CITY OF FAIRFIELDRegular City Council Meeting#FY 20-18Thursday June 18, 2020The Mayor Terry Lee called the City Council meeting to order at 7:02 p.m. Roll call was taken by Mickey Dalin. In attendance were Council Members: Barbara Cutler, Doug Hoskinson and John Pine. At the start of the meeting Tyler Ballard was in-route. Tyler was at the meeting@7:30. Jerry Scovill and Antonio Conti were in the audience. APPROVAL OF AGENDA: Councilmember John Pine moved to approve the agenda as written with the addition of the Safe and Sane Fireworks permit Second by Councilmember Barbara Cutler Motion passes 3-0.CONSENT AGENDA: Councilmember John Pine moved to approve the consent agenda as a whole. Second by Councilmember Doug Hoskinson motion passes unanimously by roll call vote 4-0. TABLED ITEMS:Nuisance Ordinance: remained on the tableOrdinance #263 Vandalism in Park: remained on the tableSnowplow Policy Review: remained on the tableSpecial Events Permit C Me Later Pandemic Rodeo- Councilmember John Pine moved to take the special events permit off the table. Second by Councilmembers Doug Hoskinson motion passes 4-0. The Mayor stated that the item was tabled because there was not insurance attached to the special events permit at the last meeting. As of tonight, there is insurance for the rodeo. The item was discussed. The Council wanted to make sure Mike Stewart was aware that because of covid-19 social distancing was required. Mike Stewart was called and asked some questions. Mickey was instructed to write a letter and e-mail to the C Me Later Pandemic Rodeo to ask questions spelled out by the council. Surveying-Ackerman Estvold-ACTION ITEMNEW BUSINESS:Special Events Permit.-ACTION ITEM The Mayor addressed the two special events permit one for Ski Patrol BBQ and one for Community Church Vacation Bible School BBQ and Safe and Sane Fireworks Permit Councilmember John Pine moved to approve all 3 special events permits Second by Councilmember Barbara Cutler motion passes 3-0. Livestock in the City Limits-ACTION ITEM-. The Mayor explained why the item was on the agenda. There has been an instance where people were concerned about a horse. Mayor Lee does not like the way the policy is written. Council discussed. Mickey was instructed to check into getting rid of livestock within the city limits and ask about if we have to grandfather livestock with the attorney. Budget Expenditures Discussion-ACTION ITEM- Mickey Dalin asked the council to review the expenditures and let her know if there are any questions. CONTINUED BUSINESSSidewalk Discussion: no reportMOU SHERIFF’S OFFICE-no reportServline Insurance-Action- Item- no reportAkerman Estvold -Antonio Conti met with the City Council and updated them about some additional documents that USDA was asking for the sewer project. He also asked about doing some surveying on private property while doing the City’s survey. City Council had no problem with the surveying on private property. FEMA Revised Maps- no reportCross Connection Ordinance Manual- no reportDiscussion on New Truck for Public Works Mayor Lee went over the state bids for Trucks to give the council an idea. Council will discuss at the next meeting. Pine Tree Request Jerry Scovill-Action Item Jerry got some prices for some trees. Hechecked around and found the best deal was here in Fairfield by Four Peaks Tree Farm plus we are buying locally. John Pine moved to buy 3 trees for 825.00 to replace the trees on Main Street Second by Councilmember Barbara Cutler motion passes4-0.Fire Agreement with Elmore County-ACTION ITEMEquipment Purchase- Mayor Lee got a price for a utv on a state bid. There is a price list in the council’s packet. Council reviewed and discussed the utv. Councilmember Doug Hoskinson moved to purchase the Ranger NorthStar Premium (color to be determined) Second by Tyler motion passes 4-0. REPORTSMayor’s Report and Correspondence: Vic Webber met with the Council about using the baseball field for soccer. He would like the city council to allow citizens to build goals for the field. Councilmember John Pine moved to allow private citizens to make moveable soccer goals for use on the Legion Ball Field Second by Barbara Cutler. Motion passes 4-0. Mayor Lee explained that there was one application for the temporary job opening at 23 hours a week. We will keep it open until Friday at 12:00p.m. Water and Sewer: Mayor Lee explained there was a water leak in the park. Jerry Scovill fixed it.Streets and Alleys: no report Parks and Recreation: Councilmember John Pine spoke about the Hidden Willow Park. The sprinklers are in. Jerry will make sure and check them to make sure they work. John stated that the 8th grade did not have their graduation in the park because of weather but wanted to thank the City.Fire and Police: The new fire truck is ready to go. Terry asked the fire department about a MOU. He is still working on that. Public Works Superintendent: Jerry Scovill stated that the bathrooms at the park need cameras. Jerry was instructed to find a camera and let the council know details.Planning and Zoning Administrator: Natalie showed a couple of new copies of fence/demo permit application. Barbara Cutler asked about the demo permit fees. The Council discussed the fees of the demo permit. The fee schedule was talked about. It needs updated. The council liked the fence permit. City Clerk/Treasurer- Mickey announced that Jill Holinka is leaving MSTB lawShe asked the council if they want to stay with MSTB Law or go with Jill. The council wants to stay with MSTB law. Also, Army Corp grant is getting closer to being completed. Council President Tyler Ballard moved to adjourn Second by Councilmember Doug Hoskinson motion carried 4-0.
