LEP Peer Analysis

PURPOSE: The purpose of the Peer Analysis is to inform the concern about limited English proficient students' possible need for referral for Special Education evaluation. Is a student's apparent lack of progress due to their lack of English proficiency or some other factor? How is the selected student doing in acquiring English, in gaining proficiency in English, and in acquiring academic proficiency relative to their peers?

The Peer Analysis compares a LEP student to all other LEP students who came the same year, grade and placement level as the student in question. This ensures a comparison with the progress of similarly situated students from across the state.

LOCATION: In the EDS Limited English Proficiency application, select the "Reports" tab and the "Assessment" sub-tab. In the left margin, select "Peer Analysis".

DISPLAY: For the selected TBIP student and school year, this report displays the number of peers across the state, the percentage of these who had transitioned prior to the current year, the selected student's Bilingual assessment scores and the number of raw gain points from the previous year's Bilingual assessment, and the student's MSP/HSPE scores. In addition, percentile rankings are provided, comparing the student to peers who had the same placement English level and TBIP start year. The PERCENTILES are expressed as percentages for ease of presentation. Interpret these percentages as the student's percentile scores. Average performance is always 50% -- 40% is below average and 60% is above average.

HOW TO USE: Enter the SSID of the student in question and the desired school year. Results indicate how many students across the state are peers of the student in question, and what percentage of these transitioned out of TBIP prior to the selected school year. The results of the selected year's language proficiency test and any MSP/HSPE results are provided along with the percentile of peers who scored at or below the values of the selected student. The selected student's English proficiency percentiles cannot exceed the percent not yet transitioned. For example, if 50% of the peers have already transition prior to the annual WELPA test, then no matter how high this student scores on the WELPA, their percentiles cannot exceed the 50th percentile. This restriction does not apply to the MSP/HSPE scores since both transitioned and non-transitioned students test on these assessments.

LIMITATIONS: This report may take up to 3 minutes to complete the calculations, so please be patient. Students placed prior to SY 2005-06 are not available for this report. Results for Math and Biology EndOf-Course results are not included at this time.

BUSINESS RULES:

1. The student has been successfully reported to the system of record, either TBIP (SY 2011-2012 and earlier) or LEP (SY 2012-2013 and later).

2. The student was enrolled in a school in the selected district at some time during the selected school year.

3. The student received services in the LEP program at the school at some time during the selected school year.

4. During the selected school year, the student took a Bilingual annual assessment and/or an MSP or HSPE annual assessment, and the scores are recorded in the system of record for that school year.
