We the owners of MSM…in order to form a more perfect Fantasy Football League, decree the following rules wherein franchises will be governed for the good of all while not inhibiting any one owner from creating a most dynamic organization…

MSM Keeper League Rules 2014

The results of the 2014 Keeper League Draft Lottery are:

Keeper Lottery Results:

1. Philly Express

2. Blue Light Specials

3. Keep the Pain

4. Dynamic Panic

Structure

· Each franchise must submit a seven player protected list to Commissioner Mathias by a deadline to be set each season by Commissioner Mathias prior to the draft that season. Typically, it will be due by 8 PM Monday night prior to the weekend of the draft.

· The draft will consist of 17 rounds.

· Drafting all 17 rounds is not mandatory, but it is highly recommended. Any owners wishing to acquire players after the draft will have to do so via Plan C, for a charge.

· If an owner has accumulated more than 17 draft picks for a draft, they may place a player on IR during the draft if said player is on an injury list. If an owner cannot place a player on IR, they would forfeit any picks once their active roster reaches 24 players.

· The maximum number of players allowed on an "active" roster is 24. Less than 24 are acceptable.

· There will be a three minute time limit on each pick in the first round and a two minute limit each subsequent round. If the pick is not made within the time limit, the next owner scheduled to pick may do so. With modern technology this rule will be strictly enforced.

· A late pick may be made any time after the time limit has expired for that pick.

· The draft order for the entire 17 rounds will be determined before the draft begins. It will be based on last year’s total fantasy points scored and the order will be maintained for all rounds.

· Each owner must protect 7 players from their previous season’s ending roster. This will also include any trades made during the off-season.

If a player is out for the year due to a preseason injury, an owner may protect that player without having them count against the seven - man protected list. This would count as one IR move for the upcoming season and there may not be any more than three players on IR at any one time.

· Players may be protected up to four consecutive drafts by the same team.

MSM Keeper Player contracts begin when a player is drafted and remains that way until the contract is up, as opposed to completely renewed when acquired by another team.

This would mean that if a player is drafted this year, which you can own players now when you draft them for five years, the year they are drafted and protect them for four drafts (longer if made a franchise player), protected him for one season then traded him to another team, the team receiving the player in trade would only be able to protect that player for three drafts as opposed to four, as you would inherit the player’s existing contract.

This rule would take effect beginning with the 2012 Keeper Draft, and all protected players for 2013 would start with a brand new contract.

· The draft order will be the reverse order of the previous season’s total points standings. Ties will be broken via coin flip.

· Draft picks present and future may be traded.

· Teams will be divided into three divisions at random at the MSM Keeper League Draft.

· The “McKinzie Rule” – a draft lottery in the Keeper League where the last place team in total points does not automatically get the top pick in the first round. The last four teams in total points will have their team names placed in a hat with the first round selection order determined at random during the NFL Draft Weekend by the MSM Rules Committee. The lottery draft order would only be applicable to the first round.

· The “McKinzie Rule” – Part Deux

In addition to the new Keeper League Draft Lottery passed in 2007, the lottery would become a “weighted lottery” after the upcoming 2008 season. At the 2009 NFL Draft and MSM Rules Committee Weekend, a weighted lottery would take place where the bottom four teams from the previous season in total points scored would have their names drawn from a hat. The breakdown would be as follows:

12th Place – 4 entries

11th Place – 3 entries

10th Place – 2 entries

9th Place – 1 entry

Paper would be pulled from the hat until the 2009 draft order is determined for the first four picks of the draft. Right now, all four bottom teams have an equal chance of winning the lottery.
