3. SCHOOL TRANSPORTATION & ENHANCED PEDESTRIAN SAFETY (STEPS) Mike Burke, Pinellas County Schools shared a slide presentation to the committee sharing information on the STEPS committee. STEPS goal is to make transportation to and from school as safe as possible. STEPS provides information on school transportation; safety issues regarding school transportation, school pedestrian safety and safe walk to school. STEPS also provides information on crossing guards, school demographics,

arrival/dismissal procedures and walk path issues. You can find Travel to School Safety information under "Families" on the Pinellas County Schools (PCS) home webpage, .

4. WALKING SCHOOL BUS PROGRAM Tiffany Sabiel, League Credited Instructor with Johns Hopkins All Children's Hospital, shared a presentation with the committee regarding the Walking School Bus Program. This program is geared toward getting children to exercise more, by walking to school. The Walking School Bus offers safety in numbers with parental volunteers, walking with children to school. The program offers exercise as well as social interaction of school aged children. It offers an alternative to parents who drive their children to school, thus reducing the traffic and traffic congestion. 5. FUTURE MISSION OF THE SCHOOL TRANSPORTATION SAFETY COMMITTEE Rodney Chatman, Forward Pinellas Division Manager, addressed the committee regarding the genesis of the committee and its original mission; and how other entities and committees may be overlapping the original purpose. This question was posed to the committee in the last meeting in September and brought back for discussion, as agreed. The primary focus is to consider whether there is value in maintaining this committee. PSTA feels it is not necessary they have a representative at the STSC meetings unless there is a need for PSTA to be there. As policy makers, it was determined that meaningful meetings are not always the case, however the committee feels it necessary to not disband, as this is also an advisory committee to the Board regarding school board and school transportation issues. The consensus is to keep the schedule of the meetings, but essentially refer to this committee as an ADHOC committee and meet on an as needed basis.

6. OTHER BUSINESS

A. Pinellas SPOTlight Emphasis Areas Update Mr. Chatman updated the committee on the SPOTlight Emphasis Areas. In terms of US19, staff is working with Pinellas County on expanding the scope of their economic assessment picking up Tarpon Springs in the North and Largo to the South. In terms of enhancing beach community access, we are continuing to work on SR60 multimodal implementation strategies. Community meetings and workshops have been held looking at multimodal improvements along SR60, including dedicated bus service from Tampa International Airport (TIA) to Clearwater Beach. A final draft of a model ordinance on how local governments might work with waterborne transportation in terms of ferry service should be completed soon. In the next couple of months we will cover the challenges and best practices in terms of how beach communities are requiring bicycle and pedestrian accommodations in local land development regulations. In terms of the Gateway Master Plan, we are still working on putting together the forum for the funding.

School Transportation Safety Committee ? June 7, 2017 3. Hazardous Walking Conditions Update

SUMMARY

In 2015, the Florida legislature amended the law relating to hazardous walking conditions ("Gabby's Law for Student Safety") for students. The law revised the criteria used to determine hazardous walking conditions for public school students and procedures for identification and inspection of the perceived hazardous location.

Specifically, school districts are required to work with the state and/or local government that has jurisdiction over the roadway to develop a plan to correct the identified hazard within the jurisdiction's five-year transportation work plan or provide a statement to the school superintendent indicating that the hazard will not be corrected. Such condition(s) must be jointly inspected by local law enforcement, the school district, the maintaining jurisdiction, and the Metropolitan Planning Organization (MPO). The law protects the school district in civil actions that may be brought against it because of hazards and allows the school district to enter into interlocal agreements with other governmental entities to identify and correct hazards. The law also provides for a toll-free telephone hotline to allow the public to report unsafe school bus operators.

Forward Pinellas and school district staff will give a brief update on the hazardous walking conditions process.

School Transportation Safety Committee ? June 7, 2017 4. Review of the draft STSC Bylaws

SUMMARY

In the late 1990's, the MPO established the School Board Task Force, which served as a forum of policy makers who worked to identify solutions to get children to and from school safely. In 2001, the task force was reconstituted as permanent committee and program with expanded membership that included two school board members to better balance the perspectives of the school district and local governments. The committee followed a task list, which included such items as ongoing review of signalization around schools, recommending safe pathways to and from school, working to provide carpooling support to schools, facilitating different issues that came forward between a local government and the school district, and advocating for changes in state law that would result in improved student safety. All of the items that were identified on the original task list have been completed and the coordination and collaboration between the school district, local governments, law enforcement and Forward Pinellas has been improved in many ways.

Since the original task force was established in a somewhat informal basis, bylaws were never adopted for the group. At the February 2017 meeting, Forward Pinellas staff presented a mission and vision statement for review and comment and offered to draft bylaws in order to clarify the purpose of the committee, requirements for voting and non-voting members, officers' titles and responsibilities, how officers are to be assigned, how meetings should be conducted, how often meetings will be held, etc. Attached are the draft bylaws for the STSC for review and comment. Forward Pinellas staff will revise the bylaws as requested and include them on the next agenda for formal endorsement by the STSC.
