RR Donnelley has an opening for a Human Resources Manager based in Lewisburg, PA (with additional responsibility for our Quakertown, PA location.) The HR manager provides leadership to the management team and employees at two facilities and ensures human resources objectives are aligned with strategic business goals through effective employee relations, employee safety and organizational development strategies. This leader is expected to create vision, foster employee involvement at all levels and ensure compliance to employment laws. In addition, the HR Manager communicates, administers and implements all corporate human resources policies.

Required Skills

• Acts as a consultant to employees and management in the use of HR programs and processes. Communicates and oversees the implementation of human resources policies and programs related to compensation, employment law, employee health and safety, OSHA compliance, benefits, worker’s compensation, wage and salary, training, organizational and management development. Partners with other areas of HR to implement and continuously improve these processes to meet unit needs.  Advocates the use of the direct access for HR administrative tasks.

• Assists in the development of business strategies and goals.

• Serves as primary contact to ensure effective employee relations in matters of supervision, discipline, discharge, motivation, promoting a non-union environment, performance evaluation procedures, practice and polices.  Ensures management practices are consistent with all federal, state and local employment legislation and regulations.  Leads employee relations investigations and drives resolution of the issues.   

• Develops strong relationships with managers and employees by questioning, listening, observing, and analyzing data to determine HR needs.  Develops solutions and makes recommendations that align with the overall business unit goals. Ensures all necessary documentation is maintained.

• Partners with hiring managers to recruit candidates for job openings.  Develops and maintains workforce planning and forecasting documents to ensure short and long-term staffing levels are aligned to business objectives. Participates in the recruiting process from posting jobs to the first interview and assessment, candidate selection, employment offer and conducting new employee orientation.

• Counsels managers regarding procedures, interviewing techniques, employment legislation impacting recruitment practices and compensation parameters. 

• Manages affirmative action plans, strategic inclusion plans and compliance that adhere to state, local and federal laws and regulations for assigned management team.

• Assists management with investigations and reviews of workers compensation claims.  Monitors accidents and cost of claims.  Determines trends and develops corrective action.

• Provides leadership for cultural change by coaching people at all levels of the organization, removing barriers to success, analyzing and improving business issues, facilitating communication within and between groups of people, and advocating the highest standards of customer satisfaction.

• Partners with management team to identify organizational development and training needs to ensure alignment with corporate strategic goals.

• Deliver to employee populations the messages, programs, policies and procedures developed at the corporate level.

• Travel to the Quakertown PA location once per month, or as needed.

• Performs other related duties and participates in special projects as assigned

Required Experience

• Bachelor degree in Business, Human Resources, Industrial Relations, or a related field with 7+ years of experience within Human Resources OR demonstrated ability to meet the job requirements through a comparable number of years of applicable work experience that must include a minimum of 10 years of work experience within the Human Resource field.

• Working knowledge in all areas pertinent to the management of all HR functions including compensation, staffing, employee involvement, EEO/AAP and policy development.

• Current knowledge of all federal, state, and local regulations as it pertains to HR. 

• Experience managing Safety Training Programs, Workers Compensation claims management and other employee health and safety programs and requirements. 

• Successful experience in leading organizational change.

• Demonstrated ability in conflict management and counseling.

• Excellent communication, organization, facilitation and creative problem solving skills are also required. Ability to communicate with all levels in the organization.
