CALL TO ORDER

Ms. Gordy called the meeting to order at 2:10 p.m.

APPROVAL OF MINUTES

Motion (I) was made by Ms. Viar, seconded by Ms. Pirrung and unanimously carried by the board to approve the minutes of the May 24, 2010 meeting as submitted.

COMPLAINT COMMITTEE REPORT

Ms. Portnoy stated that the complainant wrote a letter requesting that the complaint be reopened but the committee found no basis to reopen it.

NEW BUSINESS

Sunset Review Process

Ms. Trust spoke about the sunset review process which will begin around this time next year for the Board of Certified Interior Designers. One issue that has been recurring in the reviews of other design boards is the continuation of special funding. Ms. Trust noted that due to efforts by outside organizations the special fund legislation in 2008 included another five-year cap. Ms. Trust stated that the design boards are fiscally responsible and special funding should be made permanent.

OLD BUSINESS

Four-Year Interior Design Degree Program

The Board briefly discussed the effort to develop a four-year interior design degree program at a Maryland education institution. Ms. Portnoy asked why the effort was not successful in the past. Ms. Gordy replied that they were ready to go forward but due to the economic downturn, it was dropped.

Letter from Sally Layman

Ms. Trust wrote a response letter to Ms. Sally Layman regarding clarification of the law as far as the request for a permit for a commercial interior alteration with no change in structural integrity. Ms. Trust stated that the project clearly needed an Architect and that Howard County was correct in requiring an architect’s seal. Ms. Layman wrote Ms. Gordy and thanked her for the response.

CEU AUDIT REPORT

Ms. Edwards reported to the Board on the CE audit online program which randomly selects individuals when they renew online. As of this date, three have been audited and only one has responded timely. Ms. Edwards asked the Board if they would like to review the responses or would they prefer staff do the review and only bring issues to the Board as needed. The Board agreed that staff can review.

The other issue is how to deal with those who do not respond to the audit. Ms. Trust noted that the Board does not have regulations dealing with failure to respond to the Board’s communication. The Board agreed that they would like to propose regulations to that effect. Motion (II) was made by Ms. Pirrung, seconded by Ms. Portnoy and unanimously carried to propose regulations to make it a violation of the code of ethics to fail to respond to a communication from the Board.

NCIDQ DELEGATE AND ALTERNATE

It was noted that the NCIDQ Annual meeting is scheduled for this fall. Ms. Portnoy and Ms. Viar said that they would check their schedules to determine whether or not they would be able to attend.

OTHER BUSINESS

Continuing Education Committee Report

The Board approved the following Course(s):

The Board denied the course “How much are you Worth” Submitted by Education-Works, Inc. but said that they would approve the course if they would include ‘Sound Business Practices” in the title.

Motion (III) was made by Ms. Viar, seconded by Ms. Pirrung and unanimously carried by the Board to (approve and or deny) the CEU courses.

Record count of certificate holders

Ms. Daniels reported that there are currently 312 certificate holders.

Approved applications

No applications were approved since the last meeting.

Next Board meeting

The date of the next Board meeting is October 25, 2010.

ADJOURNMENT

There being no further business, motion (IV) was made by Ms. Gordy, seconded by Ms. Pirrung and unanimously carried to adjourn the meeting at 3:10 p.m.
