TERMS OF REFERENCESFORConsultancy on Health Qual Assessment in RegionsIntroductionHEALTHQUAL is a collaborative effort between the Ministry of Health (National AIDS Progamme Secretariat and Maternal and Child Health Department), and the Georgetown Health QUAL International. The overarching goal of the Project is to improve the quality of care provided to all children and people living with HIV/AIDS in Guyana. For Maternal and Child Health, HEALTHQUAL intends to improve the quality of well child care of children uninfected with HIV. The Project balances quality improvement and performance measurement while building a solid foundation of programmatic infrastructure. The main indicators that are assessed for child health are as follows:Vaccinations – Up to Date - Proportion of children with age-appropriate vaccines administered.Weight Monitoring – Proportion of children with weight measured at each clinic visit.Height/Length measurements – Proportion of children with height/length measured at each clinic visit.Head Circumference measurements - Proportion of children under 2 years old with head circumference measured at each clinic visit. Weight for Age Plotted on the growth chart - Proportion of children with “Weight for Age” plotted along curves on WHO Reference Growth Chart at every clinic visit.Developmental Milestones Assessment - Proportion of children with developmental milestones assessed at each clinic visit. In the Primary Health Care setting HEALTHQUAL was implemented initially as a pilot in 10 clinics, five well child and five clinics that provide both HIV and well child care. Currently, all regions have implemented health qual. Challenges have existed with the full implementation of this programme since the Information Technologist (IT) has left the programme. Information generation and input have also been hampered due to inadequate IT personnel /human resources.It is proposed that a consultant be hired to ensure that the programme and software installed in the computers are updated so as to ensure the successful implementation of Health Qual at the health facilities.The AssignmentThe consultant will collaborate with the Ministry of Public Health, EPI programme to upgrade the computers and conduct trainings on Health Qual in the ten (10) regions. The assessment will be conducted during the period September - November 2015.Specifically, the Consultant will:Visit and train all health workers in the ten regions on the Health Qual softwareConduct meetings with key stakeholders.Update all computers and prepare a detail listing of all the computers in all ten regions including date visited and works undertakenPrepare a draft report after each Regional visit is completed.Final report will be prepared in consultation with MOH and PAHO/WHODuration of the AssignmentThe duration of the assignment is three (3) months and will commence on 1st September 2015 and end on 30th November 2015 with the submission of the final report on the Health Qual project in all ten 10 regions along with recommendations.Products/services Conduct field visits and trainings in Regions 2,3, 4 , 5, 6 and 10Conduct field visits and training in 1, 7,8 and 9Presentation of the draft reports for each region one week after field visitsMeet with Key stakeholders then finalization of the reportPresentation of final report two weeks after consultation with stakeholders.Submission of the final report.
