|Health Technology Solutions (HTS) is the central organization within the Department of Health (DOH) that serves the Information Technology (IT) needs of over |

|1,850 employees and 420+ internal and external IT systems. DOH has five program divisions – Environmental Public Health, Disease Control and Health Statistics, |

|Health Systems Quality Assurance, Prevention and Community Health, Emergency Preparedness and Response (EPR) – plus agency central administration (AWO). HTS is |

|led by the DOH Chief Information Officer (CIO) who reports to the Chief of Staff. |

|The HTS Leadership Team includes seven managers including the Deputy CIO, Director of Applications and Data Services, Director of IT Operations, Director of |

|Service Management, Director of Solution Design and Project Support, IT Application Development Manager (PHL), and the Enterprise Architecture Program Manager. |

|This team aligns agency IT strategic direction and priorities with enterprise policy, agency goals, and HTS Office strategic plans to deliver secure, reliable and|

|valued IT services and results. This is a collaborative team which works to provide sound and progressive IT leadership for the department. |

|This position serves as the Director of Solutions Design and Project Support, reporting to the CIO, and is accountable for the management, oversight, senior |

|leadership and strategic direction of multiple IT services across the following job families: Project Management, Business Analysis, Quality Assurance Testing, |

|and IT Policy and Planning with the IT Business Liaison positions. This position is responsible for managing, planning, directing, and controlling the strategic |

|and tactical direction for: |

|Project Management Office (PMO), whose IT Manager leads a team of 14 project managers (PMs) (includes 2 supervisors) and 3 system administrators who lead |

|technology projects for new and innovative systems, enhancements to existing systems and integration of systems to develop shared solutions across the agency. The|

|PMO and project management is foundational for the work performed by the Office of Solutions Design and Project Support. The PMO manager is responsible for the |

|definition and maintenance of IT project management standards and processes. This position provides oversight and direction of project managers to ensure standard|

|project methods and processes are implemented to ensure successful completion of projects that provide the functionality needed for DOH to operate effectively and|

|efficiently. The PMs manage the work of technical and business teams to define project scope, develop project schedules, track project implementation status and |

|mitigate identified issues and risks to ensure projects are completed successfully. The PMs deliver projects ranging from simple, single division projects to |

|large, complex projects impacting several divisions and/or external stakeholders, public health partners and citizens. |

| |

|IT Business Liaisons (IT Policy and Planning Senior Specialists) are a team of 5 who provide advanced guidance, consultation and advice to the divisions they |

|support in the areas of application development, business analysis, vendor management, quality assurance, cost estimation, software exceptions security and |

|information technology budgeting. These positions apply their expertise to serve as strategic experts for the purpose of business and IT strategy development, IT |

|solution discovery, IT service management, IT risk management, IT policy and relationship management. They are active participants in development of the agency |

|and assigned division’s strategic plans. They serve in high visibility roles in the agency and are critical to IT success. |

| |

|Business Services Section, whose IT Manager leads teams in three IT families: Business Analysts (30 including 2 supervisors), Quality Assurance Testers (15 |

|including 1 supervisor) and System Administrators (4 including 1 supervisor). The Business Services Manager is accountable for managing the delivery of services |

|to the agency through business analysis, consulting support and business process improvement professionals. These professionals are part of project teams that |

|deliver projects ranging from simple, single division projects to large, complex projects impacting several divisions and/or external stakeholders, public health |

|partners and citizens. These professionals also provide business analysis and testing to maintain the 400 existing systems as well as support of the |

|infrastructure M&O. |

|Position Objective |

|This position manages, directs and controls a broad scope of IT functions and services, which requires a high degree of technical, agency, and State IT policy |

|expertise, essential to both the long-term technology forecast and the day-to-day operations. This position manages, directs and controls policy development, |

|processes, procedures and guidelines related to IT customer relations, IT project management, IT business analysis and quality assurance testing. This position |

|influences and develops agency IT policies and standards, processes, procedures and guidelines, and technical investment plans regarding areas expertise in |

|information technology. The scope of management control and influence is complex and has major impacts for the entire agency. |

|This position manages multiple IT services through managers and supervisors in multiple job families that support the work of the agency, divisions and programs. |

|It is responsible for the development of the vision for Solutions Design and Project Support (project managers, business analysts, quality assurance testers, |

|system administrators and business liaisons) and designing/enhancing services in these areas to support the business of DOH. |

|This position is responsible for making strategic decisions on the implementation of large complex organization-wide IT projects involving multiple job families. |

|The position is responsible for determining what is considered a project and then ensuring that project methods are developed and operationalized to meet the |

|needs of the project based on risk, political impact and organizational change management requirements. The programs managed by this position are responsible for |

|IT projects from the ideation phase through successful implementation, release management and finally closure. |

|The Director of Solutions Design and Project support is responsible for the development and maintenance of the IT Governance framework which outlines and directs |

|governance of IT Projects. It is the responsibility of this position to work with the IT Governance Group and lead IT project prioritization. The primary |

|stakeholders for this work are the CIO, agency leaders who serve on the IT Governance Group, and the HTS Leadership Team with each being fully engaged in the |

|prioritization process. This position promotes growth in capability and maturity of our governance processes and ensures consistent and effective use of data to |

|inform strategic IT decision-making.  |

|This position is responsible for Request Management as part of ITIL. It is the responsibility of this position to develop and maintain the request framework, |

|prioritization process for workflows within the ServiceNow Platform and the operational aspects of Continual Service Improvement as it relates to requests. The |

|request process supports Information Technology, Human Resources, Risk Management and Facilities. This position is responsible for expanding requests throughout |

|the Central Administration service organizations within the ServiceNow platform. |
