MINISTRY OF THE PUBLIC SERVICE, INFORMATION AND BROADCASTING

VACANCY NOTICE

Applications are invited from suitably qualified persons for appointment to the post of DEPUTY COMPTROLLER, INLAND REVENUE DEPARTMENT- Department of Finance, Economic Affairs and Social Security

A. RELATIONSHIP AND RESPONSIBILITIES

1. Reports to the Comptroller of Inland Revenue;

2. The Deputy Comptroller will assist the Comptroller in managing the Department;

3. To manage special projects, and give administrative and technical support to the Office of the Comptroller;

4. The Deputy Comptroller is expected to be a team player and perform a meaningful and supportive role as a member of the management team.

B. DUTIES

1. Plans and co-ordinates the activities of the following units:

a) Objections;

b) Vieux Fort Tax Service Centre;

c) Strategic Planning and Technical Research; and

d) Enforcements Unit.

2. Follow up on the accomplishment and progress of work in the Units of the Section and prepares progress reports for management.

3. Reviews performances of employees under his direct supervision and prepare appraisal reports.

5. Reviews appraisal reports prepared by supervisors of the respective

units.

5. In the absence of the Comptroller from office, he/she can be appointed to manage the operations of the Department by:

a) Monitoring operations of the Sections;

b) Receiving reports on Unit operations;

c) Interpreting and enforcing revenue laws and regulations, regional agreements and international conventions;

d) Performing any other task assigned by the Comptroller.

6. Co-ordinates and supervises special projects relating to the administrative efficiency and conduct of business of the Department as approved by the management committee.

7. Performs duties of an administrative and technical nature as assigned by the Comptroller.

8. Performs other related duties regarding the operations of the Department as required by the Comptroller.

C. CONDITIONS

1. Office Accommodation at Inland Revenue Department;

2. Salary is in accordance with the terms stipulated by Government in the Reclassification Plan;

3. Entitled to allowances for traveling, telephone and entertainment.

D. EVALUATION METHOD

1. Operates in accordance with the Income Tax Act and Amendments, Departmental Policies, Tax Memoranda and the Staff Orders;

2. Maintains an average of not less than 140 from the Performance Appraisal process.

E. SKILLS, KNOWLEDGE AND ABILITY

1. An in-depth knowledge of Income Tax Laws and practice;

2. An in-depth knowledge of Finance Act, Financial Regulations and Procurement and Stores Regulations;

3. Analytical skills and problem solving techniques for work-related matters;

4. Effective communication skills.

F. QUALIFICATIONS AND EXPERIENCE

A Master’s Degree in the Accounting Discipline or related field, plus CGA or ACCA Certification plus four (4) years Civil Service or post qualifying experience at a senior level;

OR

A  Bachelor’s Degree in the Accounting Discipline or related field, plus CGA or ACCA Certification, plus five (5) years Civil Service or post qualifying experience at a senior level;

 

OR

CGA or ACCA Certification plus Advance Certificate in Administration and Management plus six (6) years Civil Service or post qualifying experience at a senior level.

OR

Bachelor’s Degree plus a Post Graduate Diploma, plus five (5) years tax related experience in a post at Grade 16 or above;

OR

Advanced Certificate in Administration or Management plus six (6) years tax related experience at Grade 14 or above.

SALARY

Salary is at the rate of EC $ 103,194.00 per annum (Grade 19 Step 1)
