We are rapidly approaching the FY10 Promotion Board cycle. The official message announcing the Promotion Zones is due to be released 12 DEC 2008. The following information is provided to assist you with your record review and promotion board preps.

- OFFICIAL MILITARY RECORD REVIEW:

It is HIGHLY RECOMMENDED that you review your official military record prior to your board date. You may do this by visiting the BUPERS Online

(BOL) website at . In conjunction with reviewing your OSR/PSR you should order your official record (disc) via the BOL site. There is also a new feature on BOL "Web Enabled Record Review" that allows you to view your current photo, FITREPS and Awards.

It is recommended that you print your record, to include your OSR, PSR, FITREPS and Awards and compare it to what is on your disc. It is also suggested that you view/print your OSR and PSR in the available PDF format as it is easier to review and matches what will be presented during your promotion board. When reviewing your record, ensure the

following:

Officer Summary Record (OSR):

1. 'Education' section: All degrees are listed.

2. 'Personal Decorations' section: All awards are listed.

3. 'Special Qualifications' section: All Additional Qualification Designators (AQDs) are listed (including those for IA/GSA). Examples:

a. MGT ACQ = Acquisition Corps Membership

b. AQLVLXMANUF = PQM Level X Cert

c. AQLVLXPROGM = PM Level X Cert

c. AQLVLXLOGIS = Logistics Level X Cert

d. IA JT OPS = IA tour *** There are numerous AQDs for IA/GSA tours. Your AQD may not match this example. ***

*If there are codes or acronyms that you do not understand - please do not hesitate to ask.

Performance Summary Reports (PSR): *** Pay closest attention to FITREPs from the last 5 years ***

1. Ensure all FITREPs are listed (including most recent).

2. Continuity of report dates (No gaps > 90 days).

3. Accurate traits - compare to your archived hardcopy (Correct # of 5s, 4s, 3s, etc).

4. Accurate individual average - check the math.

5. Accurate promotion recommendation - compare to your archived hardcopy (Check competitive group #s and EP, MP, etc).

- CORRESPONDENCE TO THE BOARD:

If you would like to send any information for board consideration, you must use official channels. Community Managers and Detailers are NO longer authorized to submit changes for eligible members. Any information provided to the board will be used only for the promotion board and will NOT update your official permanent record. Again, Community Managers and Detailers are NOT authorized to submit changes for eligible members - service members are responsible for all updates.

If you desire information from another individual (such as a Letter of

Recommendation) to be available to the board - you MUST include such information in YOUR letter to the board. NO OTHER individual can submit information directly to a board in your behalf. It does not matter how positive it may be - you are required to see all letters to the board that are submitted in your behalf. Therefore simply make it an enclosure to your letter.

- BOARD NOTIFICATION OF MISSING INFORMATION:

In the past, notification for any missing FITREPs or other record related items, was generated during the record review process and sent to the Community Detailer for distribution to each individual. Due to recent NPC mandated changes, that system of notification no longer exists. All 'Error Reports' created by the Assistant Recorders reviewing and preparing your record will be posted on the NPC website.

Please ensure you check the below link several times prior to your board's convening date. *** THIS IS THE ONLY MEANS OF NOTIFICATION FOR MISSING FITREPs AND OTHER IMPORTANT INFORMATION. ***

- OFFICER PHOTOS:

NAVADMIN 103/07 reinstituted the requirement for officers to submit photographs for their permanent service records. You are required to have a photo in current grade in your record.

- RETIREMENTS/RESIGNATIONS:

If you are planning to retire/resign after the board convenes, your record will still go before the board. If you have approved retirement orders, then your record will be stamped SECNAV RETIREMENT; with approved resignations your record will have a RESIGNATION stamp on it when it goes forward.
