The safe and effective introduction of new health technology requires that skills, resources and infrastructure be aligned to ensure safety, effectiveness and efficiency for individual patients, care teams, and the broader health service. As well as assessing the technology to ensure it is safe and that there are appropriate resources to support it, it is necessary to determine that individual clinicians are competent, and properly supported.Back to Table of ContentsScopeThis Procedure applies to all ACT Health operated facilities. All staff within ACT Health must adhere to this Procedure. The overarching policy for ACT Health is the ‘Introduction of New Health Technology’ that applies to the introduction of new health technologies and the review of existing technologies within ACT Health. This Procedure refers to the review of clinician’s credentials to use new health technology, and where necessary, amending their scope of clinical practice to include working with new health technology. Back to Table of ContentsSection 1 – Scope of PracticePrior to the introduction of a new health technology to ACT Health, where appropriate, the relevant clinicians must have their scope of clinical practice amended to work with the new technology. To effect this the following steps are required:Applications to introduce a new health technology must include details for credentialing, scope of clinical practice, and/or training requirements for the proposal; For CHHS, the relevant Executive Director is to advise the Chair of the Medical and Dental Appointments Advisory Committee (MDAAC) of the proposed introduction of a new health technology and any minimum credentials recommended by the Health Technology Management Committee (HTMC), as far in advance as practicable of the introduction of the new health technology; For senior medical and dental practitioners (SMDPs) employed at CHHS, credentialing is overseen by the MDAAC, in accordance with the Health Act 1993;Following receipt of this advice, the Chair of MDAAC must ensure that appropriate credentialing takes place.Note: For Calvary Health Care, Bruce, the Chief Executive Officer is to advise the relevant professional lead/s of the proposed commencement of the new health technology and any minimum credentials recommended by HTMC, as far in advance as practicable of the implementation of the new health technology. For applications that are relevant to Calvary Health Care, Bruce only, credentialing is overseen by their own credentialing committee.Factors that MDAAC needs to consider in making a decision include:that the new clinical service, procedure, or intervention has been approved in accordance with the Introduction of New Health Technology policy;that appropriate minimum credentials are agreed in order to enable the Committee to make an informed decision;that the SMDP has adequate insurance coverage for the new clinical service, procedure, or intervention; that the particular ACT Health facility has the necessary resources to support the safe provision of the new clinical service, procedure, or intervention; andthat the SMDP’s clinical outcomes for the new health technologies are monitored. Before granting the new scope of clinical practice, MDAAC must define the purpose and timelines of any possible probationary period, and any training or supervisory requirements.Back to Table of Contents Implementation This guideline will be implemented through emails to Executive Directors and Clinical Directors.Back to Table of ContentsRelated Policies, Procedures, Guidelines and LegislationPoliciesIntroduction of New Health Technology Policy Credentialing and Defining the Scope of Clinical Practice for Senior Medical and Dental PractitionersAnnual Renewal of Practitioner Registration policyStandardAustralian Standard AS3551.2004 Technical Management Programs for Medical DevicesThe Australian Council on Healthcare Standards (ACHS) – National Safety and Quality Health Service Standards (NSQHS)LegislationTherapeutic Goods Act 1989Back to Table of ContentsReferences Royal Australasian College of Surgeons (RACS) / ASERNIP-S: General Guidelines for Assessing, Approving & Introducing New Surgical Procedures into a Hospital or Health ServiceSydney South West Area Health Service: New Interventional Procedures: The Safe Introduction of New Interventional Procedures into Clinical PracticeBack to Table of ContentsDefinition of Terms Health technologies: are defined as “Therapeutic devices, medical or surgical procedures used in medical care, and the organizational and supportive systems with which such care is provided.” This definition includes therapeutic, diagnostic and screening procedures and equipment but not the evaluation of new drugs, either for addition to the formulary or as an individual patient therapy.
