Job DescriptionTitle:Senior Project CoordinatorClassification:APS6 Security Clearance:Negative Vetting – Level 1Location:CanberraJob ContextThe National Blood Authority (NBA) is an award winning independent, Australian Government statutory agency whose role is to work in a collaborative manner with all State and Territory governments and other responsible parties to ensure that Australia's blood supply is safe, secure, adequate and affordable.To be successful in this role, you will have a proven record in exercising both initiative and judgement in the interpretation of policy and in the application of practices and procedures; provide detailed technical, professional, and/or policy advice in relation to complex problems; as well as be able to assist in operational and strategic planning, program and project management and policy development; assist with leading teams to achieve outcomes; excellent communication and stakeholder engagement and negotiation skills. Relevant clinical/health industry knowledge and/or work experience is desirable.Because it is a small Agency, the thrust of all positions in the NBA may be different from those in larger organisations. APS6 officers may be required to exercise higher order leadership skills and directly undertake lower order independent work when necessary in order to get the job done. Primary Job PurposeUnder limited supervision, the position is required to:Develop transition and implementation plans for multiple projects in collaboration with both internal and external stakeholders that: Are compliant with the National Policy: Access to Government Funded Immunoglobulin Products in Australia andEnsures that the implementation is efficient and effective and makes ethical use of limited government funds.Manage the implementation of the transition and implementation plans by:Liaising and negotiating with NBA staff and external stakeholders on complex policy and service delivery issues relating to the plans to ensure that the plan is implemented in a way that meets objectives of the National Blood Agreement and government policies Coordinating the work of NBA and external stakeholders engaged in implementation of the plans, including the reprioritisation of competing tasks to ensure that the overall implementation is completed to a high standard and is not delayed. This includes the review and refinements of outputs, including the provision of feedback and support to individual officers and driving service delivery strategies and future directionsActing as the primary point of contact for internal and external stakeholders relating to the projects, providing well-considered options and analysis to meet their needs whilst remaining compliant with the Policy and the decisions of government in relation to these productsIdentifying complex barriers and emerging risks to the successful implementation of the project and provide options and recommendations to senior management for discussion and decision Preparing and distributing newsletters, analysis, reports, briefing and discussion papers on matters pertaining to the projectsAssisting with coaching, mentoring and developing team members (and self) and managing organisational change andEncouraging innovation and a culture of continuous improvement.Selection CriteriaIn the context of the primary job purpose for this position and working in a collaborative manner as a member of a multidisciplinary team, you will be required to demonstrate that you have:Experience in the development and implementation of project plans that involve complex ICT and clinical systemsHighly effective written and oral communication skills, including a demonstrated ability to influence and negotiate effectively with both internal and external stakeholders at all levels Extensive experience in managing complex and competing workloads to ensure the effective delivery of work outcomes to agreed timelines and at a high standardExtensive client service experience and a strong record of delivering high quality service to internal and external clients and A systematic, but flexible, approach to work, including strong conceptual and analytical skills, organisational, planning and time management skills.Specific Conditions:May be required to undertake interstate travel to carry out duties Qualifications/Experience:Recent experience in the Blood Sector and/or knowledge of the National Blood Authority and associated systems is highly desirableDemonstrated working knowledge of software packages such as Microsoft Word, Excel and Outlook (or equivalent) and Recent work experience or qualifications in Project Management and/or training is highly desirable.Additional notes:It is an expectation that all NBA employees will perform their jobs professionally, respectfully and pleasantly and in accordance with the principles and practices of workplace diversity, workplace participation and in support of a safe working environment.As this is a Designated Security Assessed Position (DSAP) at Negative Vetting - Level 1, the successful applicant must be an Australian Citizen capable of obtaining and maintaining a security clearance at this level.
