Weymouth Town Council - Full Council – 14 May 2019Item 14Services and FunctionsPage 1Staff StructurePage 4AccommodationPage 5Contracts etcPage 7AssetsPage 9Services and FunctionsOn the 1st April 2019, Weymouth Town Council became responsible for the provision of the following services and associated assets.Beach ManagementThe strategic development and operational management of the Seafront inclusive of supervision (monitoring, advising and limited enforcement), general maintenance, contracts management, delivery of traded services, and licensing of activities. This includes: -Achieving the criteria and standards set out under the Blue Flag and Seaside Awards;All-encompassing responsibilities for 3.5 miles of seafront;Health, safety and welfare of over 1 million visitors to the seafront;Annually hiring in the region of 30,000 deckchairs, 5,000 windbreaks and over 4,000 sunbeds;Manage and accommodate 10 attraction concessions, 10 catering concessions and 4 retail outlets;Continually working with local, regional and national organisations, businesses and groups for the benefit of the environment and development of seafront area. Parks, Open Spaces, Cemeteries, Allotments and Play AreasThe provision of a wide range of high-quality facilities that are safe and secure to all in the community. The role of the service is to deliver an urban environment that is of appeal to all sectors of the community and visitors to the borough. Environmental sustainability, providing opportunities for education, health and exercise and ensuring equal access for all are also key. The responsibilities include:Management and maintenance of 18 play areas, 1 country park, 7 gardens, 1 sports field, 4 playing fields and 2 open spaces (Bowleaze and Bincleaves);Management of Green Flag gardens in Weymouth with the overall aim of maintaining and improving, where required, the quality of the gardens in terms of both physical features and the psychological benefits people gain from them. Grass cutting and grounds maintenance of 4 cemeteries plus grounds maintenance at 5 closed cemeteries throughout Weymouth;Strategic development of Tumbledown Farm;Production of 38,000 summer bedding plants, including carpet bedding plants, and 22,000 winter bedding plants at Lynch Lane Nursery;Management of 8 allotment sites providing 353 allotments; plus 2 self-managed allotment sites; Grass cutting and grounds maintenance of 18 residential open spaces; Tree management and planting schemes;Garden waste recycled composting operations;Support 6 Friends groups and 5 volunteer groups;Community consultation;Raising awareness within the community of public open space;Support 45 events in parks and gardens per annum;Securing lottery and other grants for various projects;Undertake grounds maintenance and assets inspections on behalf of and at cost to Dorset Council including Weymouth Crematorium, Weymouth Car parks, roundabouts (not including Manor, Chaffeys or the Jurassic) and verge/shrub/flower bed maintenance at Westerhall, Brunswick Terrace, Kings Statue and the Pavilion;Undertake play and tree inspections for Portland Town Council at cost;Production of hanging baskets for Dorchester Town Council and the Park District;Production of plants for Wessex Ground Services.Property & FacilitiesThe management, maintenance and/or operation of:9 public convenience buildings (plus 1 x temporary seasonal facility);In excess of 30 properties and assets;31 leases & licences relating to the use of Council land and assets;Clocks & monuments including King George statue, Jubilee clock, Victorian shelters, Weymouth Cenotaph, etc.Over 2 miles of water supply pipe;2000 + town centre/Christmas lamps plus 100 anchor points;Seafront lighting;Multiple mechanical and electrical service contracts and equipment.Events & FestivalsThe management, development, delivery and enabling of the Weymouth Events programme. This incorporates the following current priorities (for review): -Facilitation and management of in excess of 150 community, sporting, cultural and arts-based events together with major festivals; generating social and economic benefits for the Town, as well as raising the image and profile of the destination and the Weymouth Town Council;Maximising commercial and sponsorship opportunities through events and high-profile promotional sites to generate an income for reinvestment into service delivery;Development, promotion and diversification of the visitor economy through major events and festivals with a particular emphasis on out of season;Contribute towards the development and increase the level of community volunteer and local club involvement in the Town and with the Council;Generate publicity campaigns to promote the events programme and individual events throughout the year;Manage and deliver the Town’s civic events programme, including Nationally Accredited Armed Forces Celebrations and various annual commemorations throughout the year including Anzac, US Memorial, Remembrance munity DevelopmentCommunity planning and community development work in Weymouth; sharing best practice, networking, enabling projects and reducing inequalities focusing on the most deprived communities. Core to the role of community development is building “Strong and Resilient Communities”. This is delivered through the following core functions:Enabling, supporting and developing community capacity within local communities;Community engagement particularly with hard to reach/more vulnerable communities;Relationship building with communities and the voluntary, community and social enterprise (VCSE) sector;External funding leverage bringing money into the area by supporting funding bids. Town Centre ManagementThe coordination and management of the infrastructure, environment and public realm for the wellbeing of the town centre, whilst working with partners to create a town centre where shopping, working, living and doing business are positive experiences. This includes:Achieve Purple Flag for positive accreditation and the NTE;Support/interaction with Local Businesses and Organisations (BID, Chamber of Commerce, Civic Society, Community Groups, Disability Access Groups etc.);Working with Dorset Council; Crime and Disorder Liaison with Dorset Police and work closely on projects together i.e. Purple Flag, Community Alcohol Partnerships and general safety;Cleanliness and work with Dorset Waste Partnership;Public realm and place enhancements (including ongoing maintenance);Organise the Town Centre Officers Group and the Weymouth Town Centre Management Group;Link in with national and regional high street trends as a member of the ATCM;Awards and accreditation to Weymouth Town Council;Work with conservation officers to maintain well-kept building within our town centre.Civic ActivitiesThe Town Council is responsible for its civic activities. This includes mayoral functions, administration of twinning arrangements, civic services and the Mayor’s attendance at various Weymouth events and activities (Average 5 occasions per week).WTC staff structureThe Council staff team has a Senior Management Team (SMT) comprising the Town Clerk, Deputy Town Clerk, Business and Finance Manager, and Parks and Open Spaces Manager.The Council is holding over several vacancies, none of these pose a risk to the operation of the Council at this stage, except for the Democratic Officer post which is being recruited to currently. The Lengthsman and enforcement posts are being held over pending a decision from Council on the direction in which these roles should be progressed. Leases are currently being drawn up.WTC has taken over the freehold of the Commercial Road building and are leasing a section back to DC to ensure the local provision of key advice streams such as housing, revenues and benefits, licensing and planning, as well as providing a local office for DC payments.DC are providing office, workshop and storage space at Crookhill for the WTC parks and gardens team.WTC also has the beach office as part of the 125 year lease from DC. This is due to be redeveloped from November to provide new toilet and beach office facilities, along with some potentially lettable spaces. The details of these plans will be brought before Councillors at a future meeting to take key decisions including charging, some design aspects and the future of the potentially lettable spaces.WTC has also taken on the freehold or leaseholds of additional buildings that are not used to staff accommodation.
