1,General

1.1 Background

Baidilu Drainage Area in Nankai District is a residential, cultural and scientific research area where research institutes, hospitals, schools and residential buildings gather, which were built many years ago. Also there are a lot of digital product malls and trading centers in Anshanxidao on the north and Baidilu in the middle of the Area. As digital market is getting hot rapidly in recent years, Baidilu is becoming the most important access road to the area.

Because of the low capacity of the current rain water pump station and because there is no rain water pump station at all in parts of the area, standing water in rainy season is a serious problem there. In a heavy rain, water depth can reach 0.3 – 0.4m, which can’t be drained in less than 8 hours. Flood there has serious impact on resident working and living.

1.2 Work content

Reconstruct upgrade rain water pipelines, pump station outlet trunks, wells, collection wells and pipes along Baidilu and roads on either side of it and realignment of some sewers;

Build a new rain water/sewage combined pump station and demolish the current temporary sewage and rain water pump stations;

Because rain water trunk construction and collection pipe and well upgrading works have strong impact on the road, the road is necessary to be rebuilt, while other roads will be structurally restored or overlain;

1.3 Major environment protection targets

Because project content is mainly drainage pipeline and pump station construction, the first row of residential buildings, research institutes and schools near to the construction sites are major protection targets, as in Table 1-2.

2,Major conclusion of environment impact appraisal (EIA)

2.1 Environment air EIA

(1)Construction period

There will be dust raise during construction when evacuation, backfill, demolition and transportation, loading, unloading and piling of sand, limb or other building materials are conducted for pump station and road construction, which has certain impact on air around the construction site. When protection measures are taken in comply with regulations and EIA requirements, the construction dust impact can be controlled to the lowest level.

During project construction, road reconstruction and overlay both have asphalt concretes surface. Asphalt laying produces asphalt smoke, major pollutant in which is a-BAP. Based on comparison result, through reasonable adjustment of construction plan and shortening asphalt transportation vehicle waiting time at site, there will not be obvious asphalt smoke impact on surrounding air quality and sensitive spots.

(2)Operation period

Nandaxi rain water and sewage combined pump station is designed totally underground. Enclosed collection of garbage screened by pump station rails, sand from sediment pool and pump station water collection tank controls the smell. And Odor produced there is collected with collection pipes and sent into biofiltration + active carbon devices. Based on comparison of similar odor treatment process monitoring data, smell inside of plant border will be controlled to a low level, satisfying the threshold of odor concentration 20 (non-dimensional) required in Odor Pollutant Discharge Standards of DB12/-095-95. The internal discharge reaches the standards and has no obvious impact on nearby residents (the resident building nearest to the border is 6m away).

2.2 Environment noise impact appraisal

(1)Construction period

During construction period, bulldozers, trucks, excavators in operation produce noise that will have strong impact on the site. Noise at the border is over Construction Site Border Noise Limit of GB12523-90 in different time of the day, including day and night time.

Since protection targets are close to construction site border, it is expected that during construction machinery equipment in work produces noise impacting on protection targets generally over day/night standard value in Sound Environment Quality Standards of GB3096-2008 (Category 1 and 4a). Day time construction machinery impact scope is 140m, while night time scope is 400m.

Project construction is pipe construction separated into sections. Pump station construction is mainly during day time. Therefore construction noise impact is temporary and the measures required by concerned regulations and EIA will reduce construction noise impact to the lowest.

(2)Operation period

After project completion, the main noise origin will be submerged pump in operation which will be weakened by the building and distance. North, south and east border noise impact value at night, plus current value, will satisfy the standard limit requirement in Industrial Enterprise Environment Noise Discharge Standards (Category 4) of GB12348-2008. West side day time noise values added can reach standards, while night time noise value will be over standards.

It is estimated that at Rongqiandongli 22#, 20# and 16# buildings, the night noise overlain value can satisfy requirements in Sound Environment Quality Standards (Category 1, 4a) of GB3096-2008. Rongqiandongli 15# building night time overlain value is over requirement in Sound Environment Quality Standards (Category 1) of GB3096-2008. Mainly because current background noise value monitored is high and already over standard night time value limit. But pump station noise contributes very little to the overlain value at protection targets, so that pump station operation noise will not have obvious negative impact on protection targets around it.

2.3 Water EIA

(1)Construction period

Workers’ living sewage and pressure test waste water can discharge into current sewers. Waste water from car wash and road surface can be reused after sediment. Through strict construction management, machine oil and other pollutant from the site will be controlled not to discharge into the river. Construction will have temporary damage to the soil at the north side of the bank, which will be restored after construction and will not leave negative impact to the bank. With all above measures taken, construction impact on water environment will be reduced to the lowest.

(2)Operation period

A connection control should be installed between rain water pipeline and sewage pipeline, so that initial rain water can be discharged into municipal sewage network. Rain water later on is estimated to have quality better than that required in Surface Water Environment Quality Standards (Category V), and will not have obvious negative impact on Jinhe water quality.

In this project, waste water discharged is mainly workers’ living sewage, whose total amount is 0.12m3/d, with polluting factors of pH, CODCr, BOD5, SS and NH3-N. Sewage content in this project is simple; water quality after septic-tank treatment can satisfy requirements in Sewage Comprehensive Discharge Standards (Class 3) of DB12/356-2008. Living sewage can be discharged together with sewage collected into Xianyanglu WWTP, which is a reasonable solution.

2.4 Solid waste

(1)Construction period

Solid waste in construction period consists of construction wastes, spoil and living waste which, if cleared in time, will not cause secondary pollution.

(2)Operation period

Solid waste in this project consist of mainly worker living waste, screen residue and sediment sand which can be taken away by regular solid waste collection system. Such disposal measures are feasible with no secondary pollution expected.

2.5 Social impact

Project social impact happens mainly in construction period, including impacts on transportation, office work and living. But based on construction plans, construction periods are generally 3 months. With reasonable impact lessening measures taken, the impacts can be reduced to the lowest. Besides, the impacts will disappear after construction completion.

2.5.1 Impact on transportation

Baidilu is a second level urban artery with large regular traffic. Project construction method at Baidilu is pipe-jacking, while the method adopted at surrounding roads is open-cut. Pipe-jacking construction machines have to occupy road areas and impact transportation at Baidilu for a certain period. Passing by vehicles have to avoid construction site and machines, causing lower speed and congestions.

2.5.2 Impact on office work or living

The buildings around Baidilu area are mostly research institutes, hospitals and schools with a lot of office staff and residents. Project construction will have impact on their work and life, which is:

1. Transportation impact: the traffic is mainly of office staff trips in work time and pupil and other resident trips to go to and come back from work places or schools. Main impact is that construction sites occupy roads, causing access inconvenience for people above mentioned.

(2)Impact on office work and rest: construction machinery equipment noise is strong, causing impact on people work and life around the site, especially on the first row. Further impact on people rest will be caused by noon or night operation.

(3)Impact on environment air: Project construction period is just between spring and summer, when wind is strong. There can be dust raising in construction sites where building materials and earth piles are kept, causing temporary increase of TSP concentration in the surrounding air.

3,Environmental management mechanism

3.1 Purpose

In order to ensure the implementation of various environmental protecting measures proposed in EIA and the inspection for the practice result, a science environmental management and monitoring plan should be systemically developed, so that to minimum the adverse impact caused by construction and operation of the Work in local economy, society and environment and to maximum carrying out the economical, society and environmental benefit, as well as to provide local environmental agency and concerned department with science reference for work monitoring.

3.2 Environmental management agency and responsibility

As a big difference in environmental management contents at construction and operation phase, and the difference of time order between them, the independent institution structure should be established, which will take responsibility in phased manner and withdraw after the end of the work. The management institution will start work at operation phase. It’s allowed that some time overlapping will happen according to work practices.

3.2.2 Environment management structure and responsibility during operation phase

In order to avoid the pollution issue emerged after completion of storm and wastewater combined pump station, a specified environment administration should be established or the environment management of this work is integrated into the existing management system during operation phase.

4,Main mitigation measures of environment protection

Focusing on possible adverse impact, main environment protection mitigation measure taken during construction and operation phase at the pump station is listed in table 4-1~4-2.

Monitoring and management agencies for the implementation of environment protection mitigation measures are 1) TURCCC; 2) TMECC. Other agencies are TJEPB and Nankai EPB. Above-mentioned agencies will deal with complaints at any time and be under public overseeing.

5,Environment Monitoring Plan

5.1 Developing Purpose and Principle

The purpose developing a environment monitoring plan is to monitor the implementation of various mitigation measures; to adjust accordingly environment protection plan based on monitoring result and to provide the reference for implementation time and option of environment protection measures. The principle developing a plan is based on main impacts projected at different time period in construction and operation.

5.2 Monitoring item

Monitoring items are main environment impact during construction and operation phase. Main impacts during construction phase are TSP and constructive noise, while odor and noise during operation phase.

5.3 Environment monitoring option

Environment monitoring option at construction and operation phase will be developed based on the feature of different engineering item, which listed in table 5-1.

5.4 Environment monitoring control

based on the project construction characteristics, considering similar work operation management experiences and environment management system (ISO14001)requirements, Owner should prepare environment monitoring programs, contents of which should be as following:

① Set up specified environment management organizations, with budget and staff ensured

② Based on construction plan and specific content in this report, prepare project environment management regulations, environment plans, training plans and pollution control measures.

③ Organize trainings according to training plans to ensure all staff’s sense of environment, operation capacity, including the skill training to take pollution control measures above mentioned.

④ Clearly assign tasks, specify responsibility for each person and conduct daily management according to plans ( including site inspections), so as to conduct monitoring and controlling of the proposed project.

⑤ Set up good information communication channels, especially for effective response to potential resident complains.

⑥ Organize relevant unit regular monitoring according to monitoring plans and to submit monitoring results to relevant authorities.

⑦ Correct promptly environment regulation violation or neighborhood disturbance during construction or operation. Prepare prevention measures and mend management methods when necessary to meet requirements of specific situations.

⑧ Remain good important environment management records, such as monitoring reports, resident complains and notes for environment violation correction with time limits.

⑨ Environment management institutes review implementation regularly and prepare environment monitoring reports of the proposed projects and submit them to concerned authorities. Based on the review comments by environment management authorities and the possible resident complaints and improve environment management monitoring procedures for a better environment management.

5.5 Environment monitoring report

Baidilu trunk construction period is May – Aug, 2010. Roads around Baidilu construction period is Aug. – Oct, 2010. Pump station construction period is May – Dec, 2010. It can also be divided into parts as: pump station underground, pump station aboveground, Baidilu current pipeline removal, new pipe laying, pipe laying for roads around Baidilu. According to requirements by China construction project environment management regulations and WB polices, Staged Environment Monitoring Appraisal Report should be prepared for environment authorities to make sure that all environment protection measures are being taken according to the approved environment monitoring plans, so that problems will be detected early, analyzed and summarized to control the negative impact in future.

Phased Environment Monitoring Appraisal Report should include:

➢ Implementation of environment management plans: changes in environment management mechanism, main content of construction in this phase, implementation of remedy measures, problems and reasons and next step improvement measures;

➢ Environment monitoring result and data: brief explanation of the data, expressing problems and failures to reach standards, analysis and correction measures. Resident complaint and solutions should be included when necessary;

➢ General comments and conclusions on environment management plan implementation and recommendations and plans for next half year.

When the proposed project is put into operation, Environment Monitoring Appraisal Report (generally twice a year) should continue to be prepared. Contents of it should include: environment management institute structures and changes, previous report review comment execution, monitoring regulations (time, interval, spot, meters and equipment used, standards adopted, etc, data statistic and analysis result, future pollution prevention measures, etc.

5.6 Environment monitoring cost

Annual monitoring cost, both in construction and operation period, is RMB115 thousand. For details, see the table below:

6,Environmental protection training

In order to smoothly and effectively implement this project, the staff (including construction personnel etc.) must be trained on the environmental protection knowledge and skill except for explaining importance of the proposed works and significance of implementation to the staff. Also the staff for working on different posts should be trained involving on different aspects. The training patterns are according to the environmental protection demands of the different phases. See the detailed training plan table 6-1 .

Annex: Description of Public Participation

1. The purpose and significance of public participation

According to Environment Impact Assessment Law of The People's Republic of China and the Order No. 253 1998 of State Council, and the Regulation for the Order No.58 2004 Tianjin Municipal Government, public participation is an important matter of the environment assessment. It is a kind of 2-way exchange between owner or environment assessment agent and the public, and an important means to coordinate and judge construction project for social and environmental impact. The purpose and function for public participation mainly show below:

⑴ To make the public understand and accept a project, so as for the project to have better environmental and economical benefit.

⑵To make the public understand environment impact caused by the works. It is important means to coordinate construction and social impact.

⑶To make the public understand mitigate measures of environment impact, confirm rationality and maneuverability of environment protection measures.

⑷ To provide opportunities for the public to put their opinions, to provide views and demands to the project, so as to actually protect the public benefits and enhance quality of environment decision-making with public judgment.

⑸ To accept the public scrutiny

2. Contents and patterns of the public participation

According to Temporary Methods for Public Participation in Environment Impact Assessment (EIA) published by the State Environment Protection Agency and imposed on March 18, 2006. Therefore the EIA refers to the Regulation of Temporary Methods for the public participation. The public survey was conducted through questionnaire and exposure at website.

2.1 Surveyors and sampling

The respondents are residents and staff near the scope of the project construction. The questionnaire should go through statistics and analysis to have public opinions, suggestions and recommendations.

2.2 The Publication Online

According to the requirements in Notice on Temporary Methods of Environment Impact Assessment (EIA) for Public Participation of Huanfa N0.28, 2006, during preparation of EIA, twice information publicity was conducted by owner at on March 29th, and April 20th, 2010. See below:

Such information shall remain open for the whole public exposure period. The publicity contents mainly include the following: brief introduction of the construction project; summarization of the environment impact possibly caused by the construction project; policies and measures for prevention or alleviation of adverse environment impact; environmental impact statements on environmental impact assessment conclusion points and so on. No feedback by any enterprises or individuals to EIA agency or Owner was received during the information exposure period.

2.3 Survey Result, Statistics and Analysis of the Public Participation

30 questionnaires were distributed and 30 were received, all of which are valid. See Table 2-2 below for the detailed information of the questioned. Their sex, age and education are in Table 2-3. And the result is shown in Table 2-4.

The following conclusions can be drawn according to survey statistics results:

(1)The respondents are 18 to 50 years old, of whom 90% have high school (secondary school) education or above. Their occupations are mostly cadres and employees. The surveyed are mostly residents and employees of environmental protection targets around the project. According to the introduction of the project, 100% of the respondents know the project, or basically understand the situation. Nobody said he had no idea of it;

(2)For the status of major environment problems, the first is noise, mainly because the project is near Baidi Road; the second is water pollution; and the third is odor., mainly due to summer heat, it is more obvious;

(3)For the major environment problem in project construction period, 53% of the respondents think that it will be noise, and 43% of them believe it will be dust cloud pollution;

(4)For impact on work and life during the construction, 57% of the respondents think that their rest will be affected, and 27% of them think their study or work will be affected, and finally, 16% of people think their trip will be affected.

(5)For the project's major environmental improvement, 20% of the respondents think the water environment will be improved, while 17 % of them think the air will be improved.

(6)60 % of the respondents believe that the development and construction of this project will help to improve living utilities, 33% of them think that it will improve living utilities, 2 % of them think it will not affect anything;

(7)All respondents attitude is to actively support the construction projects or generally in favor of it. There was no objection to it at all.

(8)Other views and suggestions by the respondents include:

①Reasonably arranging construction time and period, to reduce the negative impact on residents.

②Strengthening management during pumping station operation to reduce the odor impact.

In summary, the project site location and construction are in line with the planning. The people surveyed generally understand and support the construction of the project. Most respondents actively support it and are basically in favor of it. No people are against it. Owner express that they respect the public views, and will strengthen the management of construction and operation, and reduce the adverse impact produced by construction and pump station operation.
