 Statement of WorkforProject Management Certification Training program*Note that this sample has been revised from the source document on the Government Point of Entry as necessary to align formatting and applicable FAR procedures.* BACKGROUNDThe U.S. Government Publishing Office’s (GPO) mission is “Keeping America Informed” as the Official, Digital, and Secure source for producing, protecting, preserving, and distributing the official publications and information products of the Federal Government. Human Capital - Workforce Development, Education, and Training (HC-WDET) is located at GPO headquarters in Washington, DC. It is the agency’s principle training division, established to ensure that GPO develops and retains its employees who carry out its mission. Most of the employees are based at GPO's headquarters, located in Washington, DC which operates 24 hours a day, seven days a week. GPO has an ongoing need to train it’s a workforce. Project Management training and certification is one of the trainings GPO offers its employees.OBJECTIVEThe objective of this procurement is to obtain Project Management Training and Certification for GPO workforce so that the employees gain the real-world skills needed to manage projects, estimate risk, develop leadership skills and improve the mission effectiveness to our personnel at the US Government Publishing Office and our sites throughout the continental U.S. It is also to solicit proposals for the delivery of Project Management training onsite; to identify a contractor to provide commercial off the shelf courses that meets GPO’s project management training needs, and is approved by the Project Management Institute (PMI) under its registered training and via web based courses to address the programs in the current Project Management curriculum. The contractor should be able to provide individual training courses and courses in a curriculum that will prepare GPO employees to take and pass any of the current Project Management certifications offered by PMI. We ask that the contractor be partnered with an accredited university in order to provide certification jointly with the university after successful completion of the training. After training, we would like for the employees to successfully demonstrate the skills and knowledge to lead project teams. There should be an evaluation at the end of each course that is tailored after the Project Management Body of Knowledge guide (PMBOK Guide) jointly developed by the contractor and the university. After attending PMP Boot Camp course and reaching PMP certification eligibility criteria/PMP certification application process, we expect that the training would fully prepare the employees to take and pass the Project Management certification for which they were trained.SCOPEObtain Project Management training for GPO employees that meet Project Management Institute (PMI) certification training requirements and to maintain Project Management certification continuous learning point from PMI. The training is identified to also fulfill the following purposes: (1) to increase awareness and provide basic overview of Project Management concepts; (2) to aid contracting officers, IT, and print services specialists who serve as primary project managers and administrators on specific, agency-wide projects, and (3) to increase the skill level of lead project program planners, contracting officers, IT specialists, and print services specialists who serve as primary project program managers and administrators on specific, agency-wide projects.3.1The contract will cover all Project Management certifications and continuous learning courses approved by PMI to maintain certification.3.2HC-WDET is asking for a blanket purchase agreement for this contract with a one year base period and four (4) one year option periods. The period of performance, including all options is as follows:Base Period, Award through September 30, 2019Option period 1, Oct 01, 2019 – September 30, 2020Option period 2, Oct 01, 2020 – September 30, 2021Option period 3, Oct 01, 2021 – September 30, 2022Option period 4, Oct 01, 2022 – September 30, 2023Under a blanket purchase agreement of the amount of $[insert ceiling amount], it is our intent to identify a contractor jointly affiliated with an accredited university to provide training that addresses GPO’s Project Management training needs with commercial off the shelf courses based on the current Project Management curriculum from Project Management Institute that yields to certification.TASKCourse MaterialThe contractor shall provide their commercial off the shelf handouts, presentations, hands on exercises, and the supplement associated with the delivery of a course three weeks prior to the course start date. GPO must take delivery of any course materials that the contractor ships to the GPO offices at least three weeks prior to the training. The contractor will provide complete electronic file of all related training materials. GPO Contact Case StudiesIf requested by GPO, the contractor shall add GPO specific scenarios as substitutions for cases studies.Course Kickoff MeetingA course kickoff meeting (web or phone conference call) with GPO management and subject matter experts will be held two weeks prior to the course to discuss logistic matters, course material, target audience. The course instructor must attend the meeting. Course DeliveryTraining will be delivered by live classroom and or web based audio/video conference to our regional employees. The presentations will include a combination of lecture, demonstration, hands-on exercises, etc. The courses will normally be delivered between 8 a.m. and 7 p.m. (EST), the exact dates/times of the course deliveries will be negotiated between GPO HC-WDET and the contractor. For on-site deliveries, the contractor’s instructor will arrive at the classroom location at least 45 minutes prior to the start of class.Course EvaluationGPO’s standard course evaluation will be used as the end of course evaluation. The contractor will provide the completed evaluations to the COR and respond to the COR on any questions related to the evaluations. The contractor shall agree to correct any issued raised on the evaluations that are within the scope of this contract. The contractor should price course as one, two, three four or five day’s course.GPO HC-WDET would like to look at the suggested course offerings from PMI and combine them to accomplish what we want.A GPO HC-WDET training manager will be available for assistance for all required services.Work for troubleshooting and training preparation can be performed offsite to minimize costs.Contractor shall be available onsite to provide onsite and web based training for shift 1 from 8 a.m. to 5 p.m. shift 3 from 11 p.m. to 7 a.m. and not to include lunch breaks or weekends. Contractor must be willing to adjust time for shifts 1 and 3 to accommodate the needs of GPO’s business units’ workload.Contractor must pass the standard government security clearance threshold.Supplied resource(s) should have appropriate skill levels to successfully complete the tasks herein.The contractor shall be in good standing with the Project Management Institute (PMI) and is a PMI registered education providers (R.E.P.). The contractor should be able to provide instruction for all courses listed under the project curriculum that includes the following certifications.Project Management Professional (PMP)PMI Agile Certified Practitioner (PMI-ACP)Program Management Professional (PgMP)Certified Associate in Project Management (CAPM)The contractor shall be in good standards as a registered education provider (R.E.P.) with the Project Management Institute (PMI) and the courses shall be approved by PMI for professional development units and continuous learning points.The contractor shall use the current edition of the Project Management Body of Knowledge (PMBOK) when delivering courses. 6.0KEY CONSIDERATIONSThe services provided by the contractor shall adhere to the following specific WDET Requirements:Contractor shall use case studies in their training based on GPO specific cases if requested by GPO. The contractor shall incorporate the GPO strategic plan into the course content and use the plan when developing exercises, to included, developing operational goals, action plans, and execution performance metrics.The training sessions will be held at GPO Headquarters (732 North Capitol Street N.W. Washington, D.C.). Dates and times of training will be negotiated and agreed upon by WDET and contractor.HC-WDET will require contractor to provide commercial off the shelf instructor led classroom training for up to 30 participants – 24 onsite and 6 via web based (regional office participants are included in the total number of students and will participate via web based telecommunications (VTC).Contractor may not cancel or change dates and times of training unless agreement is reached with HC-WDET and is submitted in writing.HC-WDET has the right to reschedule or cancel training dates based upon attendance if done so up to fourteen calendar days prior to the date.Instructor resumes must include at a minimum: 1. formal project management education from a college or university, such as, courses completed, certificates awarded, or degrees awarded, 2. project management certifications, present and past, and 3 In the last 5 years of experience teaching the courses outlined in the SOW.Instructors resumes must be presented to the COR for review at least 60 days in advance before scheduling training.GPO reserves the right to select and approve instructors.8.0DELIVERABLESThe contractor should be partnered/associated with an accredited university that jointly provides a completion certificate after successfully completing the training.8.1After successfully demonstrating the skills and knowledge with leading project teams, attending PMP Boot Camp course and reaching PMP certification eligibility criteria/PMP certification application process, the participants should be evaluated by a test jointly prepared by the contractor and the accredited university. 8.2Course DeliveryThe contractor shall deliver courses based on the Project Management certification map of the PMI. All courses shall meet or exceed the Project Management Institute’s registered education providers (R.E.P.) requirements. HC-WDET will be available to assist the contractor with managing courses logistics (e.g. class scheduling and marketing). Contractor shall have the ability to provide on-site training.Contractor shall understand and apply adult learning theory techniques.Contractor shall demonstrate customer engagement and experience.Contractor shall agree to participate in delivering class instruction to GPO regional offices via integrated voice, video and Web conferencing (known to GPO as Video Teleconferencing (VTC)). VTC participation can take place simultaneously with live classroom broadcast or by itself with broadcast to regional offices only. GPO will schedule, setup and oversee VTC capabilities for all classes.Contractor to provide instructor led classroom training for up to 30 participants – 24 onsite and 6 via web based - in total per class (regional office participants are included in the total number of students and will participate via Video Teleconferencing (VTC).The Contractor shall ensure that any technical questions/issues that arise prior to training are addressed with the COR prior to the training date.Training materials should not contain contractor marketing materials.For classes given at GPO Headquarters, the contractor’s instructor shall arrive at the classroom location at least 45 minutes prior to the start of class.Contractor shall be required to address any issues that arise in student evaluations that GPO brings to the attention of the contractor.SCHEDULESDates and times of training will be negotiated and agreed upon by HC-WDET and contractor.GPO RESPONSIBILITIESThe sole course evaluation will be provided by HC-WDET; The results will be shared with the contractor if requested.GPO will decide on the Project Management Certification to be offered at any given time.All training shall be done at GPO and GPO will provide training rooms for classes to be held at the GPO office in Washington, D.C.Should GPO need to cancel or postpone the training, GPO will notify the contractor at least TWO weeks (fourteen days) prior to the training date.EVALUATION PRODUCTSThe contractor shall be responsible for utilizing HC-WDETs course evaluation to conduct training evaluations which addresses the approach, methodologies, and delivery of all courses. ................
