PURPOSE

This Manual provides guidance for the Career Executive Service Board (CESB) in dealing

with requests of information received pursuant to Executive Order (E.O.) No. 2, s. 2016

(¡°Freedom of Information People¡¯s Manual¡±) issued on 23 July 2016 and signed by President

Rodrigo Roa Duterte.

STRUCTURE

This Manual sets out the rules and procedures to be followed by the CESB when a request

for access to information is received. The CESB Executive Director shall serve as the Decision

Maker who shall be responsible for all the actions carried out under this Manual and may

delegate this responsibility to the Director III and the Heads of the operating and support

divisions.

COVERAGE

This Manual covers all requests for information directed to the CESB and all its operating and

support divisions, as follows:

1. Eligibility and Rank Appointment Division (ERAD). This Division coordinates all

activities such as the administration of the four-stage CES eligibility process,

conferment of CES eligibility to officials who pass the four-stage process, and

appointment to CES ranks by the President of CES Eligibles who are appointed to

CES positions.

2. Professional Development Division (PDD). The PDD coordinates all activities

relating to the conduct and design of training programs and provides a

comprehensive human resource development program for all Career Executive

Service Officers (CESOs) and CES Eligibles from the time of entry to the time of exit

in the CES.

3. Performance Management and Assistance Division (PMAD). This Division

coordinates all activities relating to the objective and systematic performance

appraisal of officials in the CES, including the implementation of a system that

provides rewards and sanctions to non-performing CES officials, and handles the

endorsement and placement of CESOs and CES Eligibles to higher CES positions.

It also coordinates other external relations activities such as the monthly

publication of The Public Manager, CESB annual report, provision of birthday and

other greeting cards for CES officials, quarterly conduct of the CES Club learning

session, provision of support to the National Union of CESOs, and regular

monitoring of bills filed in Congress, including important developments affecting

the CES.

4. Policy, Planning, and Legal Division (PPLD). The PPLD is responsible for the

continuing review and improvement of the existing policies concerning the CES,

establishment of appropriate guidelines on CES compensation, and the grant of

other compensation package and benefits to CESOs. It also conducts studies on

personnel management concerns involving the CES and position classification

studies on positions with salary grade 25 and above in various departments and

agencies to ensure that the coverage of the CES is in accordance with set policies.

Further, the PPLD spearheads the drafting and review of the existing plans and

programs of the Board, and manages the operations of the Management

Information Systems (MIS) unit.

5. Finance and Administrative Division (FAD). The FAD is in charge of the overall

coordination of support services for the different operating divisions relative to

financial management and personnel administration.

1. The requesting party submits his/her request for information to the CESB office

located at No. 3 Marcelino Street, Holy Spirit Drive, Diliman, Quezon City 1127.

2. The Central Document Controller (CDC) shall receive the request for information

from the requesting party and check compliance with the following requirements:

a. The request must be in writing;

b. The request shall state the name and contact information of the requesting

party, as well as provide valid proof of identification or authorization; and

c. The request shall reasonably describe the information requested, and the

reason for, or purpose of, the request for information.

In case the request is not compliant with the requirements, the CDC shall provide

reasonable assistance to enable requesting party to comply.

3. The request shall be stamped received by the CDC, indicating the date and time of

the receipt of the written request, and the name, rank, title and position of the

public officer who actually received it, with a corresponding signature and a copy,

furnished to the requesting party.
