SUBJECT: RECRUITMENT POLICY, 2022 FOR EDUCATORS

One of the major objectives of the Government is to provide qualified teachers for the better education of students and also provide opportunities to unemployed qualified workforce. In this connection, School Education Department, Government of the Punjab is going to introduce this Recruitment Policy (herein after to be referred as the Policy) to recruit Educators on contract basis to improve quality of education and also to increase enrollment of school going children, their retention and to reduce dropouts. This Policy has repealed and replaced all the former Recruitment Policies issued by School Education Department, Govt, of the Punjab, Lahore. All vacancies left over in earlier recruitment policies shall be filled in under the Policy.

Pre-screening of Educators of all categories in BS-14 & BS-15 will be

made through a Testing Agency prior to open merit selection through District

Recruitment Committee (DRC) except Secondary School Educators (SSEs) BS-16

which will be made through Punjab Public Service Commission (PPSC).

The Policy will ensure merit based competition, transparent and fool

proof selection of candidates. This policy will also be instrumental for delivery of

quality education to the students by recruiting Educators having relevant degrees /

subjects. The recruitment against the posts of Educators will be made at District

Level However, the candidates applying in their home tehsil will be awarded 05

additional marks. Nomenclatures of posts with Appointing Authorities are attached at

Annex-A, Minimum academic qualification for each category of post is detailed at

Annex-B.

4. ELIGIBILITY CRITERIA:

A. The applicant shall possess the minimum academic qualification prescribed for the post he/she will apply for recruitment.

NOTE: i. The qualifications prescribed in the Policy will only be considered for

appointment against a specific post. In case an issue of equivalent qualification is raised then only those qualifications will be considered as an equivalent qualifications for appointment against specific posts or category of post that have already been declared equivalent by the Qualification Equivalence Determination Committee (QEDC) constituted by Governor of the Punjab under Section 23 of the Punjab Civil Servants Act 1974, i.e. the Competent Forum to consider and approve cases for determination of equivalent qualification for a specific post or category of post. ii. As the scheme of studies i.e. BS (Honors) (16 years education) is being adopted in the Universities/Colleges, therefore it will be considered equivalent to Master Degree (16 years Education). However, the BS (Honors) (16 years of education) will be in the subjects as prescribed in the Policy. iii. Applicant having 3rd division in his /her Master degree will not be eligible to A aPP'y against the posts advertised under the Policy. The appointing

authorities shall ensure that no application is received mentioning 3rd division. At the time of receiving of applications it will be scrutinized properly for this purpose.

(B) AGE LIMIT FOR FRESH. IN-SERVICE AND DISABLED CANDIDATES FOR EDUCATORS:

(a) For fresh candidates (Male) For fresh male candidates, minimum age shall be 20 years and maximum age shall be 30 years plus 5 years general relaxation in upper age limit across the board.

(b) For fresh candidates (Female) For fresh female candidates, minimum age shall be 20 years and maximum age shall be 30 years plus 05 years general and 03 years special relaxation admissible for female candidates across the board.

(c) For fresh disabled candidates (Male & Female) Fifteen (15) years age relaxation in upper age limit across the board for disabled fresh candidates for the posts of Educators vide S&GAD's Notification No.SOR-l(S&GAD)9-3/2020 dated

02.02.2021. However, benefit of general age relaxation of 05 years shall not be applicable in their case. (d) For In-service candidates (Male & Female) For in-service candidates, the period of his/her continuous service shall be excluded from his/her age for the purpose of upper age limit prescribed for the post after consideration of 05 years general age relaxation admissible to fresh candidates. (e) Ex-Defense Forces Officers / Personnel Ex-Defense Forces Officers / Personnel are entitled to grant of age relaxation in their upper age limit equal the period of service rendered by them, subject to a maximum of 10 years. However,

benefit of general age relaxation of 05 years shall not be applicable in their case. In-service candidates shall apply through proper channel. The applicant from other Departments will also submit Service Certificate issued by his / her Appointing Authority along with his / her Application Form. The employees already working in School Education Department, Government of the Punjab shall also submit their applications through proper channel; otherwise, their applications will not be entertained. However, he / she may submit an advance copy of application through his / her immediate officer to the concerned office as prescribed in the Policy. (h) In-service applicant on his / her contract appointment shall not be entitled for pay protection.

Note (I):

As per S&GAD (Regulations Wing) Notification No. SO.SOR-I

(S&GAD)9-2/2022 dated 26.01.2022, two years general age relaxation shall be

admissible, in addition to age relaxation admissible under rules for the recruitment of

posts with effect from 1st January 2022 till 31st December 2022.

Note (ID: i. No further age relaxation will be allowed in any case. ii. Age shall be determined on the basis of date of birth reflected in Secondary School Certificate and shall be calculated as provided under Rule 18(2)(i) of Punjab Civil Servants

(Appointment & Conditions of Service) Rules 1974. Age shall be reckoned as on the first of January of the year in which the written exam for the post is proposed to be held. Bonafide residents of District will be considered for recruitment against the posts of Educators. iv. Married female candidate can apply on the basis of either her husband s domicile or her own domicile. In case married female wants to apply on the basis of domicile of her husband then she must produce an attested copy of her husband's domicile and Computerized Nikah Nama. Note: (In case a married female candidate applies on the basis of both domiciles, (her husband's domicile as well as her own domicile) then her candidature shall be considered against her husband's domicile only. v. Male / Female candidates may also select test center as per their convenience / choice. However, they will have to mention their domicile District in the application form for the test for generation of result. vi. Male applicants are only eligible to apply in male schools and female are eligible to apply only in female schools.

5. QUALIFYING MARKS FOR ENTRY TEST:

Entry/screening test will be conducted by the Screening / Testing Agency duly selected for the purpose. ii. In the screening test, the candidate for the posts of Educators will have to secure at least 50% marks; otherwise, he/she will not be eligible to apply for recruitment against the posts advertised by the Districts under the Policy. Course outlines for screening test against different categories of posts is attached at Annex-C. The candidate cannot claim any change in the Course Outlines. 6. RESERVATION OF QUOTAS:

(i) 3% quota of total allocated posts of each category of Educators shall be reserved for disabled persons.

(ii) The District Officer (Social Welfare) concerned while issuing disability certificate for consideration of a candidate against a specific post / posts shall also certify that he / she is suitable for teaching and his / her disability will not hinder in effective teaching in school and co-curricular activities.

(iii) 5% of the total number of advertised posts in each category of Educators shall be reserved for Minorities (Non-Muslims).

Note (I):

Basic qualifications for the post of ESE (Science & Arts) for the candidates of Tribal Areas of DG Khan & Rajanpur are reduced from Masters degree to Bachelors degree, as a one-time dispensation. In case candidates belonging to these areas, possess Master Degree then 05 additional marks shall be granted to them.
