Project: T-LORAMIDS (Turkish Long Range Air and Missile Defence System)

Turkish Plans to Purchase Air Defense System:

• The Turkish government approved plans in 2006 to build medium- to long-range air defense systems against missile attacks.

• Ankara is considering buying four batteries of a theater air defense system to guard the country's strategic locations.

• The project is expected to cost at least US$1 billion.

• Potential systems under consideration reportedly include the U.S. PAC-3 , the U.S.-Israeli Arrow 2 or Russia's S-300 or S-400 .

• The United States provided Turkey with 2 Patriot Air Defense Systems during the 1990-1991 Persian Gulf War and during the 2003 Invasion of Iraq. The systems have since been dismantled.

Russia Proposes Direct Interstate Negotiations with Turkey on Porposed Sale of S-400 Missile Defense System

• Proposal made by Russian during the Russian-Turkish consultation held in Moscow in June.

• Reps. of the Turkish Defense Ministry said the issue was not in their competence

o Proposal should be considered by the secretariat of the Turkish defense industry (SSM) specializing in the purchase of military products.

• Earlier, the SSM rejected the Russian proposal to sell S-400 through interstate negotiations and invited Russia to participate in the tender.

• Rosoboronexport received specifications for the project prepared by the SSM but did not provide a response to it and proposed organization of direct interstate negotiations on sale of S-400 instead of this.

• Simultaneously, SSM rejected the Russian proposal to sell S-300 production of which would be stopped in 2015.

Lockheed Martin Eyeing Turkish Missile Defense System

• Lockheed Martin briefed Turkish defense officials about the system on the sidelines of an international defense fair in the Turkish capital, IDEF 2007.

• "We are ready to install for Turkey a new generation of long range missile defense system" - John Ward, Lockheed Martin deputy chair

• The new system, Patriot Advanced Capability or (PAC), was well suited to meet the requirements of Turkey's long range air and missile defense system, Ward added.

Turkey to Buy Foreign Air- Defense Systems Worth $800 million

• Turkey's government has decided to allocate some $800 million on creating national air defenses and plans to buy four air defense systems as a first phase of the effort.

• Ankara is to choose among U.S.-made Patriot systems, Russia's S-300 (Favorit) complexes, and American-Israeli Arrow-2 systems.

• Iran's Sahap-3 medium-range missiles also prompted Turkey to speed up efforts in the sphere.

2008 Militay Budget

• Turkey's Ministry of National Defense budget, comprising the budgets of the ministry as well as those of the Land, Air and Naval Forces Commands, has been fixed at YTL 13.27 billion (around $11.06 billion) for 2008, a 1.7 percent increase from 2007.

• With the proposed total fiscal year budget for 2008 fixed at YTL 222.31 billion ($185.26 billion), the Ministry of National Defense allocation comprises around 6 percent of the total budget and corresponds to 1.85 percent of the GNP.

2007 SSM Activity Report

• Defense Industries Support Fund (SSDF) income, mainly comprising revenues from the state-run lottery, reached $2.459 billion in 2007

o $1.581 billion of this amount was spent primarily for arms acquisition including an amount earmarked for local development of defense systems

o Turkish policy aims to increase the local content of military projects to reduce the reliance on main systems abroad to 50 percent by the end of 2011.
