Director of Operations (Quality Improvement and Strategic Solutions Division (QISS))

This position will serve as Director of Operations for the Quality Improvement and Strategic Solutions Division and is responsible for making recommendations and governing the department's data strategies, continuous quality improvement, policy process, and quality management efforts in order to drive business decisions and success.

This position will lead, motivate and manage QISS teams that include the Data Strategies Unit (DSU), Continuous Quality Improvement Unit (CQI), and the Quality Management Units (QM). CQI is responsible for Department-wide continuous improvement; LEAN initiatives; Tennessee Center for the Performance of Excellent (TNCPE) ? Baldrige Framework; and standardizing the Department policy process. The DSU is responsible for data validation and assurance, single-source of truth for Department data, data analysis and exploration, predictive analytics, making conclusions, findings, and recommendations related to data-driven decision making and conducting data presentation. The Quality Management Unit is responsible for reviewing a statistical sample of various DHS services to determine if households are eligible and receiving correct benefits. Review results are interpreted and provide a statistical base of data for determining the State's accuracy and error rate.

Position Responsibilities:

1. Lead and Oversee Teams: Develop short and long term goals while assigning and prioritizing work product and ensuring quality of work. Establish, lead and motivate data owners and data stewards, policy teams and continuous quality improvement teams and champions. Motivate and inspire innovation team members.

2. Establish Policies and Standards: Establishes policies, standards, organization, and enforcement of DHS related business objectives. Establish enterprise standards (e.g. developing a common set of standards for naming, abbreviations, and acronyms.)

3. Data Governance: Establish and participate in the DHS data committees, workgroup or meetings. Organize and implement policies, procedures, structures, roles, and responsibilities that outline and enforce rules of engagement, decision rights, and effective management of information assets. Leverage a range of tools to implement how DHS captures, integrates, and share electronic information. Recommend an enterprise-wide data retention policy.

4. Maximize Quality and Continuous Improvements: Determine the department's current data quality and maturity levels and recommend and oversee improvements. Recommend and implement continuous quality improvement methodologies, processes and practices throughout DHS. Assist with providing consistent, clean, and integrated data to make more informed decisions. Define quality metrics, targets and controls.

4. Establish Business Performance Metrics: Build business performance visuals and provide timely information and insights that enable employees to improve decisions, optimize processes and plans, and work proactively. Recommend improvements and implement the department's data and quality management strategy. Coordinate and conducts presentations.

Position Requirements:

Bachelor's degree in statistics, applied statistics, business administration, or public policy, or related field required.

Master's degree in Business, Economics, Finance, Management, or Public Administration or related field is preferred.

Minimum of two years of experience developing research methodology and/or directing statistical research. Minimum of five (5) years of relevant experience required. Minimum of two (2) years of supervisory experience

required. Demonstrated ability to make continuous improvement required.
