MINUTES OF A REGULAR MEETING
DECEMBER 23, 2014 7:00 P.M.
The Robinson City Council met in regular session in the Council Meeting Room at the Robinson Community Center on Monday, December 23, 2014 at 7:00 p.m.
Council recited the Pledge of Allegiance.
Mayor Roger Pethtel directed the City Clerk to call roll.

Motion Alexander; second Snider to approve the December 9, 2014 minutes. Roll Call vote. All Aldermen voted “Aye”. Motion carried.
Motion Sinclair; second Birkofer to approve the Treasurers report and transactions as listed below:
12-9-14 Redeem $126,601.49 matured WWTF CD @ First Robinson Savings
Bank and deposited in WWTF checking account @ First Financial Bank.
12-10-14 Transfer of $10,000 from General Fund checking account @ Regions
Bank to Swimming Pool checking account @ First Financial Bank.
12-10-14 Transfer of $10,000 from General Fund checking account @ Regions
Bank to Community Building checking account @ Regions Bank

Motion Sinclair; second Alexander to accept the Marathon Donation of $2,500.00 for the Police Department for the K-9 program. Roll Call vote. All Aldermen voted “Aye”. Motion carried.
Motion Snider; second McKinney to accept the bid from Fuller Petroleum for the City’s fuel for 2015. Roll Call vote. All Aldermen voted “Aye”. Motion carried.
RESOLUTION 2014-R-14 - A RESOLUTION ESTABLISHING INDUSTRIAL AND
DOWNTOWN TAX INCREMENT REDEVELOPMENT PROJECT AREA GRANT APPLICATION GUIDELINES AND REGULATIONS FOR THE CITY OF ROBINSON, ILLINOIS.
Motion McKinney; second Sinclair to adopt Resolution 2014-R-14 to establish industrial and downtown tax increment redevelopment project area grant applications guidelines and regulations for the City of Robinson, Illinois. Roll Call vote. Aldermen voting;

UNDERSTANDING TO THE COLLECTIVE BARGAINING AGREEMENT WITH LABORERS’ INTERNATIONAL UNION OF NORTH AMERICA, SOUTHERN AND CENTRAL ILLINOIS LABORERS’ DISTRICT COUNCIL, LABORERS’ LOCAL 1197.
Motion Smith; second McKinney to adopt Ordinance 2014-O-38 being a memorandum of understanding to the collective bargaining agreement with Laborers’ International Union of North America, Southern and Central Illinois Laborers’ District Council Laborers’ Local 1197. Roll Call vote. Aldermen voting;

Motion Snider; second Alexander to pay Connor & Connor, Inc. to pay $5,098.32 for the Phase II Environmental Site Assessment of Eaton Street. Roll Call vote. All Aldermen voted “Aye”. Motion carried.
Motion Smith; second Alexander to advertise for summer help at the Parks Department. All applications must be turned in to the City Hall offices by 4:00 p.m. on February 20, 2014. Roll Call vote. All Aldermen voted “Aye”. Motion carried.
Motion Smith; second Alexander to table the Pool project update. This item will be on the January 13, 2015 agenda. Roll Call vote. All Aldermen voted “Aye”. Motion carried.
