There have been several changes to the board proceedings over the past few years and the purpose of this document is to capture those changes and advise the community on how best to prepare an individual's records for the promotion cycle.

One significant change is to the notification process for board discrepancies.  ***** PLEASE PAY PARTICULAR ATTENTION TO THE SECTION OF THIS EMAIL ON 'BOARD NOTIFICATION OF MISSING INFORMATION' *****  The detailer and OCM can no longer play a role in that process and it is now the individual's responsibility, as per BUPERS direction. 

The Navy as a whole is shifting more of the responsibility of record review to the individual and many of these changes are indicative of that.  **** Given these changes, and several others anticipated in the near future, IT IS IN THE INDIVIDUAL'S BEST INTEREST TO REVIEW THEIR RECORD ON A PERIODIC BASIS AND TO SERVE ON A PROMOTION OR ADMINISTRATIVE BOARD IF POSSIBLE ****

Below is a summary of the basic procedures to review and correct your military record.

- RECORD REVIEW:

It is suggested that you review your official military record prior to your board date.  You may do this by visiting the BUPERS OnLine website at the link provided below.  You may print your record (OSR/PSR) or review it online.

When reviewing or printing, it is suggested that you view the available .pdf files as they are easier to review and are what will presented during your record brief and vote during the promotion board.  When reviewing the record, ensure the following:

                1. Continuity of report dates (gaps of 90 days or less are acceptable)

                2. Accurate trait averages

                3. Proper representation of the promotion recommendation

                4. Proper listing of AQDs

                5. All degrees listed

- INFORMATION TO THE BOARD:

There will be information on the link that will explain how to obtain your official record via CD should you like to receive a copy.  If you would like to send any information to the board for consideration, recommend using official channels, Community Managers are not authorized to submit changes for eligible members.  The official address is provided below.  Any information provided to the board will be used only for the promotion board and will not be used to update your official record.

- BOARD NOTIFICATION OF MISSING INFORMATION:

In the past, notification for any missing FITREPs or other record related items, was generated during the record review process and sent to the community detailer for distribution to each individual.  Due to recent NPC mandated changes, that system of notification is NO LONGER in place.  ALL ERROR REPORTS WILL BE LOCATED ON THE ‘GENERAL BOARD INFO’ SECTION OF NPC WEBSITE.  Specifically, discrepancy reports will under the ‘Check for FITREP Discrepancies’ section (bottom right corner) of the General Board Info link.

Please ensure you review the above link several times a week prior to your board's convening date.  Again, **THIS IS THE ONLY MEANS OF NOTIFICATION FOR MISSING FITREPS AND OTHER IMPORTANT INFORMATION**.

 

- RETIREMENTS/RESIGNATIONS:

If you are planning to retire/resign after the board convenes, your record will still go before the board.  If you have approved retirement orders, then your record will be stamped SECNAV RETIREMENT, with approved resignations your record will have a RESIGNATION stamp on it when it goes forward. 

- PHOTOGRAPHS:

IAW NAVADMIN 224/05, officer photographs are no longer required or desired at promotion boards.  Do not take the time to update it as it will not be accepted at the board.

**** It is also important to note that any corrections made for the purposes of a promotion board, WILL NOT update your permanent record, meaning you will continually have to correct your record when it appears before a board.  ****

The best course of action is to update your permanent record before you go up for a promotion board.  For details on how to do that, you are invited to visit the NPC Career Info Page at .  Here you will find procedures and contact information for just about every situation you will likely face.  Request you browse that page and attempt to resolve the situation via normal means.  If things are not working out, request you then contact myself and provide a quick summary of past efforts to prevent any duplication of effort and additional time delays.
