INTRODUCTION AND BACKGROUND M&T Development has submitted an application to the Gauteng Department of Agriculture and Rural Development, the competent authority, for the amendment of the Environmental Authorisation (EA), referenced Gaut: 002/05-06/2218. The amendment application has been issued with reference number Gaut: 006/15-16/0001. The initial EA was issued on 09 June 2008 following a successful appeal to the MEC and allowed for the development of a low density township (`Res 1') and the upgrading of a road, see Annexure 1. The applicant therefore seeks to change the proposed development from a low density, full title township to a medium density, sectional title township. The proposed change is informed by the current development context and will be in support of a mixed housing typology in the area.

MOTIVATION FOR THE PROPOSED AMENDMENT The approval allowed for the development of a low density township as well as the upgrading of the road, refer to Figure 2 for the approved layout. At the time of application, areas adjacent to the site had been developed mainly to low density residential units. The application then sought to follow the housing development trend as it provided the type of housing which was sought after at the time.
