MoEAC VACANCY LIST CIRCULAR (TEACHING POSTS FOR 2016)

1. GENERAL REMARKS

1.1 The vacancies contained in this circular currently exist on the establishment of schools of the Ministry of Education, Arts and Culture. These posts are for filling as from 01 January 2016.

1.2 Preference will be given to Namibian Nationals (proof of citizenship), who meet the requirements for appointment/promotions/transfers to the various teaching posts.

1.3 Preference will be given to disadvantaged persons, women and persons with disabilities, who meet the requirements for appointment/promotions/transfers to the various teaching posts

1.4 This circular must be brought timeously to the attention of all aspirant teachers and serving teaching staff members, who wish to be considered for full-time employment on entry level and in promotion posts.

1.5 The possibility is not excluded that mistakes have been made in the compilation of the requests for the advertising of these vacancies, or that a post has been advertised which should not have been so advertised. If such mistakes occurred and are later discovered, the Ministry reserves the right not to fill such posts.

2. APPLICATION PROCEDURES

2.1 The applicable salary levels, minimum appointment requirements and in some instances, an indication of the job description, are set out in Annexure "A" on general information. Please note that these requirements are in accordance with the Collective Agreement signed on 13 March 2006 between the Government of the Republic of Namibia (Ministry of Education, Arts and Culture) and the Namibia

National Teachers` Union (NANTU) on the appropriate appointment requirements for teachers as well as the amendment of the said requirement thereof. 2.2 Applications must be completed on Form 156043 ("APPLICATION FOR EMPLOYMENT") and Form 156094 ("HEALTH QUESTIONNAIRE"), which is obtainable from any school or regional office or webside .na of the Ministry. Applications must be addressed to the regional office of the Ministry under whose jurisdiction the school where the vacancy is indicated, resorts. A separate application must be submitted for each post applied for, and the corresponding number of the post as well as the post designation must be clearly indicated on each application.

2.3 Certified copies of qualifications, Identity Document (ID), Curriculum Vitae (CV) and at least 2 recent testimonials, must be attached to each separate application (do not submit original documents).

2.4 Applicants within the Public Service applying for promotional posts must attach letters of confirmation of probation.

2.5 Payment of salary of newly appointed candidates (entry posts) can only be processed once the candidate is in possession of a Certificate of Registration as a Taxpayer for Income Tax. Successful candidates should make urgent arrangements to obtain their Certificate of Registration as a Taxpayer for Income Tax as soon as they receive their appointment letters.

2.6 Appointment of any unqualified teacher will require the clearance by the Permanent Secretary.

3. CLOSING DATE FOR APPLICATIONS AND DUE DATES FOR NOMINATIONS

3.1 Closing date for submission of applications: Monday, 24 August 2015.

3.2 Compilation of schedules of suitably qualified candidates by Regional Human Resource Office Components, for submission of nominations by School Boards / Committees: Friday, 19 September 2015.

3.3 School Boards / Committees meet to finalize nominations: Between 21 September ?02 October 2015.

3.4 Regional Office Human Resource Advisory Committees meet to finalize appointments / recommendations: Between 05 ? 16 October 2015.

3.5 Regional Office Human Resource Advisory Committees meet to propose to the School Boards / Committees names of suitably qualified, but unemployed teachers willing to be placed at any school: Between 19 October ? 31 October 2015.

3.6 New appointments of suitably qualified candidates and promotions for 2016 finalized by: 02 - 14 November 2015.

3.7 Processing of salary advice of all 2016 appointments: 30 November 2015, or earlier.

4. APPOINTMENT POLICY

4.1 In its efforts to pursue the education goals of quality and efficiency, the Ministry is, especially at this stage of its reform strategy, striving to have in its employ school management staff who should possess appropriate knowledge, skills and attitudes; teachers at this level should have the capacity to manage educational change and renewal. This aspect is in fact stressed in the Education and Training Sector Improvement Programme (ETSIP), as well as the Wage and Salary Commission (WASCOM) Report and as per those recommendations, which have been approved by Cabinet. On the basis of the aforementioned, the Ministry will ensure that the appointment requirements are adhered to.

4.2 Appointments and promotions must also be made in consideration of the government policy of affirmative action [Affirmative Action (Employment) Act, 1998 (Act 29 of 1998)] so as to promote and ensure gender and racial balance at Schools [also, see Section 18 (b) of the Public Service Act, 1995 (Act 13 of 1995) and Public Service Staff Rule, Chapter B.II, Parts I - IV (Public Service Management Circular No. 23 of 2002)]. You are also hereby informed that where possible, recognized teacher union representation as observers at interviews be accommodated.

4.3 Due to the fact that women are generally under-represented at school management level, they should be encouraged to apply for posts at this level, and be given preference if they possess the necessary qualifications and have shown competency. Also, persons with disabilities are generally not represented in the teaching profession, and should also be encouraged to apply for posts, and be given preference if they possess the necessary qualifications and have shown competency.

4.4 However, in instances where male teachers are in the minority at a particular school, a similar approach should be taken. In each instance, school boards, human resource advisory committees and regional directors, as the case may be, must give priority and due regard to having a representative and balanced staff complements at schools, and act accordingly if the opportunity presents itself.

4.5 Where possible, the imbalances in the composition of selection committees, panels and related bodies should be addressed. In this regard, please consult General Services Circular No. 03 of 2006 dated 02 June 2006.

4.6 Please take note that posts advertised in this circular are external, and candidature includes staff members in the public service as well as persons from other sectors.

It is hoped that all concerned will cooperate to ensure that appointment actions are carried through properly and finalized by the afore-mentioned due dates.
