FlemingDate: February 2021JOB SUMMARYThe Adult Emergency General Surgery Program Manager (Adult TEGS-PM) is a registered nurse who has expertise in surgical program nursing practices and is responsible for the development, implementation, operations and evaluation of the adult EGS program. The program manager is also responsible for the organization of services and systems necessary for a multidisciplinary approach to providing care to emergent surgical patients. The Adult EGS-PM is considered a technical expert in the field of emergency general surgery and is responsible for oversight of a highly complex patient population and program. This position assumes day-to-day responsibility for process and performance improvement activities as they relate to nursing. Responsibilities include communication to internal and external stakeholders, oversight of the quality performance improvement plan across the care continuum, preparation and administration of an operating budget. The Adult EGS-PM collaborates with medical faculty, clinical staff, and others to ensure the effectiveness of patient care. Additionally, the Adult EGS-PM works in conjunction with the Director of Emergency General Surgery.The Adult EGS-PM reports directly to the UW Health Inpatient Director of Medical-Surgical Nursing in direct collaboration with the Adult EGS Medical Director. MAJOR RESPONSIBILITIESProgram LeadershipIn conjunction with the Medical Director, develops and establishes operational and strategic goals and objectives consistent with national emergency general surgery standard of care, Division of Acute Care and Regional General Surgery and UW Health including a Performance Improvement and Patient Safety Program.Participates in the development of care systems at the community, state, provincial and national levels. Oversees strategic and operational projects related to the emergency general surgery program.Coordinates management across the continuum of adult emergency general surgery care including planning and implementation of clinical protocols and practice management guidelines, policies and procedures; monitoring care of patients; and serving as a resource for clinical practice.Stabilizes the complex network of the many disciplines that work in concert to provide high-quality care. Other duties as assigned.Program PerformanceManages collection, coding, scoring, and developing processes for validation of data. Works with the Medical Director to design a registry to facilitate performance improvement activities, trend reports, and research while protecting confidentiality. Works with the Director of Emergency General Surgery to facilitate protocol design for accurate data collection, feedback, and analysis. Develops quality filters, audits, and case reviews; identifies trends and sentinel events and helps outline remedial actions to improve practice and reduce potential for patient complications Participates in and contributes to research projects and the analysis and distribution of findings. Oversees collection and utilization of operational and benchmarking data; recommends targets for improvements.Analyzes clinical practice to identify opportunities to increase effectiveness and efficiency.Facilitates cross-functional performance improvement teams. Researches industry best practices and recommends process improvements to leadership.Monitors clinical processes, outcomes and system issues related to the quality of care provided.Establishes process monitoring systems, tracks performance and adjusts the plan as needed to ensure outcomes are met in accordance with national standards of care for emergency general surgery.Utilizes consultation from appropriate resources to develop clinical based investigation of defined issues and/or problems in the emergency general surgery practice. Education/OutreachActs as an extended liaison for emergency medical services agencies. Provides professional development for staff and supports local and regional emergency general surgery education Serves as an internal resource for staff in all departments, including but not limited to mentorship of other healthcare professionals in the care of the adult emergency general surgery population.Works in conjunction across the system with other departments to ensure they have a strong and effective emergency general surgery orientation processes.Participates in the development, implementation and evaluation of comprehensive education patient programs that assure quality and appropriateness of care across settings for the adult emergency general surgery patient population. Facilitates the utilization of the Learning Center in program implementation as appropriate.Designs and orchestrates the delivery of applicable communication to internal and external constituents.Financial Leadership In conjunction with the Medical Director, annually develops and maintains the emergency general surgery program budget based on direction.Develops, monitors and adjusts systems as necessary to meet budget and/or productivity targets for cost effective quality care.
