The EIV system provides a resource for MF Housing Program users to obtain benefits and income information compiled from SSA and HHS databases. EIV is a Web-based system that is accessible via the WASS Single-Sign-On portal, which has a secure Internet connection to the HUD application server.
EIV data is for official HUD use only. This data will be used for verification of employment and income at annual and interim recertifications as a tool to reduce subsidy errors. The EIV reports will be monitored as required by HUD, and when an EIV report shows that a resident has experienced a change in household income, the EIV information will be used to correct a certification or complete an interim recertification as required. EIV data will also be verified for transfers as well as initial certifications for current residents utilizing another HUD program.
MF business partners are required to use the EIV system search options and the online income reports available in EIV because they offer the following advantages:
• Quick and easy verification of SS/SSI benefits, wage, new hires (W-4), and unemployment compensation insurance information for use in setting assistance levels;
• Help in identifying cases of unreported or underreported tenant income;
• Assistance in identifying tenants receiving HUD subsidy under multiple rental housing assistance programs;
• A way of checking whether an applicant already is receiving rental housing assistance from either MF Housing or Public Housing/Housing Choice Voucher programs.
EIV for MF Housing Program users has the following functionality:
• View Income Information
• View Verification Reports
• User Access Requests (HSC and HSU)
• User Administration (HSC)
EIV will be used in the following instances:
1. EIV will be used to determine if any applicants are currently receiving rental assistance through another Multifamily Housing or Public and Indian Housing (PIH) location at the time of application or move-in.
2. EIV will be used to verify the employment and income of individuals receiving Section 8 assistance of all residents at the time of annual or interim recertification’s.
3. EIV will be used to determine if residents have started new employment within the past months, quarterly wage information for past or current employment, unemployment benefits, and social security benefits.
4. EIV will be used to identify whether or not a resident(s) failed the identity verification against SSA information.
EIV will not be used in the following instances:
1. EIV will not be used to certify applicants or recertify residents under the Low Income Housing Tax Credit (LIHTC) program nor will any of the information be disclosed to the state agency monitoring the LIHTC program.
2. EIV will not be used to certify applicants or recertify residents under the Section 515 Rural Housing program nor will any of the information be disclosed to the Rural Housing Services (RHS) staff monitoring the Section 515 program.
We will not suspend, terminate, reduce, make a final denial of rental assistance or take any other adverse action against an individual based solely on the data in EIV. If the information in EIV does not agree with the amount that the resident reports they receive, or when the resident disputes the EIV data, management will request the appropriate 3rd party verification.
EIV MF Housing Program tenant benefits and income data come from three sources:
1. TRACS – The EIV database has been baselined with tenant data (characteristics data) from TRACS. That data is updated daily.
2. SSA – provides SS/SSI benefit information including Dual-Entitlement benefit data. SSA also provides a listing of households for which it was unable to provide benefits information due to discrepancies between tenant IDs (i.e., SSN, Last Name, and Date of Birth (DOB)) and information in SSA databases.
If a tenant’s information fails SSA validation, that tenant’s data will not be used in EIV and the fact that it has failed is reported on the Failed Verification Report.
3. HHS – provides new hires (W-4), wages, and unemployment compensation insurance information from NDNH, which is a family of databases maintained by the HHS/Office of Child Support Enforcement (OCSE). These databases contain information concerning wages reported by State and Federal Agencies, unemployment insurance income reported by State agencies, and W-4 data reported by State and Federal agencies.
Owners/Agents are required to use the following HUD EIV Reports:
● The system allows users to access:
o Income Summary Report
o Income Report
o Income Discrepancy Report
o No Income Report; and
o New Hires Report
● The system also allows users to access to Verification Reports such as the
o Identity Verification Reports
o Multiple Subsidy Report, and
o Deceased Tenant Report
o Existing Tenant Search
