NYS P-TECH RFP Question and Answer Eligible Applicants, Partners and Priorities I would like to know if a school district can submit two (2) separate P-TECH applications. We are interested in submitting one (1) application to run the program solo (without a partner school/district) and the second application would be a collaboration with another Nassau County school district. Yes, you may submit two applications as described above. Would a private non-profit college qualify as a partner higher educational institution? Must the partner IHE working with our school district be a state university?The partner IHE is not required to be a state university. Private colleges may serve as the partner IHE so long as they meet the requirements stated in the RFP. The higher education partner must be nonprofit, provide at least one AAS degree (or other two-year degree that is the industry standard for the targeted jobs) linked to the goals of the program, and award the degree at no cost to the student/family. NYS P-TECH students are NOT eligible for financial aid, such as TAP or Pell.Please note that higher education partners participating in a NYS P-TECH project, or the entity/entities responsible for setting tuition at the institution, are authorized by law to set a reduced rate of tuition and/or fees, or to waive tuition and/or fees entirely, for students enrolled in such NYS P-TECH project. Will an application be considered if there is already an active P-Tech grant in the same geographic region, assuming the new application engages new partners/fields and serves non-duplicative students?Yes, an application can be considered if there is already an active NYS P-TECH grant in the same geographic region. The application cannot be used to support, enhance or expand an existing NYS P-TECH Program. School districts that have an existing NYS P-TECH program can apply to begin a new program at a new location and with new degree pathways. Applications can include partners from existing NYS P-TECH programs as long as the proposal describes a distinct program. Experience with a prior NYS P-TECH grant should be included in the proposal narrative to demonstrate the capacity of the fiscal and implementation leads to implement a successful new program. Nor can this application be used to support an existing Smart Scholars program. Can a hospital system serve as an industry partner?A hospital system is not explicitly prohibited to serve as an industry partner. However, professions which have restrictions on minors being able to participate in integrated work-based learning experiences at the industry/employer partner are not suitable for NYS P-TECH. This is because NYS P-TECH program requirements include a six-year curriculum, beginning in 9th grade, that is sequential and integrates work-based instruction, provides preparation for a career field, and leads to technical skill proficiency and an industry-recognized credential. The six-year integrated scope and sequence should introduce work-based experiences and workplace activities in 9th grade, but no later than the 10th grade, and continue throughout the six years.Reminder: Jobs that do not require an AAS as well as those that can only be filled by individuals with a four-year college degree are not suitable for NYS P-TECH. Degree requirements must be able to be completed within a four-semester sequence, which does not include mandatory summer or intersession periods. For these reasons, degree programs which are not allowable include but are not limited to: Nursing, Radiologic Technology, Occupational Therapy Assistant, Physical Therapy Assistant, Massage Therapy, and Dental Hygiene. Special attention will be paid to the number of total and semester college credits required for the degree completion. For degree programs with more than 64 credits, applicants must explain how they can be completed in four academic semesters of normal registration. General ItemsOne of our local school districts is very interested in applying for the upcoming PTECH grant however, the school district has a concern about the high school diploma issue date. Is the high school diploma issued for PTECH students at the time that they graduate from high school or do they wait until they complete an associate’s degree and then earn both credential at the same time?The high school diploma for PTECH students would be issued when they complete their 2-year degree pathway OR after they have completed the high school requirements and the student decides to leave the NYS P-TECH project before completing their 2-year degree. The student is not issued a high school diploma until they are ready to complete the 2-year degree or they wish to leave the program and have completed the necessary requirements. ?Can the proposals that were submitted for the 2019-2026 grant period (RFP #GC19-007) be re-submitted for consideration?You may choose to reuse any portion of the previously submitted proposal for the current RFP (RFP #GC20-019). However, you must complete the forms and adhere to all directions found in the new RFP (RFP #GC20-019), including the submission protocols and MOU forms, etc.Does the career pathway proposed for the P-TECH grant need to be aligned with a CTE program at the high school or will non-CTE pathways also be considered?Yes, the career pathway proposed for the NYS P-TECH grant must be aligned with the CTE offerings available at the NYS P-TECH high school. Career pathways must be for high-skills jobs in high-demand STEM (science, technology, engineering and mathematics) career areas.Can you please elaborate on the following requirement: “By the end of this funding period each High School that has a P-TECH program within it must have a partnership that gives all students in the high school access and opportunity to obtain at least one college credit including but not limited to an Early College High School, Dual Enrollment, or Advanced Placement Courses. Such programming shall not be funded by this award (P-TECH). Such requirement shall be evidenced by an annual attestation by the Superintendent of Schools.”???????? ??????????? ??????????? Is the requirement that students who are not part of the P-TECH program in the school receive the opportunity to obtain at least one college credit via funding means other than the P-TECH grant? ?What outcome metric(s) pertaining to this, other than confirming that such an opportunity is available for students, will be required in our reporting?Yes, if the application is for a P-TECH program in a “school/academy-within-a-school model”, then the requirement is that students in the school who are not part of the P-TECH program receive the opportunity to obtain at least one college credit via funding means other than the P-TECH grant.The applicant lead and NYS P-TECH K-12 partner(s) can attest in writing that students who are not part of the P-TECH program have the opportunity to obtain at least one college credit via funding means other than the P-TECH grant.Is there a possibility of district collaboration as a distant learning platform?? No. The lead applicant and K-12 partner is committing to fully implement the NYS P-TECH model, serving all students in a common location beginning in 9th grade to assure that all students have a consistent, innovative program and college and career culture and all faculty have the opportunity to collaborate and focus on NYS P-TECH instructional and support services. Is it required that students begin the program in the 9th grade?Yes. Our IHE partner offers an Associate in Applied Science Degree in Landscape Development.? The degree has CAD embedded in the course curriculum and we are adding technology courses into the program as electives.? We have completed our research that landscape design is a STEM career and is an ‘in demand’ career that pays middle class salaries.? Please advise if this would meet the criteria of the RFP.? NYS P-TECH offers its students an Associate of Applied Science degree (AAS) or the two-year degree that is the industry standard for the targeted jobs in a high-tech field. Be sure to explain how the proposal’s chosen career pathway(s) meets the required criteria described in the RFP. ................
