Job Purpose

Working as a team, you will be required to deliver road safety schemes and associated Traffic Regulation Orders from conception to completion, under supervision. Your role is important to help the delivery of this works package to help address both local concerns and more strategic casualty reduction targets. A key part of this role is that you become a custodian of electoral wards within Leeds from a general enquiry and upkeep of that ward. This will require dealing with associated elected members. The post holder will also assist with the review and analysis assessments linked with the preparation of road safety schemes within the Traffic and Local Transport Plan capital programmes.

Principal Accountabilities:

• Contribute your knowledge and experience to help support the Traffic Engineering team.

• To provide advice and in the form of both verbal and written format to answer and address enquiries as they are requested.

• Promote and deliver positive solutions to achieving diversity and equality in all aspects of service delivery, community engagement areas, focussing on equality of outcome.

• To be accountable for your own safety, safety of staff, service users and contractors in accordance with Department Health and Safety Policy.

• To work as a team to investigate, design and deliver a variety of traffic engineering schemes from conception to completion to meet both service and departmental targets.

Specific Responsibilities:

• Deal with general Traffic Management issues as they arise in an objective and evidenced based manner.

• Carry out the individual scheme designs from conception to completion to an agreed programme, including supervision of staff on site as needed.

• Prepare as required (with assistance) contract documentation as required.

• Check designs, quantities and estimates from other Departments which are to be implemented by the service.

• Supervision of works and the monitoring of schemes.

• Ensure the requirement of all Health and Safety regulations are met for each individual scheme.

• Prepare and present reports in a variety of formats.

• Support liaison with the community representatives and groups as required.

• Deal with customer care activities and general public enquiries.

• Support the development of staff within the team.

• Work within the Departmental Safety Policy and Health and Safety legislation for not only your own safety but that of others.

Relationships

The post holder will be required to work as a member of the Team and will have regular contact with Senior Managers and other staff. There will be contact with staff in other Departments, educational institutions, Government Office and Central Government departments, regional bodies and with other external individuals and organisations.

Physical Conditions

You will be initially based within the City Centre (St Georges House). However your appointment is to the Council as a whole and is, therefore, subject to your serving at such other place of employment in the Council’s service as may be required.

The post will involve visits to sites and other locations throughout the Leeds for which the relevant car allowance or travel expenses will be paid. Occasionally attendance at meetings and events outside normal office hours may be required.

The Council operates a ‘No Smoking’ Policy within the working environment.

Prospects

Promotion:

Whilst there is no automatic progression to any more senior posts, opportunities do exist for advancement and promotion, dependent upon normal staff movements and on the capabilities of the individual post holder.

Training:

The Department encourages training both “in-house” and external to meet the needs of the individual and of the Department.

Qualifications

HNC/D, equivalent level qualification and/or equivalent experience relevant to the duties of the post is essential.

PERSONAL SPECIFICATION ESSENTIAL REQUIREMENTS: It is essential that the Candidate should be able to demonstrate the following criteria for the post within the context of the specific role duties and responsibilities: Candidates will only be shortlisted for interview if they can demonstrate on the application form that they meet all the essential requirements.

KNOWLEDGE

a) Understanding and knowledge of highway design and road safety engineering planning practice and procedures.

b) Knowledge of road safety investigation and traffic engineering analysis requirements.

c) Knowledge of Traffic Regulation Order procedures.

d) Have a minimum of 2 years traffic engineering experience.

e) Knowledge of the relevant techniques for the evaluation and monitoring of highway and traffic schemes and road safety interventions.

f) HNC/D, equivalent level qualification and/or equivalent experience relevant to the duties of the post

EXPERIENCE

a) Demonstrable experience in design and delivery of traffic engineering schemes, including road safety investigations and analysis.

b) Experience of local Government traffic management or consultancy work

c) Experience in the use of computer software using relevant specialist CAD systems, presentational software, including GIS.

d) Experience of producing technical reports.

e) Experience of working effectively with others to deliver multi-disciplinary projects.

f) Experience in the use and interpretation of the Traffic Signs Regulations and associated guidance and the relevant road traffic legislation and procedures.

g) Understanding and practical experience of the use of analytical approaches to problem solving to deliver projects.
