PRIMARY PURPOSE:

Responsible for ensuring compliance with accountability standards, laws, regulations, and policies. Examine the effectiveness of the district’s system of internal control through the development and implementation of a system of accountability for performance improvement.

QUALIFICATIONS:

Education/Certification:

Bachelor’s degree in accounting, management, finance, or business

Master’s Degree and CPA certification preferred

Special Knowledge/Skills:

Evidence of the ability to acquire, analyze and report a variety of data

Knowledge of the PEIMS reporting process and accountability system

Evidence of an understanding of system accountability, research, and development

Strong analytical, organizational, communication, and interpersonal skills

Ability to plan and conduct financial and management audits

Knowledge of generally accepted accounting principles

Ability to interpret policy, procedures, and data

Ability to use personal computer to analyze and organize data into required reports

Experience:

Three years in a related field

Preferred auditing and statistical experience

MAJOR RESPONSIBILITIES AND DUTIES:

| |Review the reliability and integrity of financial and operating information and the means used to identify, measure, and classify such |

| |Review departmental records, reports, documentation, and operating procedures to ensure compliance with federal and state law, State Board of|

| |Education rule, local board policy, and administrative procedures. |

| |Review the economy and efficiency with which resources are employed, including equipment, buildings, and manpower. |

| | |

| |Review the means of safeguarding assets and verify the existence of such assets. |

| | |

| |Review financial operations and programs to ascertain whether results are consistent with established objectives and goals and whether the |

| |operations and programs are being implemented as planned. |

| | |

| |Compile, maintain, file, and present all reports, records, and other documents as required. |

| | |

| |Serve as liaison for and coordinate activities of independent outside auditors and state agencies. |

| | |

| |Responsible for the district student enrollment and transfer system and policies |

| | |

| |Comply with policies established by federal and state law, State Board of Education rule, and local board policy in the area of internal |

| |auditing. |

| | |

| |Ensure the timely and accurate reporting of the Public Education Information Management System (PEIMS). |

| | |

| |Collaborate with other personnel to provide quality assurance and control for all district reports, plans, surveys, external funding |

| |requests, and other areas as determined by the superintendent. |

| | |

| |Utilize district-wide testing and data analysis to influence school improvement initiatives. |

| | |

| |Facilitate the analysis of all systems district-wide for the purpose of continuous improvement. |

| | |

| |Obtain and use evaluative findings, including student achievement data, to examine program and administrator effectiveness. |

| | |

| |Contribute to the recommendation of sound policies directed toward the improvement of all district practices. |

| | |

| |Develop and maintain a database reflective of student performance at all levels of the district. |

| | |

| |Serve as primary source of internal and external research data. |

| | |

| |Serves as liaison to Region VIII and TEA for all compliance and accreditation issues. |

| | |

| |Assist staff in meeting, interpreting and documenting accreditation standards. |

| | |

| |Coordinate all TEA accreditation and/or compliance visits to the District. |

| | |

| |Ensure that programs are cost effective and funds are managed prudently. |

| | |

| |Facilitate the care and protection of District property. |

| | |

| |Implement the policies established by federal and state law, State Board of Education rule, and the local board policy. |

| | |

| |Facilitate all quality and compliance issues associated with the implementation of the District student management system. |

| | |

| |Develop professional skills appropriate to job assignments. |

| | |

| |Utilize information provided through assessment instruments and the district appraisal process to improve personal performance. |

Secretarial staff, MIS Coordinator, and Quality Assurance Coordinator

While performing the duties of this job, the employee is regularly required to sit; stand and move throughout the facilities. Duties also require repetitive hand motions; prolonged use of computer; moderate standing, stooping, bending, lifting/transport of up to 50lbs.Frequent district-wide and occasional statewide travel; occasional prolonged and irregular hours.
