson will email cheat sheet to CDR Brad Cunningham

• Society of American Military Engineers (SAME) will participate in February OBC

• Recruitment and Retention and Career Development need to develop a schedule on how to address OBC

o Audio and Visual also needs to be coordinated for OBC Pinning and Graduation

Information

• Update EPAC website

• Planning to use APAN to share photos and archive

Public Health Engineering Practice

• Developing a plan on how to increase access to Engineering standards for USPHS Engineers

• Draft Sustainable Pipe Article for The Military Engineer and EPAC newsletter by April 3, 2018

Information Technology Chartered Advisory Committee (ICAC)

WHO?

• OSG chartered PAC intended to support the IT needs of the OSG (through DSI) and the PACs

• Inaugural term for ICAC began August 2015 and the ICAC began meeting monthly in October 2015.

GOALS/OBJECTIVES

• A number of PACs had websites for their PAC and to support their respective members but not all PACs were on government hosted servers – Primary focus

• Maintains the web content management system (i.e., a web application) known as “Jarmanator”.

• ICAC has also been identified to provide user acceptance, performance, and pilot testing assistance to DSI. E.g., user acceptance testing for the implementation of AMS to sign in to the CCMIS Secure Area (i.e., enabling sign in using a PIV/CAC card).

ACTIVITIES

• Change Control Board: Collect, review, track, and present recommended changes to “Jarmanator”

• Direct Access Technical Assistance: provide support for PACs related to ongoing maintenance before, during, and after migration.

• 508 Guidance and Training: ensure adherence to Section 508 amendment to the Rehabilitation Act (i.e., properly formatting documents so that those with disabilities have access to the same information) and assist PACs as necessary

• PHS Server Migration: Provide technical assistance to PACs on migration of PAC websites to government hosted servers

• IT Governance

• Charter and Bylaws: Create, review, and update Charter, Bylaws, and SOPs

FUTURE FOCUS

• SOPs for each subcommittee

• User acceptance testing

o Unfortunately were not involved with the more recent implementation of eCORPS or other systems replacing DA

o However, moving away from DA does mean sole focus will be on the Corps (and not Coast Guard), which will likely translate into more opportunities for participating.

• ICAC Chair is a three term, and CDR Wes Ishihara has served for 2.5 years

Commissioned Officers Association (COA)

• CDR Leo Gumapas will schedule Col (ret.) Curie to present on EPAC on COA and allow EPAC an opportunity for a question and answer session

• COA is working on special pay issue, which does not pertain to USPHS Engineers

• Committee for Education is now sunset, which was a beneficial to USPHS Engineers

Commissioned Corps Women’s Issues Advisory Board (CCWIAB)

• CDR Bizjak is rotating out to CDR Varsha Savalia

Junior Officer Advisory Group (JOAG)

• Junior Officer of the Year due February 9, 2018

• Excellence Award due February 9, 2018

SAME

• Golden Eagle Dinner – March 7, 2017

• Joint Engineering Training Conference – May 23, 2018

Vote

• EPAC Meeting Minutes Vote passed through unanimous consent and the EPAC bylaws Section 4 will be modified to reflect the voted change by December 31, 2018

• January 2018 Meeting Minutes unanimous consent
