A CONCURRENT RESOLUTION

TO EXPRESS THE SENSE OF THE GENERAL ASSEMBLY THAT NO FURTHER SECURITY ARRANGEMENTS ARE NECESSARY FOR THE STATE CAPITOL COMPLEX, AS A RESULT OF THE TERRIBLE EVENTS OF SEPTEMBER 11, 2001, UNLESS CIRCUMSTANCES CHANGE, AND TO REQUEST THE OFFICE OF GENERAL SERVICES OF THE BUDGET AND CONTROL BOARD AND THE CITY OF COLUMBIA TO TAKE CERTAIN ACTIONS TO RESTORE PREVIOUS PROCEDURES OR SECURITY MEASURES IN EFFECT BEFORE SEPTEMBER 11, 2001.

Whereas, the members of the General Assembly are always mindful of the need for appropriate security measures at the State Capitol Complex, including the State House, due to its prominent location and significance to our State; and

Whereas, the terrible events of September 11, 2001, heightened the need for better security in many areas of our life; and

Whereas, the need for the highest degree of security, however, must be weighed against its disadvantages achieving a balance which does not compromise security. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly hereby express their belief that no further security arrangements are necessary for the State Capitol Complex as a result of the terrible events of September 11, 2001, unless circumstances change.

Be it further resolved that the Office of General Services of the Budget and Control Board is requested to remove the barricades on the grounds of the State House.

Be it further resolved that the City of Columbia is requested to reopen any metered parking spaces now closed for security reasons on the streets surrounding the State Capitol Complex.

Be it further resolved that the Office of General Services is requested to reopen those entrances and exits now closed that it determines would help expedite traffic flow in and out of the parking garage without compromising security.

Be it further resolved that a copy of this resolution be forwarded to the Office of General Services of the Budget and Control Board and the City of Columbia.
