Job Title: Senior Planning and Resource Officer

|Job Purpose |

| |

|Manage the Denbighshire Funding Formula and oversee the provision of financial and contract management support across schools.|

| |

|Ensure the effective provision of professional advice and guidance to Schools ensuring compliance with educational, financial |

|and contract regulations and procedures. |

|Principal Accountabilities and Responsibilities |

|Manage the School Funding Formula and coordinate revisions through effective consultation, negotiation, challenge and review |

|with Schools, Governing Bodies and Service Managers. Consult where necessary with the Section 151 officer to ensure that the |

|total school quantum is reconciled in accordance with Denbighshire’s Medium Term Financial Plan |

| |

|In consultation with the council’s Section 151 Officer provide day to day support to Schools in Financial Difficulty by |

|providing guidance, support and direction to Schools in relation to the development of Financial Recovery Plans. |

| |

|In consultation where necessary with the council’s Section 151 Officer provide strategic advice and recommendations on budget |

|pressures and savings to link into the medium term planning process for schools. Work proactively to identify new ways of |

|working and challenge the existing methods of service provision in order to reduce future cost pressures and support potential|

|increases in service demand. |

| |

|Lead the management of the SEN 1-2-1 funding and administration process to ensure funding methodology is effective and the |

|information management processes with schools are accurately maintained and operated. |

| |

|Prepare and present reports for various stakeholders and stakeholder groups in support of the school modernisation programme |

|including detailed financial modelling of data |

| |

|Review services or contracts commissioned by schools to ensure that value for money is achieved and the most effective use of |

|resources is maintained. |

| |

|Advise all stakeholders across schools on the best use of resources that will facilitate the raising and monitoring of |

|standards as well as the measurement of accurate and timely performance targets. |

| |

|Identify areas of best practice within Schools, Education and other Local Authorities and disseminate this best practice via a|

|means that will create and promote uniformity and efficiency. |

| |

|Develop, implement and raise awareness of Financial Planning/Management initiatives and developments by presenting information|

|to all relevant stakeholders via an appropriate forum such Governing Body Meetings, School Cluster Meetings |

| |

|Develop, implement and maintain a rolling training programme for Schools so that the impact and implications of decisions can |

|be communicated and understood effectively. |

| |

|Prepare and present reports for various stakeholders and stakeholder groups including Education DMT and Scrutiny and deputise |

|for the Planning and Resource Manager where necessary. |

| |

|In conjunction with the Central Finance Team, coordinate and manage the production of the annual Section 52 financial to |

|ensure timely and accurate completion in line with Welsh Government requirements |

| |

|Develop, implement and maintain a range of performance management systems and management information that will support the |

|schools in effectively planning and managing their resources. |

| |

|Maintain a good understanding of the policy and technical elements of School funding regulations and how they link to |

|corporate strategies, policies, plans and procedures. |

|Supervision/Management of People |

|Direct line management responsibility of 1 officer |

|Knowledge, Skills, Training and Experience |

|The post holder must be highly numerate and qualified to a degree level or suitable equivalent (eg. AAT, ILM) with at least 3 |

|years Local Government experience. |

| |

|Education knowledge and experience is essential |

| |

|The post holder must have proven ability of supervising and managing staff through the delivery of highly efficient and |

|effective support services. |

| |

|The post holder will demonstrate a high degree of communication and interpersonal skills as the ability to interpret financial|

|data in order to draw conclusions and make appropriate recommendations will be essential. |

| |

|The post holder must have the confidence to communicate and challenge stakeholders at all levels within the organisation |

|including presenting information via an appropriate method. |

| |

|The post holder will have advanced IT skills and extensive knowledge of spreadsheet packages as experience of undertaking |

|detailed financial modelling and using General Ledger Systems is essential |

|The post holder will support the Planning & Resource Manager in providing professional advice, support, guidance and training |

|on effective financial planning, financial management, operational/site management and new ways of working. An understanding |

|of the inter relationship between the various components of school funding legislation is essential in order to be able to |

|provide appropriate advice and guidance |

|The post holder will be responsible for maintaining the client relationship between schools and the education service. |

| |

|The post holder provides professional advice, support, guidance and training on effective planning, financial management and |

|new ways of working to Schools. |

| |

|The post holder will focus on promotion of effective management throughout Schools to ensure that resources are maximised and |

|the demands imposed by legislation and audit requirements are met. |

| |

|The level of multi agency working is increasing and it is vital that the post holder can manage the relationship between the |

|complex groups and undertake considerable behaviour work where necessary |
