REPORTING TO: Development Manager

REPORTEES : 2

PURPOSE:

To deliver the aims and objectives of Tamworth Borough Council and the Planning and Regeneration Service Business Plan.

To assist the Development Manager in delivering the Development Management and Enforcement function of the Planning and Regeneration Service.

KEY RESPONSIBILITIES:

1. To provide Development Management and Enforcement advice in a timely manner and to high customer care standards.

2. To supervise the day to day activity of the planning officers, including:

• the monitoring of workloads and performance

• shadowing work activity, mentoring and supporting planning officers where necessary

• carrying out annual appraisals of direct reports, setting objectives and identifying training and development needs in liaison with the Development Manager that supports the development of highly skilled and motivated staff.

3. The processing of planning applications and other related applications and consents, including checking of the application, site inspections, the carrying out of necessary consultations, negotiations with applicants, the preparation of reports, the making of recommendations on such applications, the drafting of decisions and letter accompanying such decisions, and dealing with any other matters relating thereto.

4. To assist with work relating to conservation, environmental enhancement and listed buildings and to deal with related matters.

5. Assisting the Development Manager to prepare the agenda and reports for the Planning Committee, presenting and advising the Committee on professional planning issues when required.

6. Provide advice to potential applicants in respect of development proposals prior to the submission of formal planning applications.

7. To assist the development and improvement of the Development Management and Enforcement services.

8. To assist in the development, maintenance and administration of relevant systems, processes and protocols for the Development Management and Enforcement teams and to prepare reports and/statistical returns, as requested.

9. To undertake surveys, research and analysis of local planning and service issues as required.

10. To provide evidence and advice in relation to public inquiries and planning appeals and attend such proceedings as necessary.

11. To assist in investigating and reporting on unauthorised development and to ensure that development takes place in accordance with planning permissions.

12. Assist the Development Manager in the production of briefs, written instructions and commission specialist advice to assist in the consideration of planning applications and enforcement matter.

13. To contribute to the production of planning documents, development briefs and evidence base, particularly advising on the implications for development management.

14. To participate as necessary in Corporate Working Groups, Project Teams and initiatives.

15. To undertake all corporate requirements on health and safety, diversity and equality, safeguarding, data protection, risk management and financial regulations.

16. To undertake any other reasonable duties commensurate with the grade and general nature of the post.
